This system will consist of one 2000 gallon two compartment grease interceptor followed by two 2000 gallon single compartment tanks with an effluent filters on the outlets near the restaurant. The effluent will travel a significant distance to a,1.5Wgallon tank with a duplex pump system. An automatic distributing valve will be used to distribute effluent to one of two fields; one on Westward Ho and one on Teaser. Designation of the in -use field will be determined through an operation and maintenance agreement. Each field will consist of 15 gravelless chamber trenches with 14 Quick 4 chambers in each trench for a total of 225 chambers. In each field, 3 trenches will be connected via manifold, per engineer design specifications. There must be at least 6 feet of undisturbed soil between each trench. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. The system was designed to serve the restaurant with a seating capacity of 188 persons. The design flows were calculated based on submitted historical water usage data supplied by Brad Hardman of the ski company. Because the system was permitted by the Pitkin County Health Department, the maximum daily flows must be kept under 2000 GPD to avoid the permit violation and triggering a site application with the state. It is recommended that accurate bookkeeping take place as part of the routine maintenance. The system was installed, as per our drawings, with the exception of the pump chamber, which was installed as a 1000 gallon single chambered tank. There was a wooden lid system installed on top of the tank to allow for access until a shed is built. The duplex pump system was installed in the second compartment of the 1000 gallon tank, which discharges through the diversion valve to separate ADV's for each field. For extended life of the system, it is recommended that the fields be rotated on an annual basis. Vehicular traffic should be kept to a bare minimum, if at all. There were ball valves installed on each end of the runs on both fields and contained in irrigation pots, accessible at grade for routine maintenance and, if necessary, field adjustments. It was noted that the Westward Ho field had been tracked by the excavator as part of the final grading, which was approved by SkiCo Staff (Robin) and clearly stated during our discussions that was not to have taken place to prevent soil compaction. The observed components of the OWTS were installed in general conformance with our design and as per the attached as built drawing. There are daily considerations such as not putting plastic or other non - biodegradable material into the system that should be followed. Signs should be posted in common areas around the facility that educate users about the system and includes a list of materials not suited for disposal into a septic system such as cigarette butts, floss, bleach, feminine products, paint, etc. The sign should also state to contact the facility manager if you are unsure about what items can be deposited into the septic system. ■ General Information Water use should be monitored so toilets are not allowed to leak when seals malfunction. Fixtures should not be allowed to flow continuously to prevent water lines from freezing. Although the proposed system can accommodate variable flows, spreading water use over several hours and eliminating peak flows is recommended. Water softeners can not be used because the chemical and hydraulic loading from the backwash of the water softener may be detrimental to the septic system. If a water softener must be installed at a later date, a separate drywell would be constructed for the backwash waste. No landscaping or plastic will be allowed over the field, which would reduce performance of the field. The design of the septic system is based on the treatment of domestic sewage only. No industrial or hazardous wastes should be introduced into the system. The each of the proposed fields are designed to process an average daily flow rate of 1999 gallons per day (GPD) and a peak flow of 2999 GPD. To prevent the overloading of the system the elapsed time meters and counters for each of the system's pumps should be recorded daily to monitor flows. The flow meter located within the warehouse on the potable water tanks should also be recorded daily to verify the data. In the septic tanks, heavy solids settle to the bottom of the tank (sludge) and the lighter material (scum) floats to the top of the liquid contents. Facultative and anaerobic digestion converts some of the organic matter to gases. Microbes consume and digest the complex organic materials to soluble organic acids while strict anaerobes ferment the organic acids to gases (methane, carbon dioxide, etc.). ■ System Components The system includes a gravity sewer to a grease trap that then gravity flows to 2- 2,000 gallon septic tanks joined in sequence. From the septic tanks the effluent gravity fees to a 1,500 gallon clarifier/ dosing tank with dual, alternating pumps that deliver effluent to the septic fields. The control system for the dosing tank includes a four float system with controls panels for each dosing tank and pump. The float system is as follows: the low float turns the circuit on for the pumps, the second float turns the pump on, the third float turns the lag pump on, and the top float SCHMUESER I GORDON I MEYER !