MAIN STREET Roy Arneson 0341 Bison Ln. Redstone, CO Dear Roy, ASPEN, COLORADO 81611 November 9, 1979 Enclosed is a copy of your septic permit, showing the required sizes of the septic tank and leach field. Bob informed me that he had told you that only 756 square feet were required for the leach field so I have changed that on your permit. Also I have noted the condition that no garbage disposal may be installed. Also enclosed is the brochure Bob said he would send you. We recommend that you use a pressure dosing system as shown in the brochure. However, we do not recommend this particular system over any other one of this type. We would like to review any pump that you plan on purchasing for this sewage disposal system prior to your installing it. We can then insure that it is of the proper type and size. Galena Aspen, CO 81611 ASPENOPITKIN ENVIRONMENTAL HEALTH DEPARTMENT CERTIFIED P21 0192411 March 17, 1981 Mr. Charles Skinner 0036 Bighorn Lane Carbondale, Colorado 81623 RE: Lots D-3 and D-4, Redstone Ranch Acres Subdivision Dear Mr. Skinner: Enclosed please find the individual sewage disposal permit transferred to you when you purchased the referenced property. Inspections last fall and on March 13, 1981, indicated several deficiencies in the construction and installation of this sewage system which must be corrected prior to final approval. As I mentioned in our telephone conver- sation of March 16, 1981, these include the following: 1. Several sewer line joints have separated and are not watertight. 2. There is no grouting around the sewer line entrance to the septic a tank. 3. There is a leak on the effluent line just prior to its entry into the pumping chamber. 4. No high level alarm is provided in the pumping chamber to warn of effluent pump failure. , 5. The force main from the pumping chamber to the absorption bed is not buried. It must be buried and well -bedded below the surface of the A0 ground at all points. 6. The distribution lines in the absorption bed do not slope uniformly to the effluent force main, allowing for drainage back to the jf pumping chamber. 7. The entry point of the force main to the bed is in fill material allowing for the lateral seepage and possible surfacing of sewage effluent. 8. A barrier of straw, hay, or untreated building paper has not yet been provided. between the washed gravel and the backfill material. 9. There is no adeqate cover provided for the pumping chamber. We remind you`that the use of any individual sewage disposal system which has not received final approval by this department constitutes a violation of the Pitkin County Individual Sewage Disposal Regulations. 130 South Galena Street Aspen, Colorado 81611 303/925-2020 I Mr. Charles Skinner Redstone Ranch Acres Subdivision PAGE TWO Please contact this department for an inspection and final approval when all of the modifications listed above have been completed and prior to back- filling any individual sewage disposal system components. Should you have any further questions regarding this matter, please contact me at 925-2020, Extension 217. Your continuing cooperation is appreciated. Sincerely, Bob Nelson County Sanitarian RFN/lw encl . --- t -- ------------------ - ---- } -- t -- - , ______-- -------------- --- _ I _ - --- a Pon c p 1 July 24, 1985 Ms. Brenda Button 0240 Crystal Park Drive Redstone, Colorado 81623 Re: Lots D-3 and D-4, Redstone Ranch Acres Subdivision, known and numbered as 0126 Bighorn Lane Dear Brenda: As a result of an inspection conducted on July 3, 1985 your request for the purpose of obtaining final certification of the sewage disposal system serving the referenced property, this department has determined that the existing system is malfunction- ing, and discharging sewage and sewage effluent upon and into the ground around the septic tank and pumping chamber. This constitutes a violation of Section 3-1 of the Pitkin County Regulations on Individual Sewage Systems, and no final approval can be granted at this time. The following repairs are considered to be necessary to bring the system into compliance: 1) The effluent pump is missing, and none of the controls remain installed. The pump must be replaced with a unit complying with the enclosed Sections 5-5.8 through 5-5.14 of the sewage disposal system regulations. 2) The septic tank is not provided an outlet invert tee or suitable baffle structure to retain the scum layer. 3) The pumping chamber has not been equipped with an accept- able, watertight cover. 4) The force main from the pumping chamber to the absorption bed is partially exposed and appears to have several low spots and dips which will lead to freezing. This line should be replaced or repaired so as to have a uniform slope back to the pump and should be properly bedded and covered. 5) While not visible for inspection, it was noted previously that the absorption bed distribution lines were not properly bedded in gravel, and that no approved barrier material was installed. An inspection of these items should be arranged after the backfill has been removed from a small portion of the bed. 6) Other items in this onsite wastewater disposal system which were never verified as properly completed include sewer line joints which had seperated and were not watertight, no provision for an effective seal or grouting around the sewer line entry to the septic tank, leaks in the effluent Page 2 Button Property Septic System July 24, 1985 line between the septic tank and the pumping chamber, and a force main being improperly installed in fill material where it entered the absorption bed. In as much as the property is occupied, these repairs are to be completed as soon as practical, and at least by August 30, 1985. Please consider this letter a notice of violations as required by Section 3-10 of the regulations. We are enclosing a copy of Section 3, which details the administrative and enforce- ment procedures established by the Board of County Commissioners. In particular, we wish to call your attention to Section 3-2.1 and 3-2.5 which outline the procedures for repair and emergency use permits. Thank you for your cooperation in this matter.
