The fee for a ISDS application is $330 for a permit that takes. 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before
final approval of the ISDS permit.

I have issued this permit with the condition that the study is NOT considered a bedroom - there must be
an opening larger than a door that leads to the foyer (it is optional on your plan). This system has been

Dear Michael & Blakely:
The following is the soil information for your proposed Residence located on Lot D-2, Redstone
Ranch Acres, No. 2, Pitkin County, Colorado.
A soil profile 8 ft. total depth, was excavated within the proposed absorption area. The
excavation revealed no ground water to the depth of the profile hole.
Soil Classification of the profile hole is as follows:
0" to 18" Dark organic soils and root zone w/ cobbles up to 24".
18" to 8' Tan colored sandy clay soils w/ cobbles.
Jerome Gamba & Associates, Inc. performed percolation testing in the area of the proposed
septic system. Three percolation test holes were excavated using a backhoe and hand shovel for
the final 12" test pit. The Test holes were presoaked the night before the testing was performed.
The results of the percolation testing are presented on the percolation results sheet. These results
indicate a design percolation rate of 33 min/in.

This report has been prepared according to generally accepted engineering practices for the
design of Individual Septic Disposal Systems within Pitkin County. The conclusions and
recommendations submitted in this report are based upon data obtained from our field
investigations of the proposed site. There is some possibility that the nature and extent of the
Subsurface soil across the site may not have been discovered during our investigations and may
require additional field work. If further excavation reveals conditions different form those
described, our office should be notified of these findings as soon as possible.

1) This well shall be used in such a way as to cause no material injury to existing water rights. The issuance of
the permit does not assure the applicant that no injury will occur to another vested water right or preclude
another owner of a vested water right from seeking relief in a civil court action.
2) The construction of this well shall be in compliance with the Water Well Construction Rules 2 CCR 402-2,
unless approval of a variance has been granted by the State Board of Examiners of Water Well Construction
and Pump Installation Contractors in accordance with Rule 18.
3) Approved pursuant to CRS 37-92-602(3)(b)(II)(A) as the only well on a residential site of ±0.56 acres described
as lot D2, Redstone Ranch Acres Subdivision, Pitkin County.
4) The use of ground water from this well is limited to ordinary household purposes inside a single family dwelling.
The ground water shall not be used for irrigation or other purposes.
5) The maximum pumping rate shall not exceed 15 GPM.
6) The return flow from the use of the well must be through an individual waste water disposal system of the
non -evaporative type where the water is returned to the same stream system in which the well is located.

GRANTING APPROVAL OF THE MECHAU 1041 HAZARD RENEW & CONCEPTUAL
SUBMISSION
Determination No. 99 -
RECITALS
Michael and Blakely Mechau ("applicant") have applied to the Pitkin County Hearing Officer for
1041 Hazard Review and Conceptual Submission to establish a building envelope for the
construction of a single family residence.
The property is located is located on Bighorn Lane in the Redstone Ranch Subdivision
approximately three miles south of the town of Redstone in the Crystal Ri-ver Valley, and is more
specifically described in Exhibit A.
The property is zoned AFR-10 and contains approximately 22.362 sq. ft. (0.52 acres).
4. The Hearing Officer heard this application at a duly noticed public hearing on June 15. 1999 at
which time evidence and testimony were presented with respect to this application.
The Hearing Officer finds that this application proposes development in the best possible location
with the least impacts, given the hazards identified on the property.
NOW THEREFORE, BE IT RESOLVED by the Pitkin County Hearing Officer that it hereby
Grants approval to the Mechau 10.11 Hazard Review and Conceptual Submission, subject to the follow ing
conditions which shall run with the land and be binding on all successors in interest:
All material representations made by the Applicant in the application and public meeting shall be
adhered to and considered conditions of approval, unless otherwise amended by other conditions.
Prior to submittal of any building permit applications, the Applicant shall record a 24 x 36 inch
mvlar 1041 Hazard Review Site Plan. The site plan shall also be submitted in a digital format for
integration into the County Geographic Information System (GIS). Tile face of the site plan shall
include the following:
A. The "Board of County Commissioners Approval" signature block shall read 'Hearing Officer
Approval."
B. The Kline Creek water line shall be identified on the site plan.
C. The "proposed access" along the north side of the property shall be removed.