+vY� ENGINEERS ISU RVEYORS Cliffhouse Restaurant Onsite WW System OPERATION & Maintenance Manual is a high level alarm. The control panel for each dosing tank controls the alternating pumps and includes an elapsed time meter and counter for each pump. Any additions, exclusions and/or modifications to the systems should be brought to the attention of the design engineer and maintenance contractor. ■ Maintenance Requirements Record Keeping. A written diary should be maintained that describes all activities relating to the onsite wastewater systems. This information will be used for analysis and trouble shooting if problems should occur. In addition, use the form provided with this O&M Manual for ease of recording and record keeping. The daily readings from the elapsed time meters and counters at the septic system control panel and flow meter in the warehouse shall be recorded in the diary and transferred to the provided spreadsheet. The spreadsheet will be used to verify daily and thirty day -average flows for each septic system are meeting CDPHE and Pitkin County requirements. Each month the completed spreadsheet and diary logs should be sent to Pitkin County, the Engineer of Record and maintenance contractor. This information should be available at all times if a site visit is performed by the State or Pitkin County Health and the information is requested. It is imperative in record keeping that each systems daily flows do not exceed the 1999 GDP limits. If the average daily flows are greater than the above mentioned number then the system or systems are in violation of Pitkin County's Health Regulations and CDPHE requirements. Action should be taken immediately to correct the amount of flow going to the system or systems in violation. The maintenance contractor and design engineer should be contacted immediately and notified of the situation and corrective actions being taken. ■ Routine Maintenance General Maintenance. Maintenance should only be performed by a trained person or professional that has an understanding of the system and its operation. It is recommended that a trained maintenance contractor/operator be hired to inspect the system on a monthly basis to verify the system is operating properly and maintenance, as outlined in the document, is being followed. Routine Inspection. Routine maintenance should be performed daily to start, but can be tapered back when a baseline of data and proper system performance has been established. The maintenance contractor and the design engineer should agree to all future inspection/maintenance schedules. If it becomes apparent that the system routinely experiences the same problem/ problems, then the daily inspection schedule should be reinstated. Routine inspection should include the following, but not limited to, matters: • Verify the integrity of the electrical conduit is maintained and any consolidation is remediated immediately • Verify riser lids are secured and have only been accessed by trained personal • Verify cleanouts, monitoring wells, and riser lids are accessible • Verify grading is away from all riser lids, alternating distribution valves/housing, leach fields and monitoring wells SCHMUESER I GORDON I MEYER ENGINEERS I SURVEYORS 0 • Cliffhouse Restaurant Onsite WW System OPERATION & Maintenance Manual • Verify pumps are cycling properly • Verify proper maintenance is being performed • Verify record keeping is correct and being performed on a daily basis • Verify snow clearing is being performed to allow access to the systems components for maintenance and inspection • Verify the system is being operated in a manner consistent with this manual Monthly Observations. The grease trap basin should be observed every month and cleaned as necessary. The grease trap should also have positive drainage away from the risers and the tank, as water from the roof of the restaurant may contaminate the grease trap. Visual inspections will be made of the septic tank's liquid level. The liquid level should be no lower than the outlet invert. If liquid leaks out of the tank, the scum layer can drop to the level of the perimeter holes in the effluent filters and cause plugging of the screen. A watertight septic tank is important and any leakage must be corrected. An effluent filter should be placed in the septic tank and be checked every month and cleaned when necessary. There is an alarm for the system at the control panel of the dosing tank. If an alarm sounds it first should be determined whether the alarm is for the septic tank or the pumps. This can be determined at the control panel on site. Three -Month Observations. The sludge and scum accumulations in the septic tanks will be checked every three months. A record will be kept for the depths of both the scum and sludge in the tank. When the sludge depth reaches 36 -inches or when the scum layer reaches 18 -inches, the septic tank will be pumped, and the contents hauled to a treatment facility. Removal of Components for Maintenance. The ability to easily remove the BiotubeTM filter cartridge and pumps for maintenance is essential. The filter cartridge should be able to be removed without removing the pumps or discharge piping. To ensure that correct reinstallation has been achieved and to avoid future maintenance problems, use the removal process described below in steps a -i below. a. IMPORTANT! Before doing any work on either the wiring to the control float switches or pumps, set the circuit