This permit is to legalize a system that was installed without a septic permit. The engineer verified: 1) the size, the
condition of the drywell and the septic tank as installed; 2) separation to all physical features for required setback
distances; 3) the soil conditions and performed profile hole and percolation tests.
An effluent filter was added to the outlet of the septic tank. The existing two compartment tank is approximately
1,287 gallons. The drywell is about 13 ft x 15 ft x 15 deep = 949 sq ft.
The engineer determined that the septic tank and the drywell were in strict compliance with current Pitkin County
ISDS Regulations. See Engineer drawing and details stamped 08/07/03.

Plans and specifications of the pr osed individual sewage disposal system have been reviewed and are considered
satisfactory. Permission is hereby granted to the owner or the agent to perform the work indicated in accordance with the Pitkin
County ISDS Regulation in effect at the time of issue. This permit becomes invalid 6 months from the date that the permit was
issued unless system construction has commenced or an extension has been approved in writing by the Department.

The fee for a ISDS application is $600 for a permit that takes 6 hours or less for the department to approve. If approval takes longer than 6 hours, a rate
of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the time of application. The remainder, if any, will be due
in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit.

gulches, and existing septic systems. I hereby certify that any such features not shown on attached site map are not present. Issuance of the permit
does not imply the approval of any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless should the individual

The following is the soil information for the Garman-Zwanziger Residence, existing,
non -permitted septic system, located at 360 Chair Mountain Drive in Redstone,
Colorado.
The existing drywell system has an upper area of approximately 15' by 15', and a
depth to the bottom of the vertical standpipe of 15' below the invert elevation, which
is about 18.2' below existing ground at the cleanout. A soil pit approximately 22' in
total depth was excavated by Duane Piffer, just outside of the existing drywell site.
The excavation revealed neither ground water nor bedrock to the depth of the profile
hole. This hole was observed by you and I in May of 2003.
Soil Classification of the profile hole is as follows:
0" to 4" Dark Brown organic soil and grass.
4" to 22' Dark Red, sandy, silty, clayey soils with no significant rocks.
The entire depth of soil below the organic topsoil was highly homogeneous, and
appeared to be weathered conglomerate from the formations above the Crystal River
Park subdivision.
Gamba & Associates, Inc. performed percolation testing just outside of the existing
drywell area in order to evaluate the as -built system for adequate size. Percolation
tests were performed on two separate occasions, first on April 17', then again on
May 13`x, 2003.
In the initial tests, conducted in the afternoon of April 17', three sites for percolation
test holes were excavated using a track -hoe at depths of 4', 8.4' and 14'.
Approximately 10" diameter holes were then hand excavated to provide percolation
test holes having final depths below existing ground of 6.5', 9.6' and 15'
respectively. The test holes were thoroughly pre-soaked the night before the test by
Duane Piffer, and a light snow fell overnight. The ground was very wet and over-
saturated on the day of the test.
The results of the first day's percolation testing were highly uniform, two were
essentially identical, and the third was within 5 % of the others. All were too high to
permit a drywell, being well over the 60 min./in. allowed maximum rate.

STRUCTURAL INTEGRITY AND CONDITION. THERE WERE NO SIGNS OF LEAKAGE OR SIGNIFICANT DAMAGE TO THE
TANK, THE INLET PIPE WAS EQUIPPED WITH A "TEE" AND EXTENSION, AS WAS THE OUTLET. THE OUTLET "TEE" AND
EXTENSION WERE REMOVED AND REPLACED WITH AN ORENCO SYSTEMS MODEL FT0444-36 EFFLUENT FILTER. WITH $
-inch FILTER OPENINGS.
CALCULATION OF EXISTING DRYWELL AREA:
THE TOP OF THE EXISTING DRYWELL WAS EXPOSED TO THE FULL EXTENT OF THE GRAVEL PLACED IN 1996, AND
MEASURED. THE DEPTH OF THE EXISTING INSPECTION PIPE/VERTICAL DISTRIBUTION PIPE WAS MEASURED, AS WAS

PITKIN COUNTY Regulations, and Colorado Department of Health regulations.

