Our firm investigated subsurface conditions on April 25, 2001. All previous OWS designs for the site should be discarded to avoid confusion. SITE CONDITIONS The site is a 35.0 -acre parcel located in a rural residential area in Pitkin County, Colorado. The location of the proposed three-bedroom residence is presented on Figure 1. The slope at the proposed field area is 25% to the northwest. The ground has a moderate cover of aspen and evergreen trees, brush, grass, and weeds. The residence will be served by an onsite well located 104+ feet from the proposed drain field. PROPOSED CONSTRUCTION A three-bedroom single-family residence having between 2000 and 6000 square feet (SF) of living area is proposed as indicated on Figure 1. The sewage loading for a three-bedroom dwelling having more than 2000 SF is 600 gallons per day (GPD) based on two people per bedroom and 100 GPD per person The sewage loading with a 1.75 peaking factor is 1050 GPD. The design loading includes washing machines and garbage grinders. Discharge from a water softener, spa or pool should not be directed to the OWS. SUBSURFACE CONDITIONS A subsurface investigation was performed by digging a profile pit 8 feet deep and 4 percolation holes, 17 to 44.5 inches deep, at locations indicated on Figure 1. The new percolation holes are identified as holes P-7 through P-10. Subsurface materials in the profile pit consisted of 1.5 feet of sandy topsoil, underlain by silty, clayey, sand with gravel and boulders to the maximum depth explored of 8 feet. Ground water was not observed. Percolation tests indicate percolation rates of 16 to 80 minutes per inch (MPI). The average percolation rate is 38 MPI. Percolation data is presented in Table 1. RECOMMENDATIONS The installation of a septic tank, a flow splitter basin and three chamber -trenches is proposed as presented on Figure 1. Each trench must have I row of 14 chambers. A 4 - inch perforated PVC pipe must be placed beneath chambers on ground surface following manufacturer specifications. A flow splitter basin will distribute effluent throughout the fields. The trenches must be installed 32 feet from road cut to maintain required setbacks. Vehicle movement over the drain field trenches during construction should be kept at a minimum to reduce compaction of the receiving soils. The bottom of the trenches should be scarified with a pick, shovel, or backhoe bucket teeth prior to placement of the chambers. The surface of the field should be seeded after installation. A native seed mix available at seed stores should be sown. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the fields. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must assume responsibility for maintenance of the system. In the absence of a monitoring program, the septic tank should be pumped every two years. The effluent filter is be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbiodegradable materials into the septic system. Garbage disposal use should be minimized. The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. LE%HTATIONS An OWS design should be installed by a contractor who is experienced in its installation. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions different from those described in this report are encountered, we should be notified to evaluate the effect on the OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of the OWS. The county and our firm must be contacted upon completion of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. This application presents some difficulty for this office, because we would like to encourage a low -impact use such as proposed in this application. However, the home will be in the town of Redstone, where at some times in the building's life, it will undoubtedly be used as a full-time residence. Our comments will try to address both types of use. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-17 and 3-1104: "It is the policy of the County to insure the availability of a water supply of adequate quality, quantity, pressure and dependability for fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to existing public systems if service is available." If the town of Redstone's water system supply lines are close enough, the county policy may require connection to this system. However, the applicant proposes to drill a well, which is likely to provide adequate water for this use. We would like to see the well drilled before the building permit is issued: although a minimum -water -use home would be desirable from the point of view of water conservation, we would be concerned if the lot and house were sold and a new owner had inadequate water. For this reason, we would recommend the well be drilled before the building permit is issued. We will need information on the quantity and the quality of the water once the well is drilled. The quantity can be determined from the well driller's report. The applicant must ensure that the water quality is acceptable by having it tested by a lab such as the Snowmass Water and Sanitation District or Aspen Consolidated Sanitation District. Before a septic permit can be issued, the well must be drilled to assure that setback Printed on Recycled Paper C O requirements from the well to the septic system can be maintained. The Pitkin County Land Use Code requires that the well site be within the building envelope. If the building envelope is only 100 ft wide and 270 ft long, this may be a problem, since the well must be 100 ft from the septic system and the septic system must be some distance from the house and property lines. A typical size for a system if the perc rate is good, would be 30 ft by 30 ft - which means if the leach field is 10 ft from the property line and 20 ft