breakers in the panel to the "OFF" positions, and then switch off the power to the system at the service entrance panel. b. Completely close ball valves on the pump discharge assemblies (if necessary). C. Disconnect the PVC union located next to the ball valve. d. Remove the pump from the BiotubeTM pump vault, setting it aside on the fiberglass lid or a piece of plastic to protect it from mud or sand. The pump's electrical cord should not be disconnected. e. Remove the float assembly from the vault and lay it aside. f. Pull the BiotubeTM filter cartridge from the pump vault; the filter cartridge should be able to be removed separately without removing the pumps. g. Once filter and pump have been inspected and cleaned (if required), replace the pump filter, pump and floats. h. Open the ball valves completely. i. Replace access riser lid and make sure it is properly secured to the riser; an unlocked lid or open tank access is a safety hazard. An alarm is triggered when the liquid in the tank reaches a level that is higher or lower than it should be, or when a pump has failed. To silence the alarm, push the alarm light button on the control or alarm panel. The operator will determine whether the alarm is caused by high or low level conditions or pump failure. When the problem has been corrected (i.e. effluent level raised or lowered, depending on conditions), the alarm light on the panel will deactivate and the audible alarm will reset automatically. When responding to an alarm, first determine whether the alarm is caused by a high or low level condition, or pump failure. If it is due to pump failure (as indicated by a light on the recirculation panel), test each pump in manual and locate the failed pump. To replace the pump, see Removing and Replacing Inoperative Pumps. Remove the access riser lid and visually inspect the liquid level. If a high liquid level has caused the alarm, follow the procedures below. If the condition is caused by a low liquid level, see Low Liquid Level Alarm section of this manual. High Liquid Level Alarm. 1. When a high liquid level is present, first check the circuit breakers, switches, and fuses in the system control panel. If separate breakers in the main panel were used for the pumps and controls, also check those breakers. If a breaker is found to be tripped, reset the breaker and observe the operation for continuous tripping. If tripping does not recur, then likely the problem has been found or corrected itself. Test the automatic function of the system as shown in this manual to verify proper operation. 2. If, after checking the circuit breakers, fuses, and switches, the pump still does not operate, move the MOA switch to manual (MAN). If the pump engages, the problem is likely in the float system. If the motor contactor engages, but the pump doesn't start, go to step 6. Pump the tank down to a level just above the "Redundant OFF/Low level ALARM" float and return the MOA switch to the automatic (AUTO) position. Do not leave a pump in the MAN position unattended; if you do, the "Redundant-OFF/Low-level ALARM" float should turn off the pump and sound a low level alarm. However, in the event of a redundant -off failure, the pump can continue to run and draw solids to the screen and operate the pump without liquid, causing failure problems. 3. IMPORTANT! Before doing work on either the wiring to the level control floats and pump in the vault or in the pump control panel, set the circuit breakers in the panel to the "OFF" positions, then switch off the power to the system at the service entrance panel. 4. Isolate the float switches and check all floats are operating properly. If a float is found to be faulty, proceed to the section entitled Removing and Replacing Inoperative Floats. 5. Check pumps for discharge flow. Close the valve and disconnect the union in the discharge plumbing assembly and turn the union so that it is facing down. Engage the pump and visually inspect the approximate flow rate being discharged. If you are unsure of the discharge rate, fill a five -gallon bucket with the discharge and record the fill time. Check this value against the appropriate pump curve. If the flow rate is deficient, the pump intake may need to be cleaned. 6. If the pump operates in the proper flow range, check all downstream valves to ensure they are in the open position. 7. Check the panel to verify that the motor contacter engages. If the pump doesn't operate, then it is either a pump failure or a bad electrical connection. 8. Remove the access riser lid. If the splice box was submerged, or if there is a crack in the conduit, there may be water in the splice box. If this is the case, remove water from the splice box with a syringe or other appropriate method. Carefully check the splices to ensure that they are intact and remain watertight. If all splices are found to be watertight, replace splice box lid. Reconnect any wires that are loose. Reactivate and retest the system. 