Box 40 Carbondale, Colorado 81623 Subject: Soils evaluation and percolation testing for an engineered design and construction recommendations for a repair to the individual sewage system for the residence located at 15188 Highway 133 in the NE '/4, NW '/4 of Section 9, Township 10 South, Range 88 West of the a P.M. Dear Carlyn, As requested, Nelson Environmental and Wastewater Solutions, Ltd., has performed a soil evaluation and percolation testing for the purpose of developing information for design and construction of a replacement septic system for the residence at the subject site. We conducted this study according to Article 5 of the RiWn Count di ' ual e Di=sal System Regulation on September 11, 1998. We have based our recommendations on the subsurface conditions encountered at that time. Along with your engineer's plans for the design of the onsite wastewater system, please furnish this letter, a copy of the enclosed data sheets, and a copy of the other information requested on the septic system application checklist to the Aspen/Pitkin Environmental Health Department in order to obtain a permit to reconstruct the individual sewage system for this house. ExistinaBuildinz_and Site Conditi An existing single -story residence with a basement apartment is located on this part of the property. The total living area of the two units is approximately 2500 square. We believe that the house was originally constructed on the property in the late 1960'x, when Pitkin County required no septic permit in this area. The main level of this house now has one bedroom, a den with a walk-in closet, and one bathroom. The Aspen/Pitkin County Environmental Health Dcpt. will probably determine that the den be considered as having the potential for use as a bedroom during the life of the building, and will be counted as a bedroom for purposes of the individual sewage system sizing (Article 7-2). The basement unit of the house has two bedrooms and a bath. We, therefore, have used a figure of four bedrooms for purposes of this discussion. The property site is off Highway 133 and across the Crystal River. The lot is about 7.62 acres in size. Drinking water to the residence is supplied from a well. The ground surface in the area of the existing and proposed septic system absorption areas appears to have been part of an old hillside that has been cut and leveled. This area slopes P.O. Most of the south end of the property around the house has been landscaped, and the rest of the property to the North and East is seep and forested with aspen, pine and spruce trees. Existing Septic System The onsite wastewater treatment system, originally permitted and approved in 1982 as a repair to a previous system, consists of a two-compartment, 1250 -gallon concrete septic tank and a 500 square feet of deep seepage bed. This system is located and configured roughly as shown on the existing ISDS permit. The existing septic system was sized for a three-bedroom house. We have evaluated the existing septic system, as detailed in the records obtained from the Aspen/Pitkin County Environmental Health Department. It was reported that there was a backup of septic tank eluent into the lower unit on a few occasions. We noted during our inspection that there was some previous excavation work in the area of the small seepage bed. It has also been indicated and reported in a letter from the septic tank pumper that the effluent line from the septic tank to the existing leach field has been filled with concrete at the insistence of the Aspen/Pitkin County Environmental Health Department and has isolated the seepage bed. Therefore, septic tank is currently functioning as a holding tank and is being; pumped about once a week. Replacement of the existing deep absorption bed of the septic system appears warranted Subsurface conditions: A soil profile was dug in conjunction with the soil evaluation of the property. This excavation was eight feet in depth and revealed that there was no groundwater apparent or bedrock present within eight feet of the surface of the ground. The soils on this part of the property consisted of a surface layer of gray fine clay and silt about 5 feet thick and small angular cobble to ten inches in size. Below that, the subsoil was slightly coarser silt intermixed larger angular cobbles, some to three feet in diameter to the bottom of the prole pit. PercolationTom: The subsurface soil conditions were reevaluated with the standard percolation test procedures at the approximate locations shown on Figure 1. 01/15/1994 15:24 970-92: 66 BOB NELSON, NEW`_ rD PAGE 04 Dodds Property Septic System 15188 Highway 133 September 18, 1998 Page 3 The test holes were prepared by hand digging a twelve -inch diameter hole to an additional depth of twelve inches in the bottom of four backhoe pits initially excavated to a depth of three feet. Three inches of gravel was placed in each test hole after all loose soil had been removed and the test hole sidewalls roughened. The test hole preparation avoided smearing the soil surfaces and removed loose cobble in the sidewall and bottoms of the holes. The percolation holes were pre-soaked by adding water to a depth of ten inches above the gravel layer the evening before the test measurements were performed, and again at regular intervals throughout the day. Water was added about every three hours for eight hours during the day preceding percolation test