Changes must be approved by this Department and the engineer prior to construction. This system will consist of one 1250 gallon two-compartment tank with a Biotube Pump vault in the second compartment. Effluent will be pumped to an automatic distributing valve (Model 6402) and from there to two mounded sand filter beds. The sand filter material must be in compliance with section 6.28.090 B.2.b. of the Pitkin County OWTS Regulation. A gradation of the sand filter material should be provided to this department prior to final approval of this permit. The sand filter material must be at least 2.5 feet above natural grade. The slope of the mound can be no steeper than 3:1. *A revision letter dated May 18, 2009 allows for some flexibility in sizing of the beds, as a 20% reduction for dosing was not accounted for in the May 15, 2009 design. Revised Figure 2 dated May 18, 2009 specifies the chambers must be placed T from the edge of the sand filter, with no more than 6' between each chamber row. There will be 2 rows of 5 chambers on each bed. The absorption area must be at least 10' from the property line, 20' from the house, and 100' from any well. All system components must be staked prior to installation to assure all setbacks can be met. Existing systems must be properly abandoned. Tanks left in place must be pumped and filled with dirt or collapsed. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. The installation included a new 125_ 0- ag 11.Qn, two-compartment concrete septic tank with the addition of a Biotube Pump TM vault in the second compartment, followed by two mounded pressurized beds with `Quick -4' chambers. LIMITS: The observation was based on information submitted and our site visit. If conditions are different from conditions described in this letter, ALL SERVICE septic, LLC should be notified. All additional OWTS construction must be according to the county regulations. The property is located outside of Redstone, in an area where OWTS and wells are necessary. SITE CONDITIONS A 3 -bedroom single-family residence presently exists and is utilizing an OWTS, which is experiencing problems. The existing OWTS is to be abandoned. The proposed drain field area slopes 20% to the northwest. Vegetation consists of a moderate cover of grasses with scattered aspen trees. Water is provided by a well located on the lot to the south as indicated. SUBSURFACE The subsurface was investigated by digging one profile pit and three percolation holes, as indicated. The materials encountered in the profile pit consisted of 1 -foot of a sandy root zone, underlain by very sandy loam to the maximum depth explored of 8 feet. Groundwater was encountered at 1.5 feet below existing grade. Three percolation holes were dug, although due to conditions the design will be based on an LTAR. A sample was collected from the receiving soils and gradation analysis performed. The soil is a very sandy clay loam. A 1.2 gals/SF/day application rate will be used for the receiving soils, and a 0.95 gals/SF/day will be used for the sand filter material. DESIGN SPECIFICATIONS The OWTS design is based on 3 -bedrooms and an average sewage load of 450 GPD. The installation must include a 1250 -gallon, two-compartment, precast concrete septic tank with a BiotubeTM pump vault in the second compartment. Two mounded gravelless chamber beds, with imported sand filter material must be installed. The beds must have a minimum of 2.5 feet of sand filter material placed above grade, and 10 `Quick -4' chambers per bed. The infiltrative basal area of each bed must be 15 feet x 24 feet, equaling 360 SF per bed. The total infiltrative area is 720 SF. Each bed must have two op", Ca Onsite Wastewater Treatment Systems Page 2 rows of 5 `Quick -4' chambers for a total of 10 chambers per bed, and a perforated lateral suspended in each row of chambers. The perforated laterals must have 0.25 -inch holes on 2 -foot centers. The holes must face up with one hole facing down to drain each lateral after each dose. An Automatic Distributing Valve model 6402 must be installed to distribute effluent throughout the mounded drain fields. The imported sand filter material must be compacted prior to the placement of chambers. Hydro - compaction or vibratory machinery must be used to compact sand filter material. The underlying soils must be scarified prior to placement of sand. Construction must be according to the Pitkin County Environmental Health and Natural Resources Department OWTS regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health and Natural Resources Department, and this design. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. The purpose of this letter is to convey to you that the failed system at our house at 0251 Bobcat Lane in Redstone has been pumped and plugged. B & R Septic came out on Friday to pump the system. I was under the impression they would be plugging the system subsequent to emptying it as per my many discussions with Linda of B & R; however, they had no plan to plug the system until sometime this week (May 4 - 8). I was under the impression that we had a deadline with the county to plug the system, so instead of waiting we located a rubber air plug which we inserted into the pipe feeding the tank from the lower level and pumped air into the valve on the plug with a compressor. The result is that the pipe is now plugged. I am hopeful that Tim will have a plan to submit to the county on Monday May 4th. I am pushing to fulfill my obligations to remedy the failed system in the most timely manner I can. As soon as I know he has a plan my application and fee will be submitted. Over the last few years my wife and I have noticed an increasing amount of sewage effluent and odors on an area of our property adjacent to our neighbor's residential lot at 251 Bobcat Lane, parcel ID 272929304005 (possibly 272929305005?). The property info from the Pitkin County Assessors office lists our neighbor's house as a 2 bedroom, 1 bath house. It is in fact a 3 bedroom, 2 bath house. I question whether the septic system is of a proper size or capacity. I also question the location of the absorption bed/trench for the house and wonder if it is under their driveway or between our property and their house. Neither location would allow for a properly functioning system. 2. The owners of the same property have been gathering loads of horse manure from throughout their properties and dumping it on a corner of their property directly across the road from our property. Our well is only about 40 to 50 feet away from where they have been dumping. Not only am I concerned about contamination of our well, but the stench and the flies are unbearable at times. I do not know if there are regulations controlling the concentrated dumping of horse manure and I am asking if there are any remedies available to us in order to address this issue. 3. The aforementioned property, along with two other residences share a well system put in place before current regulations regarding the number of houses allowed per well. Since then, they have drilled a new well and connected that to the existing system's water line in order to augment the water supply for said property. I would like to know if that is allowed under current regulations or if they need a permit to do so. There is a public hearing scheduled for May 5, 2009 for a lot split and to reduce the size of the aforementioned parcel, possibly reducing it too much to accommodate a properly sized septic system so I believe a prompt response to my concerns is warranted. The property is located outside of Redstone, in an area where OWTS and wells are necessary. SITE CONDITIONS A 3 -bedroom single-family residence presently exists and is utilizing an OWTS, which is experiencing problems. The existing OWTS is to be abandoned. The proposed drain field area slopes 20% to the northwest. Vegetation consists of a moderate cover of grasses with scattered aspen trees. Water is provided by a well located on the lot to the south as indicated. SUBSURFACE The subsurface was investigated by digging one profile pit and three percolation holes, as indicated. The materials encountered in the profile pit consisted of 1 -foot of a sandy root zone, underlain by very sandy loam to the maximum depth explored of 8 feet. Groundwater was encountered at 1.5 feet below existing grade. Three percolation holes were dug, although due to conditions the design will be based on an LTAR. A sample was collected from the receiving soils and gradation analysis performed. The soil is a very sandy clay loam. A 1.2 gals/SF/day application rate will be used for the receiving soils, and a 0.95 gals/SF/day will be used for the sand filter material. DESIGN SPECIFICATIONS The OWTS design is based on 3 -bedrooms and an average sewage load of 450 GPD. The installation must include a 1250 -gallon, two-compartment, precast concrete septic tank with a BiotubeTM pump vault in the second compartment. Two mounded gravelless chamber beds, with imported sand filter material must be installed. The beds must have a minimum of 2.5 feet of sand filter material placed above grade, and 10 `Quick -4' chambers per bed. The infiltrative basal area of each bed must be 15 feet x 24 feet, equaling 360 SF per bed. The total infiltrative area is 720 SF. Each bed must have two N Qite Wastewater Treatment Systems ' Page 2 Mows of 5 `Quick -4' chambers for a total of 10 chambers per bed, and a perforated lateral suspended in each row of chambers. The perforated laterals must have 0.25 -inch holes on 2 -foot centers. The holes must face up with one hole facing down to drain each lateral after each dose. AnAutomativ Distributing Valve model 6402must be installed to distribute effluent throughout the mounded drain fields.' The imported sand filter material must be compacted prior to the placement of chambers. Hydro - compaction or vibratory machinery must be used to compact sand filter material. The underlying soils must be scarified prior to placement of sand. Construction must be according to the Pitkin County Environmental Health and Natural Resources Department OWTS regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health and Natural Resources Department, and this design. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to. all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed.