9. If the pump operates, but can't keep up with the flow, check the system for water tightness. A leaking tank can infiltrate enough water to overcome the pump. Also check for leaking fixtures in restrooms, though it is unlikely a leaky fixture could provide enough liquid to overcome the pump. Low Liquid Level Alarm. When a low liquid level is present, the source of the problem is likely one of three things: 1. The "Pumps -OFF" float has failed in the closed position. If the liquid level is at the "Redundant- OFF/Low-level ALARM", it is possible that the "Pumps OFF" float has failed with the circuit closed or there is a loose electrical connection. To check this, lift the "Redundant-OFF/Low- level ALARM" float. If the pump immediately engages, check the electrical connections for the "Pumps -OFF" float. If the connections are found to be adequate, check for proper operation of the float switch. Replace if faulty. If the pump doesn't engage when raising the "Redundant- OFF/Low-level ALARM" float, go to step 2. 2. The tank may be siphoning. Inspect the liquid level in the tank. If the liquid level is below the "Redundant-OFF/Low-level-ALARM" float, then likely the problem is either a leaky tank or siphoning. Siphoning typically occurs when the system is pumping downhill into the main line. When the pressure is low in the main line and a system operates, even after the pump shuts off, the system may continue to draw liquid from the tank with a siphon action. 3. If the hydraulics of the system do not allow for siphoning, then it is likely that the tank is leaking. Fill the tank to a normal operating level and return and inspect the tank at a later time. If the liquid level is below the normal operating level, the tank is leaking and needs to be repaired. Removing and Replacing Inoperative Floats. 1. Remove the float assembly from the vault. There is no reason to move the settings of the floats to remove and replace a float. Snap the float out of the holding collar. 2. Using a Phillips screwdriver, remove the stainless steel screws from the splice box lid, being careful not to drop the screws into the tank. If the splice box was submerged, or if there is a crack in the conduit, there may be water in the splice box. Call the Installer or maintenance contractor to repair the splice box. 3. Remove the inoperative float and replace it with a new one. Push the float cable through the watertight cord grip into the electrical splice box. Leave an adequate length of electrical cord coiled inside the riser to allow for easy removal of the float assembly. Do not remove the colored markers or the paper tags from the float cords, and do not try to thread the markers and tag through the cord grip. Tighten the cord grip by hand, not by tool, and then test the tightness of the cord grip by tugging on the cord. A cord is secure when the cord grip is tight enough to prevent slippage. An adequate length of cord should be left within the splice box to allow for easy removal for future disconnecting and re -splicing. 4. Splice the float wire to the wire from the control panel following the instructions provided in Appendix A. Attach the common wire with the other commons using the waterproof wire nut. It may be necessary to replace this wire nut with a new watertight wire nut. Always use watertight wire nuts or heat shrink splice kits for all connections! 5. Replace the float in the collar and return the assembly to the pump vault. 6. Reconnect power and test the unit per the instructions provided in the Operation section of this manual. Before doing any work on either the wiring to the level control floats and pumps in the vault or in the pump control panel, place the circuit breakers in the panel to the "OFF" positions, then switch off the power to the system at the service entrance panel. 1. Close the ball valve on the discharge plumbing assembly, disconnect the union, and carefully remove the pump and attached plumbing from the tank. Disconnect the pump from the discharge plumbing assembly. 2. Using a Phillips screwdriver, remove the stainless steel screws from the splice box lid, being careful not to drop the screws into the tank. If the splice box was submerged, or if there is a crack in the conduit, there may be water in the splice box. Call the Installer or maintenance contractor to repair the splice box. 3. Remove the inoperative pump and replace it with a new one. Push the pump cable through the watertight cord grip into the electrical splice box. Tighten the cord grip by hand, not by tool, and then test the tightness of the cord grip by tugging on the cord. A cable is secure when the cord grip is tight enough to prevent slippage. An adequate length of cord should be left within the splice box to allow for easy removal for future disconnecting and re -splicing. 4. Splice the pump wires to the appropriate wires from the control panel. Always use watertight heat shrink splice kits for all connections! 5. Reattach the discharge plumbing assembly and carefully lower the pump into the 4 -inch diameter PVC flow inducer inside the screened pump vault. Be careful not to lower the pump by the cable or to pinch the cable when lowering it into the flow inducer. Reconnect the union and open the ball valve. 