Dear Tom:
This letter is to provide a final report regarding the individual sewage disposal system for the
Rubin Residence. HCE has previously provided design drawings and additional letters to the
county.
HCE personnel visited the site several times during construction and observed the excavation for
the drywell, the placement of the perforated manhole rings, and part of the gravel fill. HCE
personnel did not observe the septic tank placement, but we understand that county personnel
did.
Since the site did not allow any significant variation in the placement of the system elements, we
suggest that the design drawing is adequate for a record drawing.
In summary, it appears that the system was constructed in accordance with the intent of the
design. If you have any questions, or need additional information, please contact us.

The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before
final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, floodplains, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued on information submitted by
the applicant or his/her representatives. The owner assumes full responsibility in case of failure of the system.

ISSUANCE OF THIS PERMIT DOES NOT CONFER A WATER RIGHT
CONDMONS OF APPROVAL
1) This well shall be used in such a way as to cause no material injury to existing water rights. The issuance of the
permit does not assure the applicant that no injury will occur to another vested water right or preclude another
owner of a vested water right from seeking relief in a civil court action.
2) The construction of this well shall be in compliance with the Water Well Construction Rules 2 CCR 402-2, unless
approval of a variance has been granted by the State Board of Examiners of Water Well Construction and Pump
Installation Contractors in accordance with Rule 18.
3) Approved pursuant to CRS 37-92-602(3)(b)(II)(A) as the only well on a residential site of 0.77 acre described as
that portion of the SW 1/4, NW 1/4, Sec. 9, Twp. 10 South, Rng. 88 West, 6th P.M., Pitkin County, more particularly
described on attached exhibit A.
4) The use of ground water from this well is limited to ordinary household purposes inside a single family dwelling.
The ground water shall not be used for irrigation or other purposes.
5) The maximum pumping rate -shall not exceed 15 GPM.
6) The return flow from the use of this well must be through an individual waste water disposal system of the
non -evaporative type where the water is returned to the same stream system in which the well is located.
7) This well shall be constructed not more than 200 feet from the location specified on this permit.
8) This permit has been approved for a well to be constructed at a location that is 1600 feet from the north section
line and 1000 feet from the west section line of Section 9, T1 OS, R88W, 6th P.M. You are hereby notified that you
have the right to appeal the issuance of this permit, by filing a written request with this office within sixty (60) days
of the date of issuance, pursuant to the State Administrative Procedures Act. (See Section 24-4-104 through 106,
C.R.S.).
NOTE: Expired permit 156119, was previously issued for this lot.

On May 12, 1999, Iligli Country Lngineerhig, Inc. personnel performed percolation testing at
the Site Of tlli; proposed Rubin residence located near the old railroad grade north of Redstone.
The test holes were located within the proposed seepage pit area shown on the 24"06" design
drawing alroady in your possession. The depth of the top of the test holes varied from
approximately 8.5 feet to 16 feet below the surface. The percolation rates for the three test
holds varied considerably, Probably clue to rock adjacent to anti/or below the holes. The
middle (elevation wise) hole was disregarded clue to a very slow rate, evidently.due to rock.
Also, clue to the depth and location of the excavation and the necessity for steep sides, it was
virtually impossible to navigate between holes during the testing without knocking some
ai)aterial loose, part of which would enol up in one of the holes. 'Therefore, hale number one,
the highest in elevation, was deemed to have the most reliable test. The average rate was taken
to be 47 minwes per inch, which was based on the last two readings from hales cumber one
amid tln-c e.
The profile consisted of a six to twelve inches of very dark topsoil, then reddish brown, rocky.
sand and silt for the remainder of the depth. No groundwater or bedrock was observed,
however, sonic boulders were removed. After testing was compacted, we also observed the
removal of an additional four feet of depth from the boltoni of the excavation. The profile
continual it) be the sarno. The average maximum depth obsorved was approximately 24 feet.
