We understand that MTI-GEO will also be responding to some of the comments in a separate letter from their office. MOUND DESIGN COMMENTS 1) The basal area calculation was not shown on the plan because (in this case) it was not critical.. The basal area that would develop due to construction on the hillside would be far in excess of that recommended by the EPA Design Manual for Onsite Wastewater Treatment and Disposal Systems, Table 7-10, which allows a loading rate of 1.2 gpd/sf for soils with perc rates up to 30 mpi. However, we have now shown a minimum basal area calculation based on a loading rate of 0.6 gallons per day per square foot. This would be in the upper middle of the rates recommended in the Converse and Tyler publication. The latest information from MTI-GEO shows fast perc rates in the upper 18" of soils, so our initial design rates have been verified. 2) We concur that since the elevations are such that the system needs a pump, it would make sense to have a pressure distribution system in the mound. These stages will be: preparation of basal area, placement of intermediate fill, placement of sand fill, placement of rock and distribution piping, and final cover and grading. 6) The dose for the tank specified will be 580 gallons, and the emergency storage available would be approximately the same. 7) The calculated total dynamic head for the pump 28 feet, we specified 30 feet. The mound shall be placed parallel to the contours. 2. Grass, shrubs and trees shall be cut close to the ground surface and removed from the site. 3. The mound site shall be tilled to a depth of 8 inches to roughen the surface and incorporate the vegetation. This can be done with a plow or chisel teeth mounted on a tool bar attached to the bucket of a backhoe. Standard backhoe bucket teeth are not satisfactory and shall not be used. 4. A layer of sand should be placed before it rains on the tilled area. Placement of the sand should be such as not to rut or compact the tilled area. All work should be performed from the upslope side so as not to compact the downslope area. 5. Place the proper depth of sand, then form the sand/gravel interface area with the area bottom being level. Protect this infiltrative area from rain by placing the aggregate prior to rain. 6. Place the screened rock (aggregate) to the specified depth and area. 7. Place the pressure distribution pipe, connect it to the force main and cover with aggregate. 8. Cover the aggregate with a geotextile filter fabric. 9. Place a minimum of 12 inches of suitable soil cover on the sides of the mound and to the necessary depth for grading on the top of the mound. 10. Final grade the mound and surrounding area with light weight equipment so surface water moves away from the mound and does not accumulate on the upslope side of the mound. 11. Seed and mulch the entire exposed area to avoid erosion. Landscape with shrubs and plants as desired. We discussed the ISDS for the Davidson Residence, and agreed to increase the spacing of the distribution pipes and the perforations in the distribution pipes in order to maintain a reasonable pump size and allow us to stay with the pump specified. Thus, the contractor will be informed of the change in writing, but the drawing will not be changed until the system is complete and the changes can be incorporated into the record drawing. The changes we discussed were, specifically, the distribution piping will be changed back to a spacing of six feet on center, and the perforation spacing will be changed to 48" on center instead of 30" on center. Galena Street Aspen, Colorado 81611 Dear Nancy: I have completed the review of the proposed Individual Sewage Disposal System for the Davidson Residence Addition, at 2761 Owl Creek Road. I offer the following comments. SOILS AND PERCOLATION TEST RESULTS The percolation test results indicate that the upper topsoil is permeable (perc rates of 11-14 minutes per inch), to a depth of 16 inches, however, the soil log indicates that the topsoil is a soft gray clay, which raises a concern whether it is actually permeable. In order for mounds to function, topsoils must have acceptable percolation rates (no more than 60 mpi), proper texture, (e.g. sandy clay), or have some structure which will allow water to infiltrate into the upper soil horizon. The log indicates "slightly block", which may mean a blocky structure, which would allow water to infiltrate, or it may indicate shrinkage cracks in the clay, which would seal off and not allow water to percolate. I believe that the topsoil requires additional evaluation, to determine if a mound is acceptable, and recommend the following: 1) I see no indication that the percolation test holes were pre-soaked for 24 hours before the test. The pre-soak is critical to evaluating clay soils. I would ask the engineer if the holes were presoaked, and if not, the tests in the holes 1 and 5 should be repeated after a minimum of 24 hours presoak. 2) I would also recommend a minimum of 3 additional percolation tests in the shallow topsoil area (basal area) which will be covered by the mound. 