6. Reconnect power and test the unit per the instructions provided in the Operation section of this manual. ■ Trouble -Shooting The diagnostic chart at the end of this manual lists the most commonly reported symptoms and their possible causes. Read across the top of the chart to find the symptom and then read down to find the likely cause. For any symptom, the possible causes are numbered in the order most likely to occur. The cause identified by #1 should be investigated first, followed by 2, etc. Drain fields. The surface area around should be observed monthly for signs of surfacing such as lush vegetation growth or effluent ponding. Liquid levels within each field should be observed through the observation pipes and the levels recorded. Fencing should be placed around each drain field to keep grazing animals and wildlife from accessing the fields. Control Panels. The control panels for the dosing tank's pump and float assemblies should be enclosed to protect them from the elements and extreme conditions. Water Quality/Testing. In order for the drain fields to work and filter the influent correctly it is essential that water quality for the septic tanks be kept below the following limits: 300 mg/I BOD5, 250 mg/I TSS, 180 mg/I TKN, and 25 mg/I fats, oils, and greases. This caution is intended to educate the operator and provide him/her with an understanding of the design parameters of the system. If wastewater strengths in excess of these values are observed, corrective action will be taken to reduce the influent levels to an expectable point. (SGM) has prepared an Onsite Wastewater System (OWS) design for the Cliff house Restaurant. The OWS design was prepared for Individual Sewage Disposal System (ISDS) permit submittal to Pitkin County Environmental Health. SITE CONDITIONS The site is within the USFS lands in rural Pitkin County, Colorado. The site is along a gentle to moderately sloping ski run ridge area at the top of Buttermilk Mountain as indicated. The areas for the proposed drain fields are in existing disturbed ski runs known as Teaser and Westward Ho. The slopes at the proposed drainfield are approximately 20% to the northwest. As noted the proposed areas are covered by existing native grasses PROPOSED CONSTRUCTION There are to be two drain fields constructed at proposed at the subject site. There is to be a primary and alternate drain field constructed. It is proposed that the fields be rotated on a yearly basis by means of an approved diversion valve so as to extend the life of each field The OWS wastewater system is designed for 1999 gallons per day (GPD) as per Pitkin County Health Regulations. The flow from the OWS will be monitored at the pump discharge to confirm a 30 -day average is less than 2000 GPD and the peak day flow is less than 3000 GPD. The Aspen Skiing Company has provided historical water data to substantiate monthly/daily flows from the building. The information provided was calculated using flow meter records from the storage tanks from 1995 to 2009 and based upon the season from approximately Dec12 thru April 04 when the restaurant closes. Last years data as an example used 136,800 gallons over that period. It is interesting to note that with the implementation of telemetry that water usage has decreased significantly. Because the restaurant is located on USFS land and projected skier visits there is no planned expansion of the facilities at this time. As a -result it is expected that usage will remain fairly constant subject to the skier visits. There is a planned renovation which will take place this summer to install waterless urinals and water conserving fixtures to maximize water flow reduction. This too will have a significant impact on wa�er reducing usage. SUBSURFACE CONDITIONS i Subsurface conditions have been investigated by excavating profile holes and percolation holes at four potential drain field areas as indicated, Proposed Field 1, and 2, were eliminated for various reasons. Subsurface conditions are relatively uniform. Subsurface conditions were investigated at four sites and consisted of approximately12 to 16 inches of topsoil, underlain to 8 feet by silty, clayey sand with cobbles and boulders, underlain by Mancos shale. At some of the base of test pits, backhoe refusal was approached for the light duty rubber tired backhoe. It was noted that the Mancos shale was fractured. No free water was encountered in the test pits at the time of excavation. No water was observed in the test pits the next day when percolation tests were performed. Three percolation tests were performed at each of the sites. The percolation tests were performed at depths of approximately 3 feet and in the proposed construction soil zone. The results of the percolation tests and location of percolation tests are presented. The average percolation rates ranged from 0 to 40 minutes per inch (MPI). A percolation rate of 27 MPI is recommended for the design of the drainfields. A geotechnical investigation by CTL/Thompson was performed at the site. The CTL/Thompson report encountered similar silty and clayey gravel underlain by Mancos shale. The lab testing determined that the samples classify as GM silty gravel using the Unified Soil Classification System (ASTM D2487). For the purposes of this design we recommend the field testing percolation results be used for the calculations. RECOMMENDATIONS The results of the subsurface investigations indicate a septic tank preceded by a grease trap and drain field OWS can be installed at the site. Considering the commercial nature of the wastewater, the following recommendations are provided: 1) an oversized septic tank capacity, 2) grease trap, 3) effluent filters, 4) pressure dosing of the drain field by pumps, 5) the drain field consist of chamber trenches. SANITARY OWS CA 1-0 S A' r 44 Septic Tank: A 3000 -gallon, two compartment concrete septic tank equipped with an effluent filter preceded by a 2000 gallon grease trap is recommended. The septic