from the house and 100 ft from the well, the septic system, house, and well could not be lined up along the narrow dimension of the lot. The house would have to be at least 60 ft from the property line on the side with the septic system, and the well would have to be at least 40 ft from this "far" side of the house. These features can be fitted into such a site, but care will have to be taken in their placement. It is certainly recommended that low water landscaping (xeriscaping) or no landscaping be used. The Colorado State University Cooperative Extension office can be contacted for more information on xeriscaping. A condition of approval for this application is the receipt of information documenting that the location of the well(s) meet setback requirements and can be placed within the building envelope and that quantity/quality of the well water are adequate. Without meeting these requirements a septic permit and building permit should not be issued. SEWAGE TREATMENT AND COLLECTION: Sections 2-18 and 3-1105: "it is the policy of the County to ensure that adequate sewage treatment facilities are available to serve existing and new developments. Public and private sewage disposal systems and connections to such systems shall comply with the sewage disposal guidelines of Pitkin County's Individual Sewage Disposal System Regulation." Please see the above comments about possible difficulties in placing components of the septic system in the building envelope. For a seasonal use cabin such as the one proposed, the county septic regulations allow either a vault privy (not a pit privy as proposed) or a composting toilet, in combination with a gray water system that would be smaller than if all the house's wastes go into a septic system. This will make it easier to fit the system into the building envelope. We recommend the system be large enough to accommodate all of the appliances that are likely to be used in the future. The Aspen/Pitkin Environmental Health Department will design the system for the applicant as part of the permit fee (unless an engineered system is required). We will do a site visit, advise the applicant about the best location for the system and provide a system design. We will determine if an engineered system is needed based on soil test results (if any one of the following occurs: a percolation rate faster than 5 mpi or slower than 60 mpi; maximum seasonal level of the groundwater table or bedrock less than four feet below the bottom of the proposed absorption system; or a slope in excess of Printed on Recycled Paper Q 30%). Prior to initiating any tests or studies at the site, the applicant should contact this office in order to avoid unnecessary tests. The area for the leach field should be located in an area of no traffic, planted with dry land grass, and should not be watered. It is desirable to locate the system below the house so that the system can operate by gravity. The applicant should call our office to discuss this site. A condition of approval for this application is the receipt and approval of the septic permit by the Environmental Health Department before a building permit can be issued. WATER QUALITY IMPACTS: Sections 2-14 and 3-705 and 3-710: "It is the policy of the County to preserve and protect its present water resources. To this end it is the policy of the County that no land use be initiated which would adversely affect the quantity, quality, or accessibility of the County's water resources; or which would occur at the expense of established water -dependent agricultural activities; or which would result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or redistribute major water resources. It is also the policy of the County to maintain a natural vegetative buffer along its surface waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which could cause deterioration of water quality or impair the natural treatment processes provided by meadows and wetlands." The Environmental Health Department will be addressing water quality impacts on down stream water quality. This application is not expected to impact down stream water quality if the minimum horizontal distances between components of the system and physical features are in accordance with the Pitkin County Sewage Regulations. There is no condition of approval for this section. AIR QUALITY: Sections 2-13 and 3-602: "Only that development is permitted which will not contribute significantly to degradation of air quality in Pitkin County. Developments may not constitute an indirect or direct air pollution source under Federal, State or County regulations." This project is not expected to contribute significantly to degradation of air quality in Pitkin County. We commend the applicant for the low -energy -use nature of the proposed home. However, we strongly urge the applicant to use solar energy from the start for lighting especially, and for appliances where possible. It makes no sense from a point of view of air pollution to use propane for lights instead of solar lights, especially at this high altitude location where sunlight is so intense. The applicant must file a fireplace/woodstove permit with the Environmental Health Department before the building permit will be issued. The less densely populated parts of the county like the Redstone area may have two devices per building: a maximum of Printed on Recycled Paper .