Racers can run the 5k or bike the 22k or race both in a Duathlon format. This event is a benefit for two non-profit groups, the Aspen Valley Ski Club and Mountain Rescue. Schedule: Sunday, August 3th 8am 5k & Duathlon Start 9:40am 22k Bike only Start Participation: 500 athletes are estimated for 1997 Event History: '93 = 762, '94 = 380, '95 = 472 '96 = 398 Spectators: 100 - 200 Event staff: 60 Impacted Areas: Maroon Creek Road bike path, High School Road and Maroon Creek Road from Aspen High School to Maroon Bells. Please see attached letters. Prevention: the Hard Rock Cafe has secured 1 million dollars worth of insurance for all involved parties. They include: City of Aspen, Hines Interest, USFS, Pitkin County, Aspen Valley Ski Club, Mountain Rescue, and Quality Time Events. 1 . All participants must sign waiver that reviews dangers of competition, bike riders must wear helmets and abide by the "Yellow Line Rule." 2. Quality Time Events is responsible for the organization of this event. We have organized the last 4 Hard Rock Races. In addition, we have organized the following events in Pitkin County: Boogie's Diner Aspen Buddy Five Mile 1992 - 1997 Race for the Cure® 1993 - 1997 Ride for the Pass 1995 - 1997 Ducky Derby Waddle 1995 - 1997 • • Pre Event planning: The experience of previous races has helped with identification of possible, as well as, actual problems in this type of event. Each year after the event is over, a review of procedure is completed and recommendations implemented. 1 . QTE met with Scott Messina of Mountain Rescue and talked to the Emergency Management Coordinator to establish this emergency medical procedure for race day last year. 2. In April, we notified the Aspen Ambulance District of all of our summer events as per their protocol. 3. Our director of course, Ned Ryerson, will review the course prior to race day and will mark all natural and man-made hazards on race day with our rented cones and barricades, as needed. 4. The director of course will meet with all course marshal volunteers prior to the race to review their specific responsibilities which includes traffic control, race rule enforcement and emergency response. 5. The event chain of command has been formulated by Scott Messina and QTE. 6. The events organizer's safety training is limited to Advanced First Aid and CPR. Therefore, QTE has enlisted the assistance of several EMT personnel. 7. At the Start of each race, course rules and safety issues will be announced with the use of a megaphone to all participants. 8. The Aspen Valley Ski Club is providing volunteers for all aspects of the event to include: course marshals, refreshments, registration, aid stations, site set-up and clean-up. Emergency Response Plan: As stated earlier, QTE has worked with Mountain Rescue over the last four years of this event, to develop this Emergency Plan. The Accident Detection/Dispatch procedure is as follows: • In the racers pre-race instructions, the importance of self reliance will be stressed, this includes the duty to inform a marshal, a split timer at mile marker and/or Medical Personnel on course of any and all accidents to fellow racers. This is the primary mode of injury detection and location. • Medical personnel will be sweeping the 5k race, riding a bicycle behind the participants. For the 22k bike race, 2 medical personnel will be positioned at the turn-a-round point and one at Silver Bar Campground, each with a vehicle, medical kit and a radio. • There will be several course marshals along the 5k and 22k race routes, some with Aspen Skiing Company radios (please see attached Course Marshal list). In the case of an emergency, or notification from a participant, they will radio medical personnel to standby. • The course marshal will ask the racer if he/she requires any aid. If the racer is injured and needs medical attention, the marshal will request medical personnel to that location and stay with the injured racer. • • • The medical personnel will attend to the injured racer as best they can. From this first response effort, they will attend to scrapes, "road rash," & basic first aid and determine transportation requirements for the racer. • The finish line will be equipped with an EMS ambulance for the occasion of a more serious accident. Steve Wolzack, our communications director, will be stationed at the finish line with an Aspen Skiing Company radio • A final sweep of the course will be used to assure location of every competitor by the end of the race. It is important that all racers leaving the course, for medical or any other reason, check-out of the event by notifying a marshal, who then will notify Steve Wolzack, so that we do not search for someone who is already back home. Communication: The Aspen Skiing Company has provided radios for event communications. One frequency will be used; it will be the communication link between administrative and emergency response. An aid station for the 22k bike course will be located at the rest area turn-a-round point. Toilets: two portable toilets will be located in the finish line/transition area and one will be located at the Hard Rock Cafe for the start. Traffic Control: the forest service will temporarily move their traffic turn around point from T-Lazy-7 to the Aspen Highlands parking lot for race morning only. This eliminates all morning traffic to Maroon Bells. As part of the USFS Special Event permit, we will distribute a notice, of the event, to all weekend campers asking them to consider spectating in the morning hours and to be aware of cyclists. In cooperation with RFTA, we will start the Bike only event strategically after the RFTA bus has begun its route up to the Bells. Parking: Duathletes and Bike only racers will park in the Aspen Highlands parking lot under the direction of our parking officials. 5k runners only will have parked on city streets in town. Noise Variance: we will have amplified music at the finish line only. Our noise variance was secured during the City special event permit process. It has been our responsibility every year to distribute a notice to neighbors surrounding the Aspen Highlands. Emergency Response Funding: Hard Rock Cafe Weather Contingency Plan: The event is impacted very little by weather, but if severe weather conditions occur, this event can be canceled. Emergency access routes: The 5k running course is on city streets and bike path accessible from street/road. The emergency access route is Hopkins Street and Maroon Creek Road. The permit for the event should be completed by the end of this week, and ready for your signature agreeing to the terms of the permit. As a follow-up to todays meeting, I will confirm where the turn-around at the lake will best work for the event and our normal operations, and print up some hand-outs for the campers in the "Silvers" Campgrounds. We will once again require you to have road marshals along the Maroon Creek ' Road in various locations, These wil] he the same as those that were required last year. Deborah Quinn, Rich :Walker and Darryl Grob in attendance. Following a finding by the Pithrt County Attorney's office that the Aspen Ambulance District may compete for Special Events and given that the original Resolution !-13O creating the Aspen Ambulance District calls for the Disrict to contract for Special Event coverage and includes Special Event coverage revenue in the original budget attached to the Resolution, :t is the intent of the Aspen Ambulance District to compete.for Special Event coverage within the District for a fee using a second ambulance and medics not on primary rv. It is telt that this Svec al Event coverage will allow for increased training of Aspen Ambulance aid Aspen Fire