measurements. The results of the percolation testing are presented in Table I. These results indicate the clayey silt soils had an average percolation rate of 125 minutes per inch. Soils with percolation rates in this range are considered unsuitable and are M acceptable for the more conventional infiltration designs that can usually be used for this replacement on-site sewage system. These types of unsuitable soils also require site-specific engineering design of the onsite sewage system to compensate for the slow percolation rates. Mtnimwm Pitkin Cou=Requ MM9_n__s: Under the recently revised Pitkin Coun Individual Sewage Disposal system R i (Effective January 1, 1998), and our understanding of the minimum Pitkin County requirements for this onsite wastewater system installation, the system criteria is to be based on a peak daily sewage flow to the absorption area of 1400 gallons per day. This flow would :require a total septic tank volume of 1750 gallons. The county regulations require all septic systems in Pitkin County be design by a registered professional engineer. Further, the unsuitable soil conditions also dictate a site-specific engineered design. We understand that Tim Beck, P. E. of High Country Engineering has contracted to complete this design_ I.bitations: This report has been prepared according to information supplied by the property owner and in conformance with the generally accepted practices in this area used for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation, if further excavation reveals conditions different frorn those described. The complainant stated that the septic tank had been siphoned into the Crystal River. This department conducted an investigation of the complaint on August 20, 1998. Please be advised of the following sections of the Pitkin County Individual Sewage Disposal System (ISDS) Regulations. "9-6 No Discharge is Permitted That Does not Comply With Rules and Regulations: No sewage or effluent may be discharged into or on the surface of the ground or into state waters unless the sewage system and effluent meets the minimum requirements of this regulation and the owner or applicant has obtained the proper discharge permits from the Division." "9-1 Responsibility: The owner and the party in possession of real property on which an ISDS is used, must be jointly and severally responsible for operation and maintenance of the system unless jurisdiction for responsibility has been transferred to a public, quasi -public, or political subdivision." During our visit, observations of the septic tank riser and field were made. The vent tube, located at the end of the'septic field, was located and checked for standing liquid. Liquid was present at the end of the field. This is consistent with your comments that the septic tank had needed to be pumped frequently in the last year. The presence of water and the frequent need to pump the tank to prevent back- ups into the home demonstrate that the septic system has failed. Please be advised of the following sections of the Pitkin County Individual Sewage Disposal Regulation. "4-11.9 Notice of violation of malfunctioning system: When the Department learns that a system is not working properly, it will issue a notice of violation (NOV). The NOV will state the violation, set a deadline for repairing the system and discontinuing use of the failed system, and will note that if the owner fails to comply, a cease and desist order will be issued. The repair permit will provide the applicant -a reasonable period of time to make repairs. At the end of that period the applicant must have the system inspected by the Department to make sure it is functioning properly." "4-11.8 Repair permits: The Department may issue a repair permit to the owner or occupant of property on which a system is not functioning properly. Application for a repair permit must be made by the owner or occupant to the Department within two business days after observing that the system is not functioning properly, or within two business days after receiving notice from the Department that the system is riot functioning properly, or that it otherwise constitutes a nuisance or a hazard to public health." The regulation also states, "4-11.10 Cease and Desist orders: After a hearing conducted by the Environmental Health Director, the Environmental Health Specialist may issue an order to cease and desist from the use of any system that is found by the Environmental Health Specialist not to be functioning properly or is found to constitute a hazard to public health, or has not otherwise received timely repairs." Please consider this letter to be the above -referenced Notice of Violation. The following steps need to be taken immediately: 1. The outlet from the tank to the leach field must be closed off to ensure that no sewage enters the failed field. This must be completed by Wednesday, August 26, 1998. If it has already been done, you can provide documentation from Roto -Rooter indicating when this was done. 2. Application for a repair permit must be made as described above. Our office needs to receive this application by Wednesday, August 26, 1998. 3. Please let us know by Wednesday, August 26, 1998, which engineering firm you have retained to design the new septic system. (We have already faxed you the list of engineers we know of you do septic system designs.) Please contact this Department if you have any questions.
