Box 2613 Aspen, CO 81612 Subject: Soils Evaluation and Percolation Test for individual Sewage System Design for a 112 -acre Parcel of Land, Tract 9, Swiss Village Subdivision, numbered as 0176 Apache Trail Dear Kathy and Pat, As requested, Nelson Environmental and Wastewater Solutions, Ltd., performed a soils study and percolation tests on the subject property to design a septic system for the proposed residence. We conducted this study according to Section 4-5 of Pitkin County Regula#ions on lndivsdua! Sewage Disposal Systems on Monday, November 15, 1993. We have based our recommendations on the subsurface conditions encountered. We will furnish this letter and an individual sewage disposal system permit application to the Aspen/Pitkin Environmental Health Department at our earliest opportunity so that you may obtain a permit to construct this sewage system. Proposed Construction: The planned residence is a three bedroom, two and one half bathroom, two-story frems in house. The property is to be served by the subdivision water system with the water provided from alluvial wells and treated prior to distribution. The lot is approximately 1!2 acre in size. Site Conditions: The site is a lot in the Swiss Village Subdivision. Typical of the lots in this subdivision, the building site is located in an area covered with oak brush, with numerous swales and draws. The ground surface, which appears natural in the proposed area of the proposed absorption field, slopes gently to the East at a 10% grade. There are no irrigation ditches or streams in the immediate area. P.O. Box 6961 Snowmass Village, CO. 81615 Office (303) 923.3289 Home (303) 923.2766 Derby Residence Soils Evaluation and Percolation Test for Individual Sewage Disposal System Design. 12iO3i93 Piga Subsurface Conditions: A soil profile pit, within an area considered suitable for an on-site wastewater disposal system absorption field, was excavated. The excavation revealed that no groundwater or bedrock present within nine feet of the surface of the ground. The soils on the property consisted of 8 inches of topsoil overlaying a dark red sandy loam with some gravel and flagstone fragments, three or four inches to over four feet in diameter encountered below the depth of three feet. The subsoil was relatively more sandy toward the bottom of the profile pit excavation. Percolation Testing: The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The subsoil, in which the percolation testing was done, consisted of a sandy loam. These reddish soils were well consolidated, and showed little tendency to swell. The test holes were prepared by hand -digging a small hole in the bottom of a thirty -Six deep backhoe excavation Thre9 inches of gravel were placed in each test hole after all loose soil had been removed and the test hole sidewalls roughened. Percolation testing was performed in the proposed absorption area location. The percolation holes were pre-soaked the morning before testing. Water was added to the test holes at regular intervals of three hours throughout the day. A total of approximately five gallons was added to the test holes the day the test was conducted. Presoaking, therefore, was accomplished for more than four hours before beginning the percolation test. The results of the percolation testing are presented in Table I. These results indicate the Sandy loam soils have an average percolation rate of ` "- .inutes per inch N� and are acceptable for a conventional infiltration design for the on-site sewage system. Limitations: This report has been prepared according to generally accepted practices in this area for use for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation if further excavation reveals conditions different from those described. This office should be advised of any unusual Situation-_ as Soon as possible so that we may reevaluate our recommendations. This letter details our design recommendations. Proposed Construction and Building Site: The proposed two-story- residence is to be a three-bedroom, two and one half bathroom house. The property is served by a subdivision well and water system. The property is approximately 1/2 acres in size. This site is in the Swiss Village Subdivision in an area of the Crystal River Valley several hundred feet above and about 1/4 mile from the Crystal River. In our opinion, the site does not present any significant limitations to the construction of an on-site sewage disposal system. The. ground surface, which appears natural in the proposed area of the absorption field, slopes gently to the East at a 10% grade. There are no natural drainages or irrigation ditches apparent in the area. Minimum Pitkin County Requirements: The percolation rates measured in the sandy loam subsoils were measured at an average of 19 minutes per inch. The minimum Pitkin County requirements for the installation are based on a system flow of 450 gallons per day. This flow would require a septic tank of 1000 gallons minimum volume, and a minimum of 900 square feet of standard absorption trench, defined as follows: A standard absorption trench is an excavation less than three -feet (3) wide and containing a 4 -inch (4") perforated distribution pipe placed in gravel and centered in the excavation. A minimum of six -inches (6") of 1/2 inch to 