Dear Mister Nelson,
Please understand that this letter is not meant, in any way, to
question the integrity or fairness of you or your department. As
a former Mayor of Laguna Beach and a Councilmember for over eight
years, I fully appreciate the hard work, dedication, and sometimes
public non -appreciation that comes with your job.
I do, however, feel compelled to express my concerns regarding a
parcel of land contiguous to a home my family owns at 0144 Crystal
Park Drive in Redstone. This parcel is located in the Crystal
River Park Subdivision and has been the subject of a recent
percolation test.
Genie Donovan from the Real Estate Corner in Carbondale has spoken
to you about this parcel and some of my concerns.
Specifically, a percolation test was done recently that failed.
Apparently, however, there is to be a second test done on the
parcel. This concerns me for two reasons.
I have been. told that Holly Hollenbeck, a building inspector from
Pitkin County, is the prospective buyer. I have also been informed
that subsequent to the percolation test failure, Mister Hollenbeck
has dug at least six post holes on the property recently. I am not
quite sure of the reason for this activity, but I hope it is not
meant to unduly influence the future percolation test.
In addition, I have been told that the soil in the Crystal River
Park subdivision mesa has an unusual character with regard to water
absorption, and, because of that composition, it is critical that
the proposed percolation test hole be completely filled 24 hours
prior to the test. I would, therefore, request that I be informed
as to when the initial filling of the percolation test hole is to

be done so that a myself or a friend can be there to observe.
My reasons for such concern is that I have been informed by many
people that the health and safety of my family can be adversely
affected by improper septic systems.
As you can .imagine, I am somewhat reluctant to write this letter,
but I feel that I must let you know of my concerns.

Dear Bob:
In reply to your request regarding septic system requirements
for the referenced property, we have conducted a soils evaluation
of the property. Based on this soil survey information, it appears
to be difficult to construct an on-site wastewater disposal system
on the property due to the site constraints that limit usual or
conventional sewage system installation. The property soil is
characterized as a silty loam to sandy loam exhibiting a slow
permeability and a relatively high shrink -swell potential. A
prevalent shallow bedrock formation further eliminates areas of
the property for use in absorption field construction.
There are, however, some engineered systems which possibly can
be used in such a case, that is where percolation rates are very
slow and the pollution potential from a conventional septic system
is great due to the shallow bedrock formation. These types of
systems are generally permitted only when they are designed by a
Registered Professional Engineer. Usually a large surface area is
specified and required. Further, the use of water conservation
devices, dosing siphons, and grey water disposal systems are
engineering techniques which reduce absorption field sizes by as
much as 50% when specified in a site-specific wastewater disposal
system design.
At this point, we can only refer you to a registered engineer
in order to explore the alternative designs which can meet Pitkin
County regulations and mitigate the site conditions listed above.
