The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rage of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before
final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, floodplains, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present., Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued on information submitted by

As requested, we observed the installation of the onsite wastewater system (OWS) at the subject
site on July 8, 1999. The OWS was designed under our Job No. 10363 dated December 23, 1998.
The installation included one 1000 -gallon two-compartment tank with an effluent filter on the
outlet and a 36 feet x 6 feet x 10 feet drywell with 3 vertical perforated PVC pipes. The area of
drywell is greater than the required area of 1032 square feet (SF).
The observed components of the OWS were installed in conformance with the plans and
specifications. An as -built drawing is attached as Figure 1.

Dear Mr. Downey,
As requested, we prepared an Onsite Wastewater System (OWS) design for the proposed residence. Nelson
Environmental and Wastewater Solutions (NEWS) investigated subsurface conditions. Results of the
NEWS investigation are presented in Appendix A.
SITE CONDITIONS -The site is a 1.8 -acre lot in a rural mountainous residential area, where an OWS is
required. The proposed drain field area has an approximate 10% slope to the southwest. There is a
moderate cover of grasses and aspens at the proposed drain field area. A stream is located east of the
proposed drain field. The home will be served water by a community water district.
PROPOSED CONSTRUCTION - The proposed residence will have three bedrooms and less than 2000
square feet (SF) of living area. Aspen/Pitkin Environmental Health Department (APEHD) confirmed the
number of bedrooms of the residence. The location of the proposed residence is presented on Figure 1. The
sewage load for a three-bedroom residence with less than 2000 SF of living area is 450 gallons per day
(GPD) using the APEHD sewage loading calculation. Sewage loading with a 1.75 peaking factor is 788
GPD. This loading includes a garbage grinder, dish washer, and washing machine.
SUBSURFACE CONDITIONS - Subsurface conditions were investigated by NEWS. We were not given
profile hole information by NEWS. We discussed subsurface conditions with NEWS. NEWS stated
subsurface conditions consisted of a thin topsoil layer; underlain by soil to the maximum depth explored of
10.25 feet. Other sources state the test pit was actually 16 feet deep. As requested, this design is based on
a profile pit 16 feet deep. A profile pit 16 feet deep should be excavated prior to construction of the drain
field to confirm subsurface conditions and our proposed OWS. We understand APEHD has approved this
condition for the issuance of a permit. No ground water or bedrock was reported in the profile hole.
Percolation test results indicate percolation rates ranged from 32 minutes per inch (MPI) to 57 MPI. The
average percolation. rate is 43 MPI.
RECOMMENDATIONS - We prepared a septic tank and a drywell OWS design for the site. A
"standard" shallow gravel drain field could not be installed at the site due to site constraints such as the
water line and lot size. The OWS design is based on a peak sewage load of 788 GPD and a percolation rate
of 43 MPI. We recommend the installation of one 1000 -gallon two-compartment pre -cast concrete septic

tank with an effluent filter on the outlet. We recommend a 6 feet wide by 36 feet long by 10 feet deep dry
well be installed. The OWS should be constructed similar to Figures 1 through 3.
The proposed OVA'S was designed for a three-bedroom residence less than 2000 SF of living area. If
additional bedrooms are anticipated, we believe the installation of a larger OWS at the time of initial con-
struction to accommodate any "build -out" of the residence is cost effective. The septic tank would have to
be increased by 328 gallons of capacity for each additional bedroom. Each additional bedroom will require
a minimum of 344 SF of dry well.
OPERATION AND MAINTENANCE - The owner must realize an OWS is different from a public
sewer system. The owner must be aware of and assume responsibility for maintenance of the system. We
recommend the septic tank be pumped and the effluent filter be cleaned (hosed off) at every two years.
There are daily considerations such as not putting plastic or other non -biodegradable materials down the
septic system. Water use must be monitored so toilets are not allowed to run when seals malfunction. To
illustrate the point, it should be noted a running toilet would consume in excess of 1000 GPD if allowed to
run. An excess 1000 -gallon loading will flood and irreparably harm the system.
LIMITATIONS - Our layout, design and recommendations are based on data submitted. If subsurface
conditions different from those described in this report are encountered, we should be called to observe the
subsurface conditions. If proposed construction changes, we should be notified to evaluate the effect of the
changes on the proposed system.
All construction must be in accordance with county ISDS regulations. Pipe type and size, burial
requirements, septic tank construction, and other specifications, which are not depicted in our report, are to
conform to the requirements of the ISDS regulations. The installer of the must have knowledge of the
ISDS regulations and requirements.
The OWS design includes one installation observation. Additional observations are not included in the cost
of this design. If there are any questions or if we can be of further service, please call.

This Metter confirms the outcome of the meeting we had on December 18, 1999
Our discussion focused on the percolation pit depth excavated this past September on Lot
14 in the Crystal River Park Subdivision in Redstone.
The actual perc measurements taken by Bob Nelson are not in question, but there
is confusion around verification of the soil consistency and the absence of ground water
and bedrock below the lowest perc depth of 124 inches (10 1/3 feet). In a follow-up
telephone conversation with Duane Piffer after our meeting, he said that he did indeed
excavate the perc pit to a depth of 16 feet and that the soil was consistent to that depth
with no ground water or bedrock present. However, Bob Nelson has since developed
serious health problems and is unlikely to be able to verify Duane's statement.
Unfortunately, Bob Nelson's soil evaluation and percolation test report dated November
5, 1998 failed to mention soil conditions below 124 inches.
Without soil verification below 124 inches, the surface area required for the drain
field is excessive and will result in the destruction of mature spruce, pine and aspen trees
and considerable disruption to the site, its native grasses and vegetation.
To prevent this, you recommended a strategy that would allow the septic
engineering be done on the assumption that the soil is consistent to a depth of 16 feet, and
that on-site verification be performed as the first step in the actual construction process. If
a problem with soil consistency is uncovered, changes to the septic design will have to be
made to accommodate the finding. Church and Associates is satisfied with this approach
and has designed the system based on this assumption.
