Changes must be approved by this Department and the engineer prior to construction. This system will replace an existing drain field that is failing and replace the barn tank with a new 1000 gallon, 2 -compartment tank with a dosing siphon in the 2n compartment. The dosing siphon will dose effluent to a distribution box which will evenly distribute effluent to the field area. The new field area will consist of 2 "Quick -4" gravelless chamber beds, each consisting of 2 rows of 25 chambers for a total of 100. Each bed will be separated by 6' of undisturbed soil and observation ports will be installed at the end of each row of chambers. The existing tanks and pump serving the house will remain as part of the system. Distribution box and risers must be accessible from grade. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Savage Excavation, LLC installed the system. An additional visit to the property was made on October 10, 2014 to verify location of the ditch in proximity to the new absorption area. The septic tank serving the barn was properly abandoned and the existing absorption area was abandoned in-place. The OWTS includes an existing two-compartment septic tank and pump chamber that serves the 3 - bedroom residence. A camera was lowered in the septic tank and it appeared that an inlet tee was present in the first tank. The sewer line from the septic tank that serves the main house "Y's into new sewer line from the barn. A new Valley Precast® 1000 -gallon, two-compartment concrete septic tank with a screened dosing siphon was installed. Effluent is dosed to a new distribution box, accessible from grade. Effluent gravity flows from four outlets in the distribution box to two new gravelless chamber beds, each with 20 ARC ADS chambers per row for a total of 80 ARC ADS chambers and 987 square feet (using 12.34 square feet per chamber). Installation was shallow, not exceeding 2 -feet below native grade. A small ditch located within 50 -feet of the new absorption area was not running at the time of any of our observations. If this ditch does run at any time, it must either be lined within 50 -feet of the absorption area, or re-routed greater than 50 -feet from the absorption area. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The property is located outside of Aspen, in an area where OWTSs are necessary. The property is served by a community water system. SITE CONDITIONS A 3 -bedroom, single-family residence presently exists and a barn with a toilet, lavatory, sink, and shower. It is utilizing an existing OWTS (Individual Sewage Disposal System Permit #90008) which is experiencing issues. It appears that a high groundwater table may be contributing to the existing system malfunctioning. SUBSURFACE The subsurface was investigated by digging one 8 -foot profile pit and taking a soil sample from approximately 3 -feet below grade. A gradation analysis and hydrometer analysis was run by HP Geotech and results are detailed in a report dated July 24, 2013, Job No 113 064L. The materials encountered in the profile pit consisted of 6 -inches of topsoil, underlain by dark brown dense, moist, gravelly sandy clay loam to a maximum depth explored of 8.0 -feet. Groundwater was encountered at 7'8" on July 19, 2013. The excavation was left open and groundwater was observed at 5'5" on July 25, 2013. For purposes of this design, groundwater is estimated at 5 -feet below grade. The gradation performed by HP Geotech shows the soil consists of 18% gravel, 34% sand, 28% silt, and 20% clay. A long term acceptance rate (LTAR) of 0.70 gal/sq. ft will be used to design the OWTS. • E Page 2 r 8' profile hole excavation Groundwater at 7' 8" DESIGN SPECIFICATIONS The OWTS design is based on 3 -bedrooms and an estimated flow from the barn at 200 gallons/day. An average daily wastewater flow of 650 GPD will be used. The existing tanks that serve the 3 - bedroom residence will remain. An inspection of the tanks must be performed to assure the tanks are in good condition and tees and an effluent filter must be installed. The existing tank that serves the barn will be abandoned. A new, minimum 1000 -gallon, two-compartment tank with a dosing siphon will be installed to serve the barn. Other tank alternatives may be considered. The residence tanks will be plumbed into the barn tank. Effluent will be dosed to a distribution box, which will then distribute to two partially mounded gravelless chamber beds, each with two rows of 25 `Quick 4' Infiltrator® chambers in each row. There should be 6 -feet of undisturbed soil between the beds. The installation must remain shallow, with the chamber beds installed no more than 1 -foot below grade. There must be at least 1 -foot of cover over the chambers, resulting in 1 -foot of soil above grade. There should be a 3:1 slope from the mounded portion of the system. • • Page 3 Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. All horse washing and floor drains from the barn should be diverted to a separate drywell. Drainage in the driveway to the east of the barn must also be addressed. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating absorption systems, and any other components needing maintenance. The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. Looks like those permits should go with PID 273504202002 - which is the ranch manager unit on Owl Creek Ranch open space parcel owned by the HOA. It should have an address on Owl Creek Ranch Road, but there isn't an address in GIS. Then to confuse things, the address for the lot I am dealing with - PID 264334301711 - has the right address number but says Owl Creek Ranch Road rather than Owl Creek Road. Ugh.