2 1/2 inch diameter gravel is placed under the distribution pipe network. A sufficient amount of additional gravel is placed around and over the distribution pipe and to bed and cover the pipe with a minimum of two inches (2") of gravel. P.O. The distance to site from the sources of gravel makes the use of gravel less systcros attractive, and we would suggest that you plan to use this method of construction. Usc of "Infiltrator" leaching chambers permits a 50% reduction in standard absorption bed area under County regulations. This reduction is based on manufacturer's claims and or. an approval of such a reduction by the Colorado Department of Health, Water Quality Control Division. Therefore, a system of trenches with a bottom area of 450 square feet would be required. Additional size reductions on the small lot can be accomplished by separation of the washing machine gray water flow to a separate system consisting of a septic tank and small seepage pit. This would eliminate 120 gallons of flow to the main black water system. A septic tank of 500 gallons and a pit of 157 square feet is required to dispose of the flow from the laundry. Therefore, the suggested design incorporates the alternatives listed above. We recommend that the main black water septic system consist of a 1000 gallon concrete septic tank and three "Infiltrator seepage trenches with dimensions of three feet by thirty eight feet, with approximately eighteen sections of "Infiltrator" placed in the three trench excavations (six sections per trench). It is required that the trenches be excavated as shallow as possible, but at least to a depth of at least two feet below existing grade on the downhill edge. The bottom of each trench must be level. The gray water system as described, can then be constructed for disposal of the wastewater from: the washing machine. Although located in a gently sloping area, we advise that the trench excavations be placed on the contour of the hill with the long dimension perpendicular to the direction of the slope. Further, it is advisable to use a distribution box to equalize the flow to each of the three sections of Icaching chamber trench. The distribution box would be placed bctwccn the scptic tank and the leaching chamber trenches and connected to the head end of each sixty foot section with a piece of solid PVC pipe. It has always typically been our recommendation to homeowners that they size their individual sewage disposal system initially to be large enough to accommodate possible future expansions or remodels. There are many homeowners who initially made their systems a little larger than they had to, in the hope that they could remodel in the future without having to expand their septic system. However, the new individual sewage disposal 'system regulations require septic systems (tanks and fields) to be sized not just according to the number of bedrooms, but to include other similar -sized rooms that could be used as bedrooms under a future owner. The regulations do require that before we can sign off on a building permit involving rooms similar in size to bedrooms, the septic system be enlarged to accommodate that room under the new regulations. The current regulations do not allow for grandfathering of existing systems, whether built for additional future bedrooms or not. However, we realize that there will be a few cases where homeowners were really "caught" between the two regulations. This situation would be one where the homeowner began construction just as the old regulations were being replaced by the new ones. In a case where the septic system and initial home construction were started just before the new regulations went into effect, -and where additional work on the house was contemplated right after the new regulations went into effect, it would be reasonable to allow the homeowner to finish the house construction under the requirements of the old regulations with regard to septic tank size. Printed on Recycled Paper 130 SOUTH GALENA STREET • ASPEN, COLORADO 81611 • PHONE 303.920.5070 a FAx 303.920.5197 Primed m reryded paper Therefore, our department policy will be that if a building permit and septic permit were issued after Jan. 1, 1994, and finishing the house requires additional permits to be issued within five years of the date of this letter, we should allow the work to be performed with the septic tank sized according to the regulations in effect in 1994, and the field size governed by the regulation in effect at the time of the application. That would mean, in your case, that since your septic permit and building permit were issued in 1994, and you wish to complete work on your house now, the septic system tank would not have to meet the requirements of the present regulations, but can comply with the regulations in effect in 1994. That would require a small addition to your leach field, but would not require any additional septic tanks. We apologize for not having anticipated such a situation sooner or realizing sooner the need to develop a reasonable and fair way to deal with a case like yours. We know that the problems caused for you by this transition between laws has been significant, and we sincerely hope that this solution may be one that works for you and allows you to have the home you want.