3) The additional percolation test holes should also be logged and classified, to determine if the soil texture and/or structure is acceptable and to determine if the depth of -the topsoil is of adequate depth under the proposed mound (12"-18") minimum. If the topsoil is not permeable (i.e. peres more than 60 mpi) , if the soil is of clay texture, or not of sufficient depth, a mound is not recommended and an alternative system should be considered, such as an evapotranspiration system. MOUND DESIGN If the additional evaluation proposed above indicates that a mound is acceptable, the proposed mound design needs to be revised, in order to meet the requirements of your regulation and to assure it will perform adequately. The revisions are listed below. 1) The design does not include a calculation of basal loading rate (basal area of mound divided by total design flow) . This needs to be included to evaluate the design. The Wisconsin Mound Soil Absorption System Siting, Design and Construction Manual, by Converse and Tyler, recommends basal loading rates, based on surface soil texture. In this case, a basal loading rate of 0.2 gallons/ sq. ft. /day may be appropriate, considering the impermeable clay soils below the topsoil. 2) The distribution system must be designed for uniform effluent application throughout the mound. The proposed system will not provide uniform distribution. Uniform distribution systems typically utilize relatively small diameter laterals (1"-2") with smaller holes spaced further apart (e.g. 1/4" holes @ 3' spacing). The method for designing a uniform distribution system is prescribed in the Wisconsin Mound manual. I have also included a section of our Regulation I-96 pertaining to uniform distribution, for reference. 3) It is advisable to use a sand within the mound which meets a "filter sand" specification. In section 12-5.1 in your regulation, filter sand must have an effective size of 0.6 mm and a uniformity coefficient of 4.0 or less. The sand specified has an effective size of 0.13 mm, and a uniformity coefficient of less than 5. This sand may be too fine, which may result in excessive clogging. 4) The mound design must include construction specifications, as described in the Wisconsin manual. If not properly constructed, a mound may not perform. For example, improper construction could result in compaction of the topsoil under the mound, resulting in failure. 5) The plans do not specify inspections. Several inspections by the engineer are critical to verify that the mound is properly constructed. The engineer needs to specify and perform the necessary inspections, and provide certification that the necessary inspections have been performed. Public Health Engineer enclosure L 17.25 CONSTRUCTED WETLAND TREATMENT 40 A constructed wetland treatment system shall be designed by a Registered Professional Engineer and the design shall be site-specific and include specifications for: loading, capacity, liner material, filter media, y density and species of plant material, effluent level, final discharge type, and other pertinent information as requested by the Health C.ficer. Constructed Wetlands shall conform to the following crk-ria: A. A level control structure that allows for the altering of water level or complete drainage of water from the wetland shall be installed in each wetland treatment cell. B. Neither the common reed (Phragmites communis) nor purple loosestrife (Lythrum salicaria) shall be intentionally planted within a constructed wetland. C. All constructed wetlands shall be designed as sub -surface flow through the treatment area. D. The minimum residence time within the constructed wetland shall not be less than four days for residential sewage flows. E. The length to width ratio of a constructed wetland shall not exceed 5:1. F. The design shall include estimates of effluent quality at the inlet and outlet. If discharge from the constructed wetland will be directly to the atmosphere, the ground surface, or below ground through unsuitable soil, sampling ports, or some other means of effluent sampling, to demonstrate compliance with Section XX of these Regulations, shall be required. Sampling, if required, is to be paid for by the property owner. 17.26 OSING SYSTEMS/ LIFT STATIONS A. All dosing systems and lift stations shall be designed by a Registered Professional Engineer. The engineer shall submit design calculations and drawings for the system, to include the following minimum information: 1. '_Manufacturer's pump performance curve for pump selected, showing capacities, heads, and efficiencies, for the entire range of the pump. 2. If a dosing siphon is selected, provide manufacturer, model number, and all other relevant information. 3 System curve. 4. Size of dose. -61- L M S. Drawing showing the layout of supply piping and distribution network, including diameter of piping, spacing and lengths of piping, perforation (orifice) size and spacing. B. A non -clog pump opening shall have at least 2 inch diameter solids handling capacity where raw sewage is pumped or at least one-half (1/2) inch diameter solids handling capacity if previously settled effluent is pumped. C. Automatic liquid level controls shall be provided to start and shut off pumps at a frequency required by the design. D. Pressure pipe shall be of sufficient strength to accommodate pump discharge pressure and the pipe shall be sized to maintain a velocity of two (2) or more feet per second. E. Automatic air release valves shall be installed at high points in the pressure line where necessary to prevent air locking. F. Provision shall be made to prevent siphoning of effluent within the absorption system back to the dosing tank, and to drain effluent within the supply line