tank capacity is greater than the minimum size required and will allow for wastewater strength reduction. Due to the size of the wastewater flows and drainfield effluent it must be dosed with a preset dose volume. The timer will control discharge of effluent by the pumps over 24 hours. The effluent pump must be capable � j I SCHMUESER I GORDON MEYER E N G I N E E R S j s u l! v E Y o R s of pumping 30 -gallons per minute and 15 -feet of head. The pumping system is discussed below. If the septic tank is installed in traffic areas, the septic tank, access risers and lids should be installed with minimum AASHTA H-20 traffic loading ratings. Grease Trap: A 2000'gallon grease trap should be installed on the plumbing from the kitchen area prior to discharge into the septic tank. Access risers are to be installed to grade and sealed so as to prevent groundwater infiltration, contamination and provide for routine access and inspection as part of the maintenance program. 1 All sewer pipes beyond the septic tank are to be 4 -inch Schedule 40 PVC pipe. Cleanouts are to be installed every 100 feet. Drainfield: The drainfield of OWS 1 is to consist of five sections of field with three trenches per section, as presented. The OWS design is based on a 30 -day average sewage load of 1999 GPD, and a percolation rate of 27 MPI. The area required for a rock and gravel trench field would be 4365 ftz. With the use of infiltrator chambers and pressure dosing, a 50% reduction is allowed for a required area of 2182 ftz. This would be a minimum of 221 chambers. The proposed -- configuration is 225 chambers in 15 trenches 66 feet long at a maximum depth of 30 inches. The drainfield is to be dosed with a BiotubeTm duplex pumpvault located at the dosing tank as presented. Both Automatic Distributing Valves (ADV's) rotate dispersal to the five sections of each - drainfield. CONSTRUCTION M41- Movement over the drainfield area during construction should be kept to a minimum to avoid compaction of the soils. Once installed the drainfield areas should be protected from construction traffic or stockpiling of soils. Rubber tired equipment is to be kept out of the drainfield excavations and it is recommended that a track hoe be used The surface of the field should be seeded with a native seed mix as per USFS and Pitkin County guidelines after installation of the system. These mixes typically do not require irrigation and develop a growth 10 to 15 inches high. No utilities should be installed over the fields. All OWS components are to be installed in accordance with manufacture recommendations, and state, county, and local building and health code requirements. Commercial restaurant wastewater only, no (chemical, motor oil or hazardous waste) should be disposed of into the OWS. The proposed OWS should comply with Colorado ISDS Regulations. SEPTIC TANK EFFLUENT PUMPING SYSTEM The installation of an Orencoo Biotube° Pump System is depicted in the attached manufacturer detail. Pumping system substitutions that meet the following minimum specifications are acceptable. SCHMUESERIGORDON IM E N O 1 N E E R S I S U R V E Y O R 8 i Pumps --'tbe !pumps selected for the pump vault should have a minimum capacity of 30 gallons per minute (GPM) and a minimum Total Dynamic Head of 15.2 feet. A minimum power rating of 1/2 -Horsepower (208 -volt) is required for the pumps, Pumps shall be UL and CSA listed as an Effluent Pump .------ 4 -Two- OSI Model,-PF30 HH pumps are recommended. Electrical power requirements are presented on Figure 3. The design engineer should approve the effluent pumps selected for the OWS prior to installation. A manufacturer pump curve diagram is attached. Access Risers — Access risers that extend to final grade must be provided. The risers are to be watertight and attached to the septic tanks such that a watertight seal is provided. Risers should be rated for the appropriate load requirements. Discharge Assembly — The pump discharge assembly (OSI cold weather style) is to have a disconnect union accessible from the ground surface to allow pump replacement. The discharge assembly is to be plumbed to allow drainage between cycles to minimize freezing potential. Float Switch Assembly — The on/off and high water alarm floats are to be accessible for adjustment without removing the pumps or vault. Pump float switches should be set to discharge between 200 gallons per dose to the drainfield. The floats for the pump basin should be set to allow for the pump basin to discharge 50% of the volume of the dosing chamber to allow for surge capacity during peak flows. i Electrical Splice Box — The splice box shall be UL approved for wet locations. All wire splices are to be completed with UL listed waterproof splice connectors. It is recommended that an external splice box be used with grade access because of the caustic environment. Control and Alarms — Controls and alarms shall be listed per UI -508. Controls are to include a ' -- toggle switch for manual operation of the pumps; separate dedicated circuits for the pumps and the high water alarm; an audible and visual alarm; and an elapsed time meter and counter for system record keeping.. Panels are to be NEMA 4X rated. The control panel must be a MVP - DAX -208 -PT, RO, CS, EMT, ET. Location — The pump control panel is to be mounted within sight of the pump system. The panel is also to be located such that the alarm