Galena Aspen, CO 81611 RE: Buttermilk Mountain - Cliffhouse Restaurant ISDS HCE Job No. 9029.001 Dear Bob: This letter is to follow up on our recent phone conversations with you and with Dick Bowman of the Colorado Department of Health. In those conversations, we discussed some of the questions Dick brought up during his review of our design. The following items were discussed: 1. Flows --Dick did not realize our design was based on actual water usage from the last two seasons. We noted that the average daily flow was nearly 1280, and thus, the design flow used was 1.5 times that, or 1900 gallons per day. 2. Drywell--Dick was concerned that a single drywell was being used for final effluent disposal. We told him the site characteristics of areas being nearly impervious or else extremely pervious, and noted that we intended to do on-site testing to determine an adequate drywell location. 3. Depth of Sand --This questions also related to site conditions, in that we intend to locate the sand filter in one of the less pervious areas, and thus shouldn't need a bottom liner to get true sand filter action. We also intend to do testing to determine a suitable sand filter location, or a bottom liner could be installed as an option. With true sand filter action, the state regulations call for a minimum of two feet of sand, not four feet. 4. Well Proximity --We related that the well is approximately 760 feet vertically and 3600 feet horizontally away from the proposed drywell area. In addition, it would seem that contamination of the well should have happened with the previous drywell system, if it could happen with this system. However, Bob noted that they have received weekly bacteria samples during past years and those have all been acceptable. In addition, an extensive water analysis was performed approximately 10 years after the restaurant began operation, and it showed a nitrate concentration of only 0.1 mg/1. Grease Trap --Dick wanted some assurance that all drains that should go into the grease trap, actually go there before entering the septic tank. I mentioned that the owners had told us that the separation would not be hard to achieve and would be done. We have enclosed copies of the plan and the original calculations that have been slightly revised to reflect the above comments. He stated, that as a group they would like to participate more in the policy making process regarding certain issues that they feel are important to the working people living in the valley. , Brooke Peterson introduced himself as the attorney for the Builder's Association. He stated, that he would like to re- emphasize Mr. Walker's comments, that it is the desire of the association to become an incremental part of the policy making and the decision making process in a functional positive manner. He asked that the Board and staff be considerate enough to inform them either through his office or Mr. Walker regarding any issues that the Board may want their input on. Joe Wells appeared before the Board to request that a procedure be established by which the Housing Authority reviews its land use applications. He stated, that the procedure at the present time is that a meeting is generally held with the head of the department and quite often his direction to the applicant is to file a proposal which is consistent with the rules of regulations of Pitkin County and the Housing Authority staff will work with the applicant. He said, in his situation, the next thing they heard, from the Housing Authority, was a unanimous disapproval of their application, when in fact their proposal was consistent with the current land use code. He further stated, that his problem with this procedure is, that this is the only Board that he knows of, that does not inform the applicants of when their agenda item will be discussed, the applicants are not invited to make a presentation, and the planner in charge is not present to relate information pertinent to the application. The application is handled by a staff member who is not familiar with the land use code of Pitkin County, and he thinks this is an unfortunate situation, and would like some BOARD OF COUNTY COMMISSIONERS 1 AUGUST 8, 1989 guidance from the Board as to how a land use application should be reviewed. Commissioner Ethridge advised Mr. Wells that he will be attending a meeting tomorrow morning, and he will bring the matter up as a concern in terms of how these will be a,;�'3ressed in the future. Chairman Penne stated, that the Board has talked in the past about periodic meetings a variety of authorities, i.e, the P&Z, Housing Authority, etc., and she feels it is time that such a meeting be held with the Housing Authority so the matter can be discussed with them. MINOR AMENDMENT TO T1E BUTTERMILK AF -SKI RESOLUTION FOR SEPTIC SYSTEMS - MOTION TO APPROVE - PASSED UNANIMOUSLY - Bob Nelson, representing the Environmental Health Department, summarized this item by stating, that as indicated in Resolution 86-81, approving the AF -Ski zone and Master Plan for Buttermilk Mountain a clause was inserted requiring the extension of centralized sewer collection lines to all buildings within the ski area where existing septic systems fail. The Aspen Ski Company is requesting an amendment to the resolution which would allow them to construct an engineered waste water disposal system, replacing the failed septic system at the Cliffhouse Restaurant During the last ski season the Cliffhouse Restaurant septic system failed and backed -up. Temporary repairs were done at that time, and as indicated in the request from the Aspen Ski Company, they are now pursuing a permanent solution. It is clear that there are some major considerations and time delays associated with the sewer line extension to the top of Buttermilk Mountain. Therefore, staff recommends that the resolution be amended to allow for a three-year temporary septic system replacement. The permit specifications of this system will conform to the Pitkin County Regulations on Individual Sewage Disposal Systems and be reviewed by the Colorado Department of Health. At the end of that time, the newly - constructed sewage system will be evaluated for proper operation, and the situation with proposed development in the area be evaluated to see if the sewer line is economically feasible and in conformance with the Board policies on utility extensions. If an Aspen Consolidated Sanitation District line is extended, at any time in the future, to the proposed development at the base of Tiehack or to the West Buttermilk area, staff would recommend that the Aspen Skiing company develop and construct a service line extension from this restaurant within two years. Commissioner Crowley moved approval to amend Resolution 86-81 to allow a septic system to be installed and to be monitored by the Environmental Health Department. Commissioner Ross seconded, and the motion passed unanimously. The