% Q one wood burning fireplace and a second device which can be either a gas log fireplace or a certified woodstove. In addition, unlimited numbers of decorative gas appliances are allowed. Coal may not be burned in any device. No wood burning device may be installed in barns or agricultural buildings. A condition of approval for this application is the receipt and approval of the fireplace/woodstove permit by the Environmental Health Department before the building permit can be issued. The applicant can minimize air pollution by use of solar lighting and other appliances where feasible. Dear Mr. Manuppella: As requested, Hepworth-Pawlak Geotechnical, Inc. performed a subsoil study and percolation test for foundation and septic disposal designs at the subject site. The study was conducted in accordance with our agreement for geotechnical engineering services to you dated April 21, 2000. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Evaluation of potential geologic hazard impacts on the site are beyond the scope of this study. Proposed Construction: The proposed residence will be a single story log structure over a basement level located on the site as shown on Fig. 1. Ground floors are proposed to be slab -on -grade. Cut depths are expected to range between about 6 to 8 feet. Foundation loadings for this type of construction are assumed to be relatively light and typical of the proposed type of construction. The septic disposal system is proposed to be located about 40 feet to the north-northeast of the proposed residence. If building conditions or foundation loadings are significantly different from those described above, we should be notified to re-evaluate the recommendations presented in this report. Site Conditions: The site was vacant at the time of our field work. The ground surface in the building area slopes strongly down to the northwest at grades of about 12%. There is about 6 feet of elevation difference across the proposed building area. Slopes in the building envelope range from 12% to 20%. Vegetation consists of aspen and evergreen trees, brush, grass and weeds. Manuppella Construction June 29, 2000 Page 2 Subsurface Conditions: The subsurface conditions at the site were evaluated by excavating two exploratory pits in the building area and one profile pit in the septic disposal area at the approximate locations shown on Fig. 1. The logs of the pits are presented on Fig. 2. The subsoils encountered, below about 1 to 1'/2 feet of topsoil, consist of medium stiff to stiff clay and sand with scattered gravel, cobbles and boulders to the maximum pit depth of 8 feet. Results of swell -consolidation testing performed on relatively undisturbed samples of the clay, presented on Fig. 3, indicate low compressibility under existing moisture conditions and light loading and a low collapse potential (settlement under constant load) when wetted. The samples showed moderate compressibility upon increased loading after wetting. No free water was observed in the pits at the time of excavation and the soils were slightly moist to moist. Foundation Recommendations: Considering the subsoil conditions encountered in the exploratory pits and the nature of the proposed construction, we recommend spread footings placed on the undisturbed natural soil designed for an allowable soil bearing pressure of 1,500 psf for support of the proposed residence. The soils tend to compress after wetting and there could be some post -construction foundation settlement. The subgrade should be evaluated for settlement potential at the time of excavation. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and disturbed soils encountered at the foundation bearing level within the excavation should be removed and the footing bearing level extended down to the undisturbed natural soils. Exterior footings should be provided with adequate cover above their bearing elevations for frost protection. Placement of footings at least 42 inches below the exterior grade is typically used in this area. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 55 pcf for the on-site soil, excluding oversized rock, as backfill. Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab -on -grade construction. The soils tend to compress when wetted. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical H -P GEOTECH Manuppella Construction June 29, 2000 Page 3 movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free -draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95 % of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site soils devoid of vegetation, topsoil and oversized rock. Underdrain System: Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below -grade construction, such as retaining walls and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1 % to a suitable gravity outlet. Free -draining granular material used in the underdrain system should contain less than 2 % passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 11/z feet deep. An impervious membrane such as 20 mil PVC should be placed beneath the drain gravel in a trough shape and attached to the foundation wall with mastic to prevent wetting of the bearing soils. Surface Drainage: The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95 % of the maximum standard Proctor density in H -P GEOTECH Manuppella Construction June 29, 2000 Page 4 pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. Free -draining wall backfill should be capped with about 2 feet of the on-site, finer graded soils to reduce surface water infiltration. