RE: Pre-Application Conference of 5/13/96
Dear Ms. Schaffner:
In accordance with the requirements set forth in the reference, I
am forwarding to you the application for a Height Variance to be
heard before the Pitkin County Board of Adjustment.
It is requested that this item be placed on the agenda for review
by the Board of Adjustment at the July 2nd meeting date pursuant to
the policy of the Board of County Commissioners (BOCC) that
essential community facilities be offered calendar priority.
As we discussed in the reference, this project is also before
Community Development for Scenic Foreground Overlay Review and
Minor Amendment to the Airport Master Plan. I understand that, in
the normal flow of administrative actions, staff would have the
Foreground Review and Minor Amendment approved prior to requesting
a height variance before the Board of Adjustment.
Since our dicussion, I have been informed that this project will be
brought before Community Development for review on the same date,
July 2nd. I have arranged through Ms. Ronda Harris scheduling so
that I might accomplish both hearings on the same date. Since this
project has a relatively specific timeline with the FAA and
National Weather Service (NWS) to begin in late August or early
September, I am requesting a hearing before the Board of Adjustment
based upon the Community Development's existing schedule with the
caveat that the approval of the height variance be contingent upon
the approval of the Scenic Foreground Review and the Minor
Amendment.

SUBJ: Height Variance Application Related to the Automated
Surface Observing System (ASOS) at the Aspen/Pitkin
County Airport (Sardy Field)
RE: Section 3-60.40, Pitkin County Land Use Code
The airport is seeking approval for the replacement/relocation of
the existing weather observation and reporting equipment with an
Automated Surface Observing System (ASOS) The Pitkin County Board
of County Commissioners is providing the land for the ASOS site.
Project Background/Description:
The existing equipment on the airport includes a ceiliometer, used
to measure cloud ceiling heights, and wind sensing instruments
located on a tower north of the north general aviation parking ramp
and just west of the proposed new site for the ASOS. The current
tower for the wind instruments has a red obstruction light located
on top of the tower. ASOS replaces all these instruments, and the
proposed site will be placed totally inside the security fence.
While greatly contributing to the modernization and safety concerns
of the National Weather Service (NWS) and the FAA, ASOS gives
pilots near 'real-time' surface weather observations At Sardy
Field, weather information from the ASOS will be fed into the air
traffic control tower and will be given to pilots by tower
personnel in direct radio communications conducted between pilots
and tower/radar approach controllers.
The bulk of the funds for replacement of existing equipment with
ASOS comes from the FAA; the remaining portion comes from the
National Weather Service (NWS)/National Oceanic & Atmospheric
Administration (NOAA).
No buildings of any kind are related to the ASOS. The site is
proposed to be 1,000 feet south from the threshold of Runway 15,
the airport's primary landing runway, and 425 feet east of the
runway centerline.
The positioning of the site is dependent upon the functions to be
performed by the ASOS, i.e. weather reporting, from a specific
point on the airport, and siting options are limited due to the
mountainous terrain and the requirements of the NWS. ~a,a~ea~

Weather reported by ASOS is disseminated by the FAA Air Traffic
Control Tower (ATCT) to pilots who then use the information in
making takeoff, landing, and instrument approach and departure
decisions, and is, therefore, directly related to the weather and
wind conditions of the airport's runway, Runway 15-33.
All of the sensor instruments at the site are painted white with
the exception of the wind sensor probe (the tower) which is
normally painted orange and white stripped in accordance with
Federally mandated airport obstruction marking requirements.
However, to make the site more visually acceptable along the
Highway 82 corridor, airport staff has requested the wind tower be
painted white without the orange striping.
HEIGHT VARIANCE:
The height and bulk of the structures included in the ASOS site are
controlled by the functional requirements of the sensors themselves
and are not subject to any options in design. The height of the
wind sensor, the tallest sensor in the array, will be 30 feet hiah
from the ground elevation of about 7,682 feet MSL, or 7,712 feet
MSL. This height includes the actual tower height of 26 feet plus
four feet of height for the mounting of an antenna, a red
obstruction light, and the wind sensing instruments. It is for
this 30' tower that a two-foot variance is being requested.
Airport staff has been in direct communication with the ASOS
Acquisition Office in Silver Spring, Maryland, and has determined
that the 30' tower is actually the shorter of the two production
designs. The other design has a tower that is 37' high, so we are
actually being offered the lower of the two designs.
Landscaping around the proposed site would interfere with the
siting requirement of the ASOS. Sensors that track events such as
moisture, dew point, temperature, and precipitation type must be
located in an area away from sudden changes in topography or
vegetation.
Similar to the existing wind sensor tower (which will be replaced),
the ASOS will be lighted by only one red obstruction light at night
in accordance with FAR Part 77 requirements. This lighting is for
aeronautical safety purposes only.
Staff Interpretation: This project is a real "aviation safety
PLUS" for the airport. While the Air Traffic Control Tower
personnel are certified weather observers, their observations are
approximations compared to what this system can provide. The ASOS
provides real, on-call weather information to pilots and air
traffic controllers alike, and the system will relieve controllers
of having to make weather observations. ASOS removes the human
subjective factor.

Installation of ASOS at Sardy Field, the third busiest commercial
service airport in Colorado, also supports the 'big picture" for
the FAA & NOAA/NWS in their efforts to modernize the weather
observation system throughout the United States and the Western
Slope of Colorado.

RESOLUTION OF THE PITHIN COUNTY, COLORADO
BOARD OF ADJUSTMENT
GRANTING A HEIGHT VARIANCE FOR ASPEN/PITKIN COUNTY AIIiPORT
Resolution No. 96-16
WHEREAS, Aspen/Pitkin County Airport is requesting approval of a 6' height variance, for the
installation of an Automated Surface Observing System (ASOS); and
WHEREAS, 20' is allowed for accessory stntctures in the PUB zone district; and
WHEREAS, the subject property is described as Aspen/Piktin County Airport, Highway 82 ;and,
WHEREAS, the Boazd of Adjustment is vested with the power to grant or deny such variances by
virtue of Title II, Section 7-10.30, Pitkin County Code (Land Use Code) and Colorado Revised
Statutes, 1973, 30-28-118(2) (C); and,
WHEREAS, based on the evidence presented, the Board of Adjustment makes the following
findings:
1. Proper notice procedures, including the notification of all adjoining property owners, has been
shown by the applicant.
2. The required hazdship or practical difficulty has been established.
3. Granting such relief will not cause substantial detriment to the public welfaze and will not
substantially impair the intent and purpose of the Zoning Resolutions and the zoning maps.
NOW, THEREFORE, BE IT RESOLVED by the Boazd of Adjustment, that, due to public safety, a
6' height variance be granted, for installation of an ASOS tower, as shown on the attached plans
(Exhibit "A"), with the conditions that the applicant exercises its best efforts to cause removal of
the existing tower within 60 days of the certification of the ASOS tower and that the ASOS tower
be painted off-white/gray. -
WARNING: Any violation of the terms of this resolution may result in rehearing and possible
revocation.
The Resolution was adopted by vote of the Boazd of Adjustment of the County of Pitkin, State of
Colorado.
