Mullenax, District Manager Snowmass Water and Sanitation District P.O. Box 5700 Snowmass Village, Colorado 81615 RE: Martial Arts Academy Individual Sewage Disposal System Dear Jean: In response to your letter of October 27, 1980, we are enclosing a copy of the experimental sewage disposal system permit for the referenced facility. The minimum requirement for a vaulted privy is ten feet from a water supply line in the current Pitkin County Rules and Regulations; and it is our opinion that, with compliance to such minimums, no public health hazard is posed and there is substantially no likelyhood to suspect contamination to the Snowmass Village raw water line from this facility. Further, as we detailed in a previous telephone conversation, the inter- ception of ground water by a subsoil drain around the vault's foundation and discharge to the creek presents only minimal pollution, and in our opinion, no public health problem is posed if our construction recommen- dations were followed. The Martial Arts Academy, we understand, has followed these requirements of a perpendicular crossing of ductile iron pipe with concrete encased joints at a minimum of ten feet from and below the raw water supply line for your water system. We hope this letter answers the District's concerns. Frankly, due to the long distance to an available sewer line and the lack of a water supply and electricity, no other system was feasible. We were unaware at the time of the District Prohibition of septic systems within its boundaries. However, I do recall meeting Bud Rogers of the Snowmass Water and Sanitation Board and Snowmass Company on the site and consulting with him on our minimum requirements. No problems were mentioned during our converdations. Although this type of system is technically not a septic system and does not utilize water carriage or subsurface disposal, we will in the future consult with the District on all such applications for any type of individual sewage disposal system within its boundaries. If you have any other questions, please do not Hesitate to contact me. Sincerely, Robert F. Main Aspen, CO 81611 Dear Bob: Our letter dated October 9, 1980 in regards to the Martial Arts Center septic system at the Divide, we are having some serious reservations in allowing the facility to remain in such close proximity to our raw water line. We would appreciate your response to our earlier letter if at all possible by the next meeting of the Board of Directors which will be No- vember 11, 1980. Sincerely, can S. Mullenax District Manager JSM/r ■aF SNOWMASS WATER & SANITATION DISTRICT Post Office Box 5700 • West Village, Colorado 81615 - Telephone (303) 923-2056 October 9, 1980 Mr. Bob Nelson Pitkin County Sanitarian 506 E. Main Aspen, CO 81611 Dear Bob: At the Board of Directors' meeting of October 7, 1980 a letter from the Snowmass Company (copy enclosed) requesting a septic system for the Cross Country Cookery was read. The Board requests your input as to the feasibility of a septic system being used; needless to say, if a collection line passes within a reasonable distance they will be required to tap on to the District's facilities. Please let me know at your earliest convenience, your acceptance or rejection to the plan. Also, the District requests that you send backup infor- mation that you might have on file that prompted the decision to allow a septic system at the Martial Arts Center at the Divide. We need this information as we have no backup to show why the District at this time has a septic system within their boundaries which is against the Rules and Regulations. Sincerely, J an S.