can be readily seen and heard (remote alarms to a location within the buildings can be provided). The panel is to be mounted at convenient heights to allow routine access and maintenance. INSTALLATION OBSERVATIONS The installation of OWS is to be observed by the Design Engineer. These observations include drainfield construction observations. At those times, subsurface conditions and scarifying will be reviewed. Other observations are prior to backfill. At those times, the septic tank and pumping system are to be installed with risers on the tanks, and inlet and outlet connections property bedded. The drainfield is to have an automatic distribution valve and perforated lateral pipes in place. A final observation will be required once the final electrical connection has been made prior to placing the OWS into service. 4 SCHMUESER , GORDON E N 6 1 N E E R 9 I S U R V E Y O R 9 Our -office should be called at 970-384-9035 to observe the installation of the OWS at least 24 hours in advance. These observations, any _repeat observations, OWS design revisions, staking of drainfield or additional site visit requirements are'not included with this design and will be at an additional unit rate fee per our fee schedule and contract arrangements. I OPERI►TION AND PREVENTATIVE MAINTENANCE SCHEDULE The goal of an operation and maintenance (O&M) schedule is to observe the operation, and perform minor maintenance to the onsite wastewater system to allow for proper, long term functioning of the system. An operation and maintenance schedule or contract with a private maintenance company should exist at all times. Septic Tanks: The scum and sludge accumulation in the septic tanks should be monitored yearly. —- (Once the scum or sludge thickness reaches 25% of the chamber depth, the entire chamber should ___tbe pumped. SGM anticipates a pumping frequency of 1 to 3 years at design flows. An alternative is a regular pumping frequency of every year. Tti�_.. _ Filter and Effluent Pumping System: The effluent filter at the septic tank discharge should be cleaned (hosed off) at the time of pumping or as needed. The effluent pumps should be checked semi-annually to ensure pumps are functioning properly. If the alarm sounds, the pumps and floats should be checked and/or serviced immediately. Drainfield: The surface area around the fields is to be observed monthly for signs of failure such as lush vegetation growth or effluent ponding. Liquid levels within each field are to be observed through the observation pipes, and levels recorded. Flow to each field is to be controlled through the automatic distribution valve (ADV). The ADV is to be insulated to prevent freezing. General: System users must realize an onsite wastewater system is different from public sewer service. There are daily considerations such as not putting plastic or other non -biodegradable material in the system. Water use should be monitored so toilets are not allowed to flow when seals malfunction. Allowing fixtures to flow continuously to prevent water lines from freezing is not acceptable. Although the proposed system can accommodate variable flows, spreading water use over several hours and eliminating peak flows is recommended. To illustrate the point, a malfunctioning toilet can consume in excess of 1000 GPD. An excess 1000 GPD to daily loading could flood and irreparably harm the OWS. SGM cautions against installation of a water softener. The chemical and hydraulic loading from the backwash of a water softener may be detrimental to the OWS and a separate drywell should be constructed for the backwash waste, if a softener is installed. No landscaping or plastic can be used over the field, which will reduce performance of the field. Chemically treated water from any source should not be introduced into the OWS. The design of the OWS is based on the treatment wpf domestic sewage only. No industrial or hazardous wastes should be introduced into the OWS. Greater flows may hydraulically or organically overload the system, causing premature failure. A water meter should be installed and recorded monthly to monitor flows. ITATIONS Our investigation, layout, design, and recommendations are based on data submitted. If conditions different from those described in this report are encountered, SGM should be called to observe the coditions. If proposed construction is changed, SGM should be notified to evaluate the effect of the changes on the wastewater system. All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, and other specifications, which are not depicted in our report, are to conform to the requirements of the Pitkin County Health ISDS regulations. The installer of the system is to be approved by the Pitkin County Health Department, and is to have demonstrated knowledge of the ISDS regulations and requirements. By this letter, I am approving projects that have been previously approved, as well as ones that do not warrant further review under the NEPA process due to the limited scope and intensity of their impacts to National Forest System land. Project specific details are as follow: Project #1 — Snowmelt Runoff Management: At the time of this letter, this project is a mute point. I will, however, look forward to reviewing your mountain drainage plan just recently completed and hopefully have the opportunity to discuss the plan with you in the field sometime this summer. Project #2 — Mowing/Brushing: This is considered normal ski traiLmaintenance, and as such, is approved. Project #3 — Noxious Weed Control: This too is considered normal maintenance for the ski area. For any treatment on National Forest System land, I would like for you to keep track of the number of acres treated, the species treated, and a rough description of the locations of treatment. At the end of the season, please send this information to Wayne Ives at the Sopris Ranger Station (wivesa,fs.fed.us) so that he can keep a record of your treatments. Project #4 — Removal of hazard trees, inspection of infected trees: The clean-up of dead and downed treeson existing ski trials, and/or in areas where there is an immediate threat to high occupancy areas or facilities, is approved. Removal of trees beyond these parameters will require further site review by members of my staff prior to an approval being given. Project #5,— Snowmaking upgrades and hydrant maintenance: All work occurring on existing lines will be considered normal maintenance and repair. No new snowmaking installations are. authorized under this letter of approval. r� s Caring for the Land and Serving People Printed on Recycled Paper � n Project #6 — General upkeep of buildings: All of the proposed activities are considered to be normal maintenance and upkeep, and are therefore approved as submitted. Project 97 — Regrade and revegetate Teaser Crossing bridge: This is considered to be a normal continuation of the project that was initiated last year, and is approved. Please follow all revegetation guidelines contained in the Buttermilk Mountain Resource Management Plan to have the best chance for successful vegetation growth. Project #8 — Winch Anchor Install: The anchors have been previously approved in prior summer construction plans. Accordingly, this project remains as being approved. Project #9 — Kid's Trail Maintenance: Continuing to remove potential hazard trees adjacent to kids ski trails is approved. In regards to the construction of a new tunnel structure in Wookie Woods, and creating a "clear separation between a kid's trail and snowmobile route", not enough detail is presented for me to make a decision at this time. Please schedule a site visit with Jim Stark and myself at your earliest convenience to review your proposal in the field. Project #10 — Summer road maintenance: Approved. Please reference the 2010 Drainage Management Plan for any guidance on placement of new water bars, rolling dips, etc. Project #11 — Mountain -wide revegetation: Approved. Normal summer operations. Reference the Buttermilk Resource Management Plan for revegetation guidance. Project #12 — Panda Hill Earthwork: Private land. No Forest Service approval necessary. Project #13 — Mountain -wide cleanup: Approved. Project #14 — Reposition Guest Services Building: Approved. Project #15 —Control Building Area Storage: More detailed information on this proposal, including a site visit, is needed prior to approval. Project #16 — Cliffhouse Septic System: This project is approved if the repair only involves replacement of the existing infrastructure, and all work occurs within the original disturbance area. Should the repair/installation involve impacts to new areas, a more detailed plan will be required to be submitted and reviewed prior to approval. Project #17 — Widen entrance to Uncle Chuck's Glade: Not enough information has been submitted for me to adequately assess the scope/impacts of this proposal. A more detailed proposal and site visit will be required prior to any prof ect approval. NEPA may be required if the scope of the project would result in any meaningful and measureable effects to NFS land. Project #18 — Install Magic Carpet: This project is not approved at this time. More discussion will be required, including all of the associated impacts that may be associated with the construction of the lift, as well as a detailed purpose and need for the lift. SGM has researched the technical specifications of the equipment used. It was determined that the snow cats used will apply 1.16 psi (pounds per square inch) of pressure on the receiving surface. When calculating load dispersal and bridging properties through the snowpack there will be even less pressure exerted on the receiving ground surface. It is our opinion the snow cats will have very little impact on the absorption area which would impact the systems performance. I will be forwarding additional support documentation from the manufacturer and a thread of email correspondence to support this. I have met with Brian to discuss this issue, and have briefly discussed with Victor. This is on NFS land, and as such, we will be directly involved with any solutions that are proposed. While Pitkin County may require that an application for a OWTS Construction Permit be submitted by May 6, it will merely be a paper exercise as far as the Forest Service is concerned, as we have not been able to look at the system's impacts to the ground sans snow, nor has a system been proposed that we can properly review and access the potential impacts to NFS land. I will suggest that a site visit be scheduled when the snow is melted so that we can all discuss on site to come up with a plan of action that best satisfies everyone's needs, requirements, etc. Victor and Kevin, I'll leave that up to you guys on when access to the top of the mountain is feasible.