Percolation Testing Results
April 18' revealed that the clay fraction of the soils had sloughed off the test hole
walls and coated the bottom of the test pits. Samples from the very bottom depth
(22') and all three other depths listed above were collected, and "jar tests" were
performed as a means of evaluating the approximate percentage of silts and clays
present. The results of the jar tests indicated that approximately 10% by volume of
the soil was CLAY, 12% was silt or extremely fine sand, and the remaining 78%
was fine sand. These results were very uniform for all jar tests performed.
These results, the uniformity of the previous percolation tests, the very wet
conditions at the time of the test, and the heavy clay layer found in the bottom of the
percolation test holes led us to perform an additional percolation test on May 13'. A
discussion was held on-site with you, at the time you witnessed the profile hole, and
because the soil was so uniform and homogeneous, and because of access and safety
concerns at the 22' depth, we decided to perform a single additional test to be used
as the design basis. This test was performed in a slightly different manner than the
three original tests, and we believe that it is more representative of the actual
drywell conditions, and the results were more consistent with surrounding
properties.
A site was prepared at the 10' depth from existing ground, and a hole approximately
10" in diameter was hand excavated an additional 2' below the platform. The sides
of the hole were thoroughly roughened, to reduce smearing of the sidewalls, and all
loose material was removed from the bottom of the hole. A one -foot thick layer of
gravel was placed in the bottom of the hole, which more closely resembles the actual
conditions in a typical drywell. The percolation test was performed over a period
of 1 hour and 20 minutes, during which time the water level fell 9.72 inches.
The results are presented on the attached "Percolation Test Results Form - May 13',
2003. The average rate was 9.78 min./in. For a more conservative design basis,
the highest value of the percolation rate (rounded up to the nearest even minute) was
used: 17 min/in.

Dear Nancy:
To follo::- up on our conversation yesterday about *.his .or -permitted system, we
have the following proposal to submit for your consideration.
In a nutshell, this is what we propose to do. We will verify the size, and to the
extent feasible, the condition of the drywell and the septic tank as installed and in
place. We will verify separation to all features identified in Table H of the Pitkin
County Individual Sewage Disposal System Regulation. We will have a profile hole
excavated, and will perform percolation tests. We will prepare a complete ISDS
permit package for the site, including recommendations for any improvements to
bring elements of the system into compliance. The mechanisms and methods we
propose to use are as follows.
We will coordinate with an excavator, probably Duane Piffer, to have the top of all
critical components exposed. This will include the septic tank access lids, and the
whole top surface of the drywell. The exposure will be sufficient to determine the
top area of the drywell, and to give an indication of how vertical the walls of the
original excavation were. We will install a "TEE" where the pipe from the septic
tank bends vertically down into the drywell. We will measure from the bottom of
the pit to the bottom of the horizontal inlet pipe. We will then calculate a
conservative area of the sidewall below the horizontal inlet pipe, and make a
conservative estimate of the bottom area of the drywell, based on the best available
evidence.
Once the extent of the drywell is established, we will notify you, and request a site
visit. We will find a spot fairly close by in the yard, the location to be determined
based on safety, for both the inspector(s) and for the existing system, and excavate a
series of holes. Some will be used to perform percolation tests at the various strata
encountered, and at least one will be excavated to 4 -feet below the level of the
bottom of the drywell, as determined by the previous measurement down the vertical
drop -pipe.

The exposed septic tank will be examined for soundness, including all elements that
can be inspected without fully excavating the tank. We will check to see if the
manufacturer has placed a size label or stamp on the tank itself. In the absence of
any manufacturers size label, the tank will be pumped out by a pump -truck equipped
with a flow meter and the volume will be noted. We will obtain a copy of the
pumping charges that show the amount removed from the septic tank. The tank will
be inspected from above to the best of our ability, to confirm the location and
heights of inlets, outlets, the baffle, and the crossover from the first part to the
second. It is possible that not all of this can be determined from above. If this is the

