Wachs Residence Dear Sir: This letter is to clarify the status of the E.H. Wachs residence wastewater treatment facility. The test hole originally made for soil profile identification and perc. rate made it apparent that the existing river gravel would not qualify as a "suitable soil" for conventional leaching. For this reason, the decision was made to specify the best practical waste treatment equipment including an aerated plant, upflow filter, and chlorinator, as well as constructing a minimum of 4 feet "fill" of acceptable soil between the leach field piping and the gravel strata. The perc. rate for this imported soil as determined by your office is 33 minutes per inch. This was the figure used in the design calcu- lations. As an added safety factor the actual leach field dimensions as built result in 1215 square feet compared to the design requirement of 1040 square feet. I found the soil profile hole. There was a little water in the bottom of the hole, but it could just as well have been precipitation as groundwater. I told Kopf I wanted Water Quality Control to look into it, because of the proximity to the river and the very fast percolation rate. Back at the office, we talked about the system with Roger Hocking. + will come in with a re -design of the system which will call for a different conformation of the leach field ao they can stay away from the river. Also, they intend to haul in fill material, which he will specify. I indicated again that Bowman would have to look at the re- design. A garage was built on this property sometime in 1968, and a sewage disposal system was installed. It consisted of a 1000 gallon steel septic tank and a 400 square foot drywell. The system is located between the Marolt ditch, which carries water from Castle COeek to the golf course, and the Roaring Fork River. There is probably about 85 to 90 feet distance between the river and the ditch. The sewage disposal-, system was located just below the ditch, but is within 70 feet of the well. The elevation of the ground is probably 3 to 4 feet above the level of the river. Three perc test holes had been dug, but not pre-soaked. They want topxpand the leaching field to accomodate a new house that they have proposed for the property. Apparently the property consists of 7 or 8 acres, most of which lies on the east side of the river. The house site, the irrigation, and the highway lie on the west side of the river. I said that 1) there was no way that I could see that they could stay the minimum of 100 feet with their sewage disposal system from the well. 2) I would question the installation of a sewage disposal system in that kind of terrain (soil) with the proximity of the ditch and the river. 3) There has been no soil profile excavated, but I would be very mucus surprised if water was not located at a shallow depth, mainly that the elevation of the water was not located at a shallow depth, mainly that elevation of the river. They decided that they would go ahead and run a perc test and as it turned out, they couldn't hold any water in the perc test holes due to the strata of river rock that the property is on. I don't see any way they can rectify all of those various concerns. I further indicated the law which goes into effect October of 1975, which states that any existing septic system which is in violation of the ground water minimum depth will then have to be rectified. One thing that they indicated, and were a little hesitant afterwards, though the building was built as a garage, there is an apartment in it, and someone is presently living there. The dwelling is therefore improperly occupied. This particular lot is located between an irrigation ditch, the Marolt ditch, and Castle Creek. The drywell is apparently about 50 feet from Castle. Creek and 30 feet from the ditch. Permit records indicate there is a 1000 gallon septic tank and 400 square feet of absorp� on area in the drywell. I told him the absorption area would have to be increased to handle the (:ffluent from the new house that is proposed. Currently there is a garage with living quarters above.