back to the dosing tank between doses, to prevent freezing of the effluent within the supply line. G. A dosing tank shall be provided to allow pump cycling commensurate with pump and system design capacity and to allow a minimum of three -hundred (300) gallons for emergency storage. H. Large Absorption Fields: Any absorption field, which exceeds two -thousand (2000) square feet in area or more than four -hundred (400) lineal feet of distribution pipe, shall be dosed. The Dosing Syphon or Pump cannot be a part of the digestive or clarification compartments of a two (2) compartment septic tank. I. Pumps shall be installed at least four (4) inches off the floor of the tank. J. The system must be provided with both an audible and visual alarm located inside the dwelling, garage or building to signal malfunction of the system. K. Dosing of Chamber Systems: If a dosing system is utilized in conjunction with chambers in the absorption area, the following criteria shall apply: 1 Distribution piping shall be installed the full length of the chambers. 2. Discharge orifices shall be placed in the top of the piping, such that discharge is directed upward 3. Provision shall be made to drain the distribution piping between doses, to prevent freezing. -62- 177/ UNIFORM DOSING Engineered or other systems utilizing uniform dosing shall meet the following minimum requirements: A. Each dose shall be at least five (5) and no more than ten (10) times the volume of the distribution lines within the disposal area, plus the volume of the supply line. B. The s., stem shall be designed such that the distribution network is preLsurized sufficiently to provide a minimum of 2.5 foot of head at each discharge orifice. C. The length of the laterals shall be such that the difference in discharge volume between the supply end orifice and the distal end orifice is no more than ten (10%) percent. D. Designs for uniform dosing shall include all additional information required for dosing systems in Section 17.26. SECTION XVIII.—DESIGN CRITERIA: (Other Facilities) 18.1 GREYWATER SYSTEM - A greywater system shall meet at least all minimum design and construction standards for a septic tank system based on the amount and character of wastes for the fixtures and the number of persons to be served. 18.2 VAULT - A vault shall have a minimum one -thousand (1000) gallon effective capacity and may be permitted by the Health Officer under limited use occupancy for water carriage sewage systems on property which cannot accommodate a sewage treatment system. An audio and visual signal device set at seventy-five (75%) percent of tank capacity shall be installed to indicate when pumping is necessary. Vault permits are valid for six (6) months and may be renewed depending on sewer availability. 183 VAULT PRIVY - A vault privy may be permitted by the Board of Health and shall be built to include: fly -tight construction, a superstructure affording complete privacy, an earth mound around the top of the vault and below floor level, which slopes downward away from the superstructure base, a floor and riser of concrete or other impervious material, and with seats and covers of easily cleanable, impervious material, hinged, self closing and fly proof. All venting shall be fly -proofed with No. 16 or tighter mesh screening. The testing was performed based on your verbal authorization and in accordance with Pitkin County Regulations. Seven percolation holes and one profile pit were excavated at the site. The subsoils exposed in the profile pit, beneatha proximately 1.5 feet of topsoil, consisted of clays to a depth of 9.5 feet. The clay has minor mounts of gravel between 1.5 and 6.0 feet in depth. Three of the percolation pits were hand excavated 14 inches deep in the bottom of 3 foot deep backhoe excavated pits. Two were hand excavated to approximately 28 inches and two were hand excavated to approximately 15 inches_ The approximate pit locations are shown on Figure 1. The trench log of the profile pit is attached as Figure 2. Percolation pit number Pere 7 showed average percolation rates of 38 to 50 min/inch. However, all of the other deeper pis showed rates outside of the range considered acceptable for a standard infiltration type sewage disposal system. The two shallow pits (Pere 1 and Pere 5) showed rates ranging from 6 to 19 minutes/inch. The attached Table I shows specific percolation rates as measured in the field. The average percolation values which are shown in bold are in the "below 6 inch" zone of the hole'' -where design rates are measured. MOUND DESIGN COMMENTS 1) The basal area calculation was not shown on the plan because (in this case) it was not critical. The basal area that would develop due to construction on the hillside would be far in excess of that recommended by the EPA Design Manual for Onsite Wastewater Treatment and Disposal Systems, Table 7-10, which allows a loading rate of 1.2 gpd/sf for soils with perc rates up to 30 mpi. However, we have now shown a minimum basal area calculation based on a loading rate of 0.6 gallons per day per square foot. This would be in the upper middle of the rates recommended in the Converse and Tyler publication. The latest information from MTI-GEO shows fast perc rates in the upper 18" of soils, so 2) We concur that since the elevations are such that the system needs a pump, it would make sense to have a pressure distribution system in the