sewage disposal system was over twenty years old and consisted of three septic tanks and two dry wells. The system lacked a grease trap and in part, this probably contributed to the partial failure of the system. During this time you assisted the Aspen Skiing Company with an on sight assessment of our system and made remedial suggestions to get us through the winter season for which we are most grateful. On May 16 the Aspen Skiing Company applied for an individual sewage disposal permit and at a later date asked the environmental Health Department to conduct a perk test to determine the suitability of the soil. At that time you required that we retain the services of a consulting engineer to design a system that would adequately meet the needs of the restaurant. Banner Associates and High Country Engineering were contracted to perform this work. Both companies made an on -sight assessment and conducted their own perk tests. This led to the design of two sewage disposal systems, design drawings and cost estimates. Both systems include the use of grease traps, dosing tanks, multiple septic tanks and a seepage field. During the last week in May we discovered a requirement in the AF -Ski Zone Master Plan that stated that "Should any existing sewage disposal system within the ski area fail, connection to centralize sewage facilities shall be required." We are now requesting an amendment to the Master Plan that would permit the Aspen Skiing Company to proceed with the installation of one of the engineered septic systems designs. SNOWMASS • ASPEN MOUNTAIN • BUTTERMILK MOUNTAIN We feel that a sewer line is not warranted at this time for several reasons: 1. A.S.C. needs more lead time to undertake a project of this size. To have an engineered sewer line installed prior to the winter season that would meet both county and state requirements would prove difficult if not impossible. 2. We also need more lead time to proceed with the lengthy and time consumingprocess of acquiring U.S. Forest Service approvals. 3. The choice of one of three possible routes that we could take for a sewer line might inadvertently promote or encourage development in this area. 4. If either the Kona Post or Grand Champions developments proceed at a later date it would prove advantageous to connect onto one of their systems. This would substantially reduce the cost of our systems. We also feel that an engineered septic system would better meet the demand of the Cliffhouse Restaurant for several seasons: 1. The system would only be used from Thanksgiving thru the first week in April. 2. The Cost of a sewer line is exorbitant when compared to the volume of affluent. Consumptive use is now and has historically averaged less than 2,000 gal. of water/day. 3. An engineered system is a marked improvement over our existing system that had proven adequate for more than twenty years. 4. Negative environmental impact would be much less with the installation of a septic field when compared to a 11,000 to 12,000 foot sewer line. Enclosed is a copy of the preliminary sewage disposal plans designed by Banner and Associates along with a gradation analysis provided by Chen and Associates on material from the Rio Grande parking structure excavation. We would like the environmental Health Department to review these plans and consider granting conditional approval of this system contingent on acceptance of this plan by the County Commissioners. We also request that this be considered on the consent agenda during the County Commissioners meeting on August 8, 1989. At this time installation of a septic system would give us the needed time to evaluate our future needs and coordinate these needs with those of the Environmental Health Department, Sanitation District and any subsequent developments on properties contiguous to the Buttermilk Ski Area. We would also encourage a review and re-evaluation of the Cliffhouse septic system every 3-5 years to determine its reliability and to assess the changing needs of the above parties. The following report represents a preliminary analysis of the necessary improvements to provide a gravity sanitary sewer service to the restaurant. Existing Conditions: The Cliffhouse Restaurant currently uses a leach field septic system. Discussions with the Aspen Consolidated Sanitation District proved they have a ten inch (1011) trunk sewer in the Highway 82 right-of-way. This line has the available capacity to accommodate the Cliffhouse Restaurant. However, they are currently studying the entire Buttermilk Drainage Basin. This study is taking into account West Butermilk, the proposed Pfister Ranch and other potential development in the area. The study is in its preliminary stages and the most appropriate alignments have not been determined. Proposed System: Service to the Cliffhouse Restaurant would most economically be derived from existing service lines at the base of Buttermilk. These lines are not a part of the Aspen Consolidated Sanitation District and therefore are six inch (611) service lines. Prior to sizing the line for the Cliffhouse, I would suggest a camera investigation of the existing line. This would determine if a new line should be installed from the District trunk line in Highway 82. Prior to design, I would recommend a complete geotechnical investigation and geological survey. This is due to the unstable soils conditions that exist in the Buttermilk area. Upon completion of the soils investigation, preliminary design could commence. After the compilation of preliminary design, vertical and horizontal surveys would be performed to determine the most reasonable alignment. Then final design could commence which would include plans, specifications, bid package and bid documents. A rough estimate of the time required would be ten to thirteen weeks. Due to the current late date, I do not believe construction could begin prior to mid-October. Due also to the fact that sanitary sewer systems are constructed downstream to upstream, I see no chance to complete the project prior to the snowfall on the top of the mountain. BANNED My final recommendation would be to participate in the generation of a master sanitary sewer service plan in conjunction with the Aspen Consolidated Sanitation District. Also included are the design assumptions and a preliminary cost estimate. The design is based upon utilizing the existing storage tanks and a portion of the existing systera. Basically, the proposal eliminates the two cesspools and allows for the installation of a seepage bed and the associated facilities. A 2000 gallon grease trap will be installed which will connect to one of the existing steel tanks. Half of the proposed seepage bed system will provide distribution for the kitchen facilities. The remainder of the bed will accommodate the restaurant and caretaker systems. A separate dosing tank will be provided for the two areas of the sys te^:.
