ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-6 and 5-205: "It is the policy of the County to ensure that land is not committed to any use and that no use is initiated without adequate evidence that a water supply of adequate quality, quantity, pressure and dependability is available to support the use intended." Lots in this subdivision are served by the Redstone Water District. The lot line adjustment will have no adverse effect. SEWAGE TREATMENT AND COLLECTION: Sections 2-7 and 5-200: "Itisthe policy of the County to ensure that land is not committed to any use and that no use is initiated without adequate evidence that facilities to collect, treat and dispose of anticipated types and quantities of waste water are available or can and will be provided with suitable capacity, quality of discharge, suitable point of discharge and dependability". Lots in this area are served by individual septic systems. A permit for the Rubin septic system has been issued and is being installed on Lot 53. The lot line adjustment will have no adverse effect on the septic system. WATER QUALITY IMPACTS• Sections 2-22 and 5-107.2: "It is the policy of the County to preserve and protect its present water resources. 7o this end it is the policy of the County that no land use be initiated which would adversely affect the quantity, quality, or accessibility of the County's water resources; or which would occur at the expense of established water - dependent agricult•.ural activities; or which would result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or redistribute major water resources. It is also the policy of the County to maintain a natural vegetative buffer along its surface waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which could cause deterioration of water quality or impair the natural treatment processes provided by meadows and wetlands." The Environmental Health Department will be addressing water quality impacts only on down stream water quality. This 1 . ,w 3 LA application is not expected to impact down stream water quality. AIR QUALITY: Sections 2-17 and 5-106: Only that development is permitted which will not contribute significantly to degradation of air quality in Pitkin County. Developments may not constitute an indirect or direct air pollution source. This project will not contribute to degradation of air quality in Pitkin County. CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: Section 2 -2 --It is the policy of the County to ensure that no use or development of land is permitted which is in violation of the laws of the County, the State of Colorado, or the United States of America." We conducted this study according to Section 4-5 of Pitkin County Regulations on Individual Sewage Disposal Systems on July 20, 1994. We have based our recommendations on the subsurface conditions encountered. Please furnish this letter and an individual sewage disposal system permit application to the Aspen/Pitkin Environmental Health Department at your earliest opportunity so that they may complete the permit to construct this sewage system. Proposed Construction: The planned residence is a three bedroom, two and one half bathroom, house. The lot is approximately 1/4 acre in size. The property is to be served by the Redstone Water system. The water distribution lines are being imstalled to the lot line. Site Conditions: The site is a lot in the Crystal River Park Subdivision. Typical of the lots in this subdivision, the building site is located in an area covered with aspen trees. There is an abandoned irrigation ditch or drainage swale to the South of the house site which has apparently not been used in some time. The ground surface, which appears natural in the proposed area of the proposed absorption field, slopes gently to the East and South at a 15% grade. Subsurface Conditions: A soil profile pit, within an area considered suitable for an on-site wastewater disposal system was excavated to a depth of 10 feet on August 30, 1994. The excavation revealed that no groundwater or bedrock was present within ten feet of the surface of the ground. The soils on the property consisted of 8 inches of silty sand topsoil overlaying a red sandy loam with some gravel and flagstone fragments and cobbles, three or four inches in diameter encountered below seven feet. The subsoil was relatively more sandy toward the bottom of the profile pit excavation. P.O. Box 6961 Snowmass Village, CO. 81615 Office (303) 923.3289 Home (303) 923.2766 Rubin Residence Soils Evaluation and Percolation Test for Individual Sewage Disposal System Design 09/01/94 Page 2 Percolation Testing: The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The subsoil, in which the percolation testing was done, consisted of a sand loam. These reddish soils were well consolidated, and showed little tendency to swell. The three test holes, spaced about four feet apart, were prepared by hand -digging a hole between 25 and 28 inches deep. No gravel was placed in the bottom of test holes for this percolation test. The percolation holes were pre-soaked the evening before and the morning of the testing. Water was added to the test holes at: regular intervals of approximately one and one-half hours throughout the day. A total of fifteen gallons was added to each test hole the day the test was conducted. Presoaking, therefore, was accomplished for a sufficient period before beginning the percolation test. The results of the percolation testing are presented in Table I. These results indicate the sand loam soils have an average percolation rate of 8 minutes per inch. The soil conditions encountered are considered acceptable for a conventional infiltration design for the on-site sewage system. Limitations: This report has been prepared according to generally accepted practices in this area for use for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation if further excavation reveals conditions different from those described. This office should be advised of any unusual situations as soon as possible so that we may reevaluate our recommendations.