D. The following disclaimer shall be placed on the Site Plan:
"1041 environmental hazard areas exist that might affect the property, any improvements. and the
use and occupancy thereof. "
Wildfire mitigation shall be as follows:
Defensible Space:
A. The area around the structure shall incorporate landscaping with wildfire defensible space
considerations as follows:
NOTE: Actual vegetation manipulation to meet these conditions may not be necessary where the
natural vegetation patterns have already fulfilled these conditions.
Brush, debris, and non -ornamental vegetation shall be removed within a minimum 10 foot
perimeter around all structures. Vegetation in this area shall be at 6" or less (i.e. mowed
grass, low -growing perennials). No veizetation taller than 6" shall be planted in this area.
2. Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels a
minimum of a 30 foot perimeter around a structure built on flat ground.
Spacing and thinning of existing vegetation within 30 feet in every direction around all
structures shall be a minimum of two times the height of the fuel. Maximum diameter of the
clumps shall be two times the height of the fuel. All measurements shall be from the edges of
the :rowns of the fuel.
All branches from trees and brush within the 30 foot perimeter shall be pruned to a height of
10 feet above the ground and removal of ladder fuels from around trees and brush.
Tree crown separation within the 30 foot perimeter shall have a minimum of 10 feet between
the edges of the crowns. This does not apply to mature stands of Aspen trees m, here the
above recommendation for removal of ladder fuels have been compiled with. In areas of
aspen regeneration, the spacing guidelines shall be followed.
6. All branches which extend over the roof eaves shall be trimmed and all branches within 15
feet of the chimneys shall be removed.
7. The density of fuel within a 100 foot perimeter of the structures shall be reduced where
natural reduction has not already occurred.
8. All deadfall within the 50 foot perimeter shall be removed.
The Applicant shall be responsible for the continued maintenance of the defensible space

Structural Design and Construction Requirements:
A. Roof shall have a Class A, non-combustible roof system. Wood shake/shingle roof
coverin�u, and flat roofs (up to a 4:12 pitch) are prohibited in all wildfire hazard areas.
B. All vents shall be screened with corrosive resistant wire mesh of one quarter inch
maximum.
Maintenance:
A. Roofs and cutters shall be kept clear of debris.
B. Yards shall be kept clear of all litter, slash, and flammable debris.
C. All flammable materials (including firewood/wood piles) shall be stored on a parallel
contour a minimum of IS feet awav from anv structure.

d. There shall be a limit of one dog on the property with a kennel restriction.
No development, including grading, landscaping, berming, vegetation removal or disturbance,
shall occur outside of the approved building envelope, except for utility and driveway extension
and maintenance, and as may be necessary to implement the %� ildfire mitigation measures
required elsewhere in this document.
All areas disturbed by construction shall be revegetated with native shrubs and grasses to limit
water consumption and additional runoff within one growing season of the project's completion.
7. A fireplace/woodstove application must be filed andapproved by the Community Development
Department, prior to the submittal for any building permits (if necessary).
8. The Applicant shall submit a Drainage and Erosion Control Plan to the County Engineer for
approval, prior to the submittal for any building permits.
9. Prior to the submittal for anv building permits,an access permit is required from the County
Engineer.
10. The Applicant shall comply with the codes and requirements of the Carbondale & Rural Fire
Protection District.

14. For any free market residential structure of 5,000 gross square feet or greater, the Applicants shall

RECITALS
Pursuant to Section 3-200-080 of the Land Use Code, Michael Mechau ("Applicant") has applied to
the Community Development Director of Pitkin County, Colorado ("Director") to amend a condition of
Hearing Officer Determination No. 99-13. %lechau 1041 Hazard Review and Conceptual Submission.
2. The Applicant is requesting approval to amend condition #1 1 in order to locate a portion of the septic
system outside of the approved building envelope, as shown in Exhibit B.
3. The Applicant's parcel is zoned AFR-10 and contains 0.52 acres.
4. The property is located on Bighorn Lane in the Redstone Ranch Acres Subdivision, approximately
three miles south of Redstone in the Crystal River Valley, and is more specifically described in Exhibit A.
The Director finds the request is consistent with the requirements of the Code and that the propcsed
location of the septic system does not create any additional impacts on 1041 hazard areas.
THE DIRECTOR DOES HEREBY AMEND Condition No. 11 of Hearin; Officer Determination
No. 99-13 as follows:
Prior to the issuance of any building permits, the Applcant shall obtain a septic permit from the
Environmental Health Department. A registered professional engineer shall design the sewage
disposal system. Sewage disposal systems shall be located within the approved building envelope,
unless the Community Development and Environmental Health Departments approve an alternative
location.
All other conditions of Hearing Officer Determination No. 99-13 shall remain in full force and effect.

THEREFORE, the required area for the Leach field is:

All Minimum Horizontal Setback Distances shall conform to Pitkin County, Individual Sewage Disposal
regulations.