We will pre -wet the soil and perform percolation tests at all strata encountered. If
any strata are found to be impermeable, they will not be used to calculate the
weighted average percolation rate. The weighted average percolation rate, design
load, and all applicable multipliers will be used to calculate the design.
case, we will try and determine who supplied the tank, and what model/design was
supplied. It may be possible to determine the height of the crossover by slowly
filling the first tank with water, and noting the height from the floor when water first
starts flowing into the second tank. We may be able to make a double verification of
the volume of the septic tank by checking the water meter before and after re -filling
the septic tank. We will document everything we find with notes and photographs.
If you or an assistant wish to be present during the inspection of the tank, we will
notify you a couple of days in advance.
We do not intend to enter the tank, as this falls under the category of a permit -
required confined space, certainly requiring breathing apparatus as well as all other
elements of a confined space entry. Y
Once the percolation rate is known, we will prepare a complete system diesign,
including site plan and details, and permit application package, all in compliance
with the latest approved Pitkin County Individual Sewage Disposal System
Regulations, which to the best of our knowledge is the April 15', 2001 edition. One
of the conditions on the checklist is the copy of the county 1041 approval. We
presume that since this is an existing residence, in an existing approved
subdivision, the issue of the 1041 approval is resolved; if this is not rhe ease, please
let me know. In the event that the as -built area of the drywell is not sufficiently
large to accommodate the conditions of loading, the design will include a proposal to
increase the size of the existing drywell, if that is most feasible, or to provide an
additional drywell site at the appropriate distance, should that prove more desirable.
The design will include the addition of an effluent filter, either located in the septic
tank, or in a separate tank if the existing tank is not suitable. The top surface of the
finished drywell(s) including any additions will be covered with a filter fabric, and a
pipe inserted into the TEE to extend to the surface, with a cap for future inspection
and maintenance.

IS INCLUDED.
The soils test must be done by a Registered Professional Engineer. The ISDS design must be done by a
Colorado Registered Professional Engineer (RPE) or an individual performing engineering services for
themselves. Note: and individual may provide ISDS engineering servcies for themselves provided the
dewelling the ISDS serves is his/her primary residence. You should plan to meet with the RPE at your site to
discuss where the soils tests should be done to meet all of the County regulations and where you want to
put your house. The RPE will be your contact for issues you want to discuss about your system's size and
location. Each box should be checked to indicate the following have been submitted before the application
can be accepted.
X Environmental Health has been called to look at profile hole. May, 2003

For community systems, proof there is adequate water for all houses served by the system.
Proof of adequate water quality with bacteriology test: Aspen Consolidated Sanitation District and

Dear Nancy:
The following is the soil information for the Garman-Zwanziger Residence, existing,
non -permitted septic system, located at 360 Chair Mountain Drive in Redstone,
Colorado.
The existing drywell system has an upper area of approximately 15' by 15', and a
depth to the bottom of the vertical standpipe of 15' below the invert elevation, which
is about 18.2' below existing ground at the cleanout. A soil pit approximately 22' in
total depth was excavated by Duane Piffer, just outside of the existing drywell site.
The excavation revealed neither ground water nor bedrock to the depth of the profile
hole. This hole was observed by you and I in May of 2003.
Soil Classification of the profile hole is as follows:
0" to 4" Dark Brown organic soil and grass.
4" to 22' Dark Red, sandy, silty, clayey soils with no significant rocks.
The entire depth of soil below the organic topsoil was highly homogeneous, and
appeared to be weathered conglomerate from the formations above the Crystal River
Park subdivision.
Gamba & Associates, Inc. performed percolation testing just outside of the existing
drywell area in order to evaluate the as -built system for adequate size. Percolation
tests were performed on two separate occasions, first on April 17th, then again on May
13th, 2003.
In the initial tests, conducted in the afternoon of April 17th, three sites for percolation
test holes were excavated using a track -hoe at depths of 4', 8.4' and 14'.
Approximately 10" diameter holes were then hand excavated to provide percolation
test holes having final depths below existing ground of 6.5', 9.6' and 15' respectively.
The test holes were thoroughly pre-soaked the night before the test by Duane Piffer,
and a light snow fell overnight. The ground was very wet and over -saturated on the
day of the test.
The results of the first day's percolation testing were highly uniform, two were
essentially identical, and the third was within 5% of the others. All were too high to
permit a drywell, being well over the 60 min./in. allowed maximum rate. Examination
of the bottoms of all three percolation test holes on the morning of April 18th revealed
that the clay fraction of the soils had sloughed off the test hole walls and coated the
bottom of the test pits. Samples from the very bottom depth (22') and all three other
