All of the components of the system had been installed, but no backfilling had taken place. Our observation was hampered by several inches of snow, but it appeared that the installation of the system was in conformance with the intent of the design. We understand that you have discussed finalizing the construction in the spring with Duane Piffer. Thus, final grading, revegetation, and placement of riprap would be completed, as weather allows, in the spring. If you have any questions or need additional information, please contact us. PI``i KIN • This letter is submitted in regards to the concern of placement of fill in a 100 year floodplaitt for the construction' of an ISDS. The applicant proposes to place fill material within the flood fringe area on the east side of the Crystal River. No encroachment on the floodway is proposed and all fill placement will be located within the flood fringe. The required fill slopes would be graded three horizontal to one vertical, and they would be protected with twelve to eighteen inch diameter rock riprap as shown on the ISDS plan. The field was located as far as possible from the floodplain, within the constraints of the property. Approximately two-thirds of the ISDS bed lits outside the floodplain, the remaining one-third is located in the flood fringe and will not impact the floodway. The proposed project consists only of the placement of fill as cover for an ISDS, no other construction is currently proposed. This design would also include exact dimensions and depths of gravel, soil, number of pipes, etc. This will need to include at a minimum, the type of rip -rap and reinforcing system used to support the mound; and the type of curtain or liner used to prevent effluent from traveling laterally into the area within the floodplain. Secondly, the initial design is for a system for a 3 -bedroom house of over 2,000 sq. ft. Because the application before the Board of Adjustment will be for an expanded house and septic system, you may want to come prepared with a map that shows where the mound could be located if it were just for the existing 2 -bedroom house of under 2,000 sq. ft. If you would like to provide us a copy of that drawing as well, we can help the Board understand the impacts of the two systems. The septic permit application we have on file is for a 2 -bedroom house of less.than 2,000 sq. ft. We understand that they really want a septic permit for a 3 -bedroom house of over 2,000 sq. ft. A new application is needed if the applicants want. a septic system for a 3 -bedroom house of over 2,000 sq. ft. Finally, an application needs to be submitted to Temple Glassier for work in a fl oodplain for the dirt that will be placed in the floodplain. Before we can issue the permit we will need to have confirmation from you that the Army Corps of Engineers does not require a permit for this work. Since this application is for a site requiring protection from the floodplain, we will need to have time to forward the final design to our contract -engineer for his recommendations prior to issuing the permit. I indicated that he'd need to have an engineer do soils tests and design the system, due to the high groundwater. The owner indicated that, due to his background as a geologist, he did not feel it was necessary to have an engineer design the system. I suggested he might be able to do the design himself and then have an engineer approve the design, in an effort to save himself some money. The owner submitted a septic system application recently for an expanded house and expanded septic system. We tried to determine whether the existing system was large enough to serve the expanded house, and when we told the owner we couldn't find records of the existing septic permit, he told us that we wouldri t have a permit because he had installed the system without a permit in 1995. Constraints are the following: systems cannot be installed in a floodplain if there are hazard - free areas on the site ( and then, only if we can be sure the system is protected from floodwaters). There is an area outside of the floodplain where the system can go safely. However, it could not be expanded to serve the addition the buyers want,"without the septic system having to extend into the floodplain. We do not recommend that the system go into the floodplain. This would require the system to be within the road setback (where the illegal system already is) and would require board of adjustment approval. We would recommend the BOA approve a variance, because the need to protect the water quality from impact from a flooded septic system is a greater concern than the road setback in eh opinion. A portion of the mound would still have to be in the floodplain, but only the supporting sides, not the actual sewage treatment area. This would require a county permit for floodplain development and possibly army corps of engineers permit. We would have to be sure, in any case, that the area inside the floodplain is well -protected from floodwaters, by rip -rapping; etc.. The system would also have to be lined on the outside edge, so sewage cannot enter the floodplain area from the side. repair systems can go in the floodplain only as long as their impact is minimized: no closer to the river than was the failed system, protected from flood by raising above and rip/ rap etc. the system would have to be raised to 5' above the flood level, and adequately protected from floodwaters by rocks, etc.. Our zoning department has a 30 ft. front yard setback requirement for anything done that will be over 30 inches high. This system would be over 30 inches high, so the engineer moved the system (20 ft.) that he originally designed at the 10 ft. property line setback to 30 ft. from the front yard property line. The front yard property line is also the furthest point from the river and I would have required that the system be as close to the 10 ft. property line setback as possible. They are trying to save time and avoid having to go through board of adjustment, which is understandable, but from an environmental health standpoint I don't feel is allowable. The engineer has said that he has raised the system up above the flood .level so it is no longer an issue. I told him I wanted to check with you because I thought that if it was already as far away as possible, then that is what would have to be done. There still is 20 ft. that they have to move the system to get it as far away from the river as possible. The existing system is against the 10 ft. setback according to what the engineer gave me, but this system was put in unpermitted in 1995.