mound. Grass, shrubs and trees shall be cut close to the ground surface and removed from the site. 3. The mound site shall be tilled to a depth of 8 inches to roughen the surface and incorporate the vegetation. This can be done with a plow or chisel teeth mounted on a tool bar attached to the bucket of a backhoe. Standard backhoe bucket teeth are not satisfactory and shall not be used. 4. A layer of sand should be placed before it rains on the tilled area. Placement of the sand should be such as not to rut or compact the tilled area. All work should be performed from the upslope side so as not to compact the downslope area. 5. Place the proper depth of sand, then form the sand/gravel interface area with the area bottom being level. Protect this infiltrative area from rain by placing the aggregate prior to rain. 6. Place the screened rock (aggregate) to the specified depth and area. 7. Place the pressure distribution pipe, connect it to the force main and cover with aggregate. 8. Cover the aggregate with a geotextile filter fabric. 9. Place a minimum of 12 inches of suitable soil cover on the sides of the mound and to the necessary depth for grading on the top of the mound. 10. Final grade the mound and surrounding area with light weight equipment so surface water moves away from the mound and does not accumulate on the upslope side of the mound. 11. Seed and mulch the entire exposed area to avoid erosion. Other comments will be addressed by Mr. Tim Beck of High Country Engineering. Also submitted herewith are the results of six additional percolation tests performed in the proposed mound system area and logs of percolation test holes for the recent six percolation tests. Response to Review Comments Item 1 Percolation tests reported in our May 30, 1996 letter were indeed pre-soaked prior to testing for a period of eight hours and tested the following day (within 24 hours of the presoak period). This method is in accordance with the procedure described in the Pitkin County Testing Procedures Article 5-3 (copy attached). Considering the percolation rates of the soils, presoaking of the soils continuously for 24 hours would be impractical and would in our opinion not significantly affect the percolation rates of the soil. Item 2 Six additional percolation tests were performed in and adjacent to the proposed mound area. These percolation holes were presoaked for eight hours and tested the following day. It rained the evening prior to percolation testing and during the day that the holes were tested. The ground in the area of the tests was very wet. Percolation rates for the recent six tests ranged from 3 to 12 minutes per inch. Item 3 Logs of the recent percolation test holes are attached. Based on our observations and testing, soils with suitable percolation characteristics extend to at least 12 to 18 inches below existing ground surface. 5080 Road 154 • Glenwood Springs • Colorado • 81601 Article 5: Sail Tests 5-1 Location: At least 3 soil perc tests are required in the area where the absorption system is to be located. They must be spaced uniformly over the proposed area, but there must be at least one (1) test hole in every soil texture type in the area and in every twelve hundred (1200) square foot area of the absorption system. 5-2 Dimensions: The perc test holes should be six (6) inches in diameter, and no less than four (4) inches and no greater than twelve (12) inches in diameter where prohibitive soil or geological conditions exist. The holes must end at the depth of the proposed absorption system. The perc tests must be done in the soils that comprise the 4 feet of acceptable soils beneath the bottom of the absorption field. 5-3 Procedure: Perc test holes must be filled with water to a depth of 14 inches or more for at least 8 hours, but not more than 24 hours, before doing the perc test. They must be refilled with water if necessary to a depth of at least 14 inches prior to final measurement. The time for the water to drop one inch within the lower six (6) inches of the perc test hole is measured. The applicant must report the perc rate in minutes per inch drop. 5-4 Calculations: The perc rate is the average rate of the perc tests after the rate has stabilized in all the test holes in the proposed absorption area. 5-5 Performance of Percolation ("Perc") Tests: The perc test must be performed by or under the supervision of an RPE or by an Environmental Health Officer of the Department unless adequate tests previously performed by an RPE are submitted with the application for a permit. The Environmental Health Officer may request additional perc tests if the results are conflicting or questionable. If the applicant demonstrates to the satisfaction of the Department that the system is not dependent upon soil absorption, the requirement for perc tests may be waived. 5-6 Alternate Perc Test: Other soil test procedures such as soil analysis may be approved by the Environmental Health Officer if the test results of alternate procedures meet or exceed those determined using the test procedure detailed in this article. 5-7 Soil Profile: One soil profile hole must be drilled or dug to provide observation of the soil profile in the area of the soil absorption system. The hole must be prepared at least eight (8) feet deep. The hole must be prepared so as to provide identification of the soil profile four (4) feet below the bottom of the soil absorption system.
