ENVIRONMENTAL HEALTH DEPARTMENT To: Mary Lackner, Planning Office From: Environmental Health Department Date: April 17, 1991 Re: Sherman Minor 1041 Hazard Review Parcel ID# 2729-293-04-004 The Aspen/Pitkin Environmental Health Department has reviewed the above-mentioned land use submittal under authority of the Pitkin County Code, Title II, and has the following comments. SEWAGE TREATMENT AND COLLECTION: Sections 2-7 and 5-200: There is no indication in the submitted application as to the proposed method "of wastewater disposal. The single residence proposed for the property must be served by on-site wastewater disposal system. The on-site wastewater disposal systems is probably located in an area of suitable soils, and we have verified percolation rates of between 10 and 30 minutes per inch and soil depths of over eight feet. Typical sewage disposal systems on adjacent properties have been constructed to conform to Pitkin County codes and are functioning satisfactorily at this time. This should also be the case for the referenced property. While -the soil on these lots should be suitable, well-developed, and sufficiently permeable, the applicant should be aware of and plan to meet the minimum horizontal setbacks. Any portion, of the sewage disposal system absorption area must be one hundred (1001) from any well. There are also setbacks from property lines, water supply lines, and the house foundation. Based upon the limited information in the submission and the limiting topography of the lot, we are unsure that in placing the septic system components on the property, the leach field construction will be able to comply to these setback distances. Further site specific investigations are required before permits and approvals can be issued. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-6 and 5-205: While the submission does not address the water supply to the 01 residence, we assume that it will be supplied from an individual well on the property. If this is the case, the well MUST be permitted by the Colorado Division of Water Resources. There is no documentation submitted to provide an expert opinion verifying yield, quality or water rights. Wells in this area usually provide a satisfactory drinking water source. 130 South Galena Street Aspen, Colorado 81611 303/920-5070 Sherman -Minor April 17, 1991 Page 2 There is an alternate subdivision well water source available for the "E" block of subdivision lots. However, we understand that the current water yield and the storage limitations of the central water supply source may eliminate additional taps. After the applicant has had a chance to research the options, a clear statement regarding the water supply source available and the homeowners' position on allowing an additional connection to the subdivision water system should be required. In either case, the water supply should be evaluated by this office once the referenced information is available. This evaluation should be done prior to building permit issuance. It is our conclusion that, with careful site planning and proper engineering, there should be minimal environmental impacts from development of a water supply for the proposed residence. Once the questions and clarifications are submitted to determine the water supply source, production. and quality, it is probable that we will have no objection to approvals for the construction of the single-family residence on the 1/2 acre property. AIR QUALITY: Sections 2-17 and 5-106: Vli Woodburning regulations in this portion of the county allow one woodburning or gas log fireplace and one -certified woodstove. A permit can be obtained from this office. The applicant is advised to install compact fluorescent lighting and low-water use fixtures since these save energy, thus reducing air pollution and are cheaper to install when the house is built than to retrofit later. NOISE: Section 2-23 11�)`7 Noise impacts in the immediate neighborhood can be expected during the construction phase of the project. However, given the residential use of the property, long term noise impacts are not anticipated. Should complaints be received by this office, Title 25 Article 12 - Noise Abatement, or subsequent County regulation will be the document used in the investigation. CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: Sectic 2-2 11l) None that are enforced by this office. CONTAMINATED SOILS: The applicant is advised to contact this office for comment should mine waste, waste rock or mine dumps be encountered during the excavation phase of the project.