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in pavement and walkway areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaping which requires regular heavy irrigation should be located at least 10 feet from the building. Percolation Testing: Percolation tests were conducted on June 14, 2000 to evaluate the feasibility of an infiltration septic disposal system at the site. One profile pit and three percolation holes were dug at the locations shown on Fig. 1. The test holes (nominal 12 inch diameter by 12 inch deep) were hand dug at the bottom of shallow backhoe pits and were soaked with water one day prior to testing. The soils exposed in the percolation holes are similar to those exposed in the Profile Pit shown on Fig. 2 and consist of about 1'/2 feet of topsoil overlying medium stiff to stiff clay and sand with scattered gravel, cobbles and boulders to the pit depth of 8 feet. The percolation test results are presented in Table II. The percolation tests showed essentially no percolation rate. Based on the subsurface conditions encountered and the percolation test results, a civil engineer should be engaged to design the septic disposal system. Limitations: This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory pits excavated at the locations indicated on Fig. 1, the proposed type of construction and our experience in the area. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory pits and variations in the subsurface conditions may not become evident until excavation is performed. General Submission Parcel ID.# 2729-293-00-018 The Aspen/Pitkin Environmental Health Department has'reviewed the details of the Christmas 1041 application under the. authority., of the Pitkin County Land Use Code and has the following comments. This application presents some difficulty for this " office, because we would like to encourage a low -impact use such as proposed in this .application. However; the home will be in the town -of Redstone, whereat some times in the building's life, it will undoubtedly be used as a full-time residence. Otir comments will try to address both types of use, . ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-17 and 3=1104: "It is the policy of the County to insure the availability of a water supply of adequate quality; quantity, pressure and dependability. for fire protection and support of a. proposed land use prior to approval of the use. The County shall require land uses to. hook up. to existing public systems if service is available:" If the town of Redstone's water system supply lines are close enough, the county'policy may require connection to this system. However, the applicant proposes to drilla well, which is likely to provide adequate water for this use. We would like to see the well drilled before the building permit is issued: although,a minimum -water -use home would be desirable from the point of view of water conservation, we would be concerned ifthe lot and house were sold and a new owner had inadequate water. For this reason, we would recommend the well be drilled before the building permit is issued. We.will need information on thequantity and the quality of the water once the well is drilled, The quantity can be determined from the well driller's report. The applicant must ensurethat the water quality is acceptable by. having it tested by a, lab such as the Snowmass Water and Sanitation District or Aspen Consolidated Sanitation District. The Pitkin County Land Use Code requires that the weli.site be within the building envelope. if the building envelope is only 100 ft wide and.270 ft long, this may be a problem, .since the. well "must be 100 ft from the septic system and 'the septic "system must be some distance from the house and property lines. A typical size for. a system if the perc rate,is good, would be 30 ft by 30 ft - which means if the leach field is 10 ft from the property line" and 20 ft from the house and 100 ft from the well, the septic system, house, and well could . not be lined up along the narrow dimension of the lot. The house would have to be at least 60 ft from the property line on the side with the septic system, and the well would have to be at least 40 ft from this "far' side of house. These features can be fitted into such a site, but care will have to be taken in their placement. It is certainly recommended that low water. landscaping (xeriscaping) or no landscaping be used.. The Colorado State University Cooperative Extension office can be contacted "for more information on xeriscaping. A condition of approval for this application_ is the receipt. of information documenting that the location of the well(s) meet setback requirements and can be placed within :the -building envelope" and that quantity/quality of the. well water are adequate. Without meeting these requirements a septic permit and building permit should not be issued. " SEWAGE TREATMENT AND COLLECTION: Sections 2-18 and.3-1105: °itis the policy of the County to ensure that adequate•sewage treatment facilities are available to serve existing and new developments. Public and private sewage disposal systems and connections to sui:h systems shall comply with the sewage disposal guidelines of Pitkin County's Individual Sewage Disposal System Regulation:" Please see, the above comments about possible difficulties in placing components of the septic system in the building envelope. For a seasonal use cabin such as the one proposed, the -county septic regulations allow either a vault privy (not.a pit privy as proposed) or a composting toilet, in combination with a gray water system that would be smaller than if all the house's wastes go into a septic. system. This will make it easier 'to fit the system into the.building envelope. 'We recommend the system be large enough to accommodate all of the appliances that are likely to be used in the future. The Aspen/Pitkin Environmental Health Department will design the, system for the applicant as part of the permit fee (unless an engineered- system is required). We will do a site visit, advise the applicant about the best location for the system and provide a System design: We will determine if an:engineered system is needed based.on soil,test iresults (if any one "of the. following occurs: a percolationrate faster than 5 mpi or slower `than 60.mpi; maximum seasonal level of the groundwater table or bedrock less than four feet below the bottom of the proposed absorption system; or a slope in excess of Printed on Recycled Paper 30%). Prior to initiating any tests or studies at the -site, the applicant should contact this office in order to avoid unnecessary tests. The area for the leach field should be located in an area of rio traffic, planted with dry . land grass, and should not be watered. A condition of approval for this application is the receipt and approval of the septic permit by the Environmental Health Department before a building Permit can be issued. WATER QUALITY IMPACTS: Sections 2=14 and 3-705 and 3-710: "It is .the policy of the County to preserve and protect its present water resources: To this end it is the policy of the County .that rio land use be initiated which would adversely affect. the quantity, quality, or accessibility of the County's water resources; or which would occur at the expense of established water -dependent agricultural activities; or which would -result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or . redistribute major water, resources: It is also the policy of the County to maintain a natural vegetative buffer along its surface waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which could cause deterioration of water quality or impair the natural treatment processes provided by meadows and wetlands." The Environmental Health Departmentwill be addressing water quality impacts on down stream water quality. This application is not expected to impact down stream water quality if the minimum horizontal distances between components of the system and physical features are in accordance with the Pitkin County Sewage Regulations. There is no condition of 'approval for this section. AIR QUALITY: Sections 2-13 and* 3-602: "Only that development is permitted which will not contribute significantly to degradation of air quality in Pitkin County. Developments may not constitute an indirect or direct air pollution source under Federal, State or County regulations. This project is not expected :to contribute significantly to degradation of air quality in Pitkin County. We:commend the applicant for the low -energy -use nature of the proposed home. However, we strongly urge the applicant, to use solar energy from the start for lighting especially, and, for appliances where possible. It makes no sense from a ' point of view of air pollution to -use propane for lights instead of solar lights, especially at this high altitude location where sunlight is so intense. The applicant must file a fireplace/woodstove permit with the Environmental Health Department before the building permit will be issued. The less densely populated, parts of the county like the Redstone area may have two devices per budding: a maximum of . - PrinEed on Re} yded Paper - - one wood burning fireplace and a second device which can be either a gas log fireplace or a certified woodstove. In addition, unlimited numbers of decorative gas appliances are allowed. Coal may not be burned in Any device. No wood burning device may be" installed in barns or agricultural buildings. A condition of approval for this application is the- receipt and approval of the fireplace/woodstove permit by the Environmental Health Department before the building permit can be issued. We had previously submitted a proposed revised 1041 site map. The Hanula's are requesting an accessory building envelope, which will only be used for a septic system. However, the previously submitted site map included an area for the septic system, which had areas on it that had a slope of 30% or more. As a result, we have therefore, resubmitted another proposed site map with a revision date of 2/15/01, which relocates the newly proposed septic area of the building envelope in an area that has a slope less than 30%. Currently, the only area that is above a 30% grade on the newly revised proposed site map is a 6' wide area, which connects the existing building envelope to the newly proposed septic envelope. This 6' area is to be used for a 4" underground supply line to the septic system only. The current recorded building envelope is not adequately sized to allow enough room for the home, well, and septic system. The current space on the site for the septic system is extremely small, and its perk tests were extremely poor. As a result, the engineered septic system that would be required to adequately handle this home would take up the entire building envelope. We are therefore proposing to add to the existing building envelope for the use of a septic system leach field only. The new proposed septic area has perked extremely well, and we will be able to use a conventional septic system. We are proposing to dig trenches between the existing aspens on the site. As a result damage to the site will be at a minimum. By changing and amending the development pennit we will not be changing the proposed development. This property is still proposed as a single-family residence. The amendment is consistent with action taken during the review of the original development and does not constitute a new land activity. The proposed septic leach field will not change the character of the approved land use. It will also not change the visual appearance of the site. There will be no off site impacts to surrounding neighbors, and it will not endanger the public health, safety or welfare. It will not violate any land use codes, and will not increase or effect on-site parking, utilities, or affordable housing generation. It will also have no impact on the floor area of the home, and it will not decrease the open space on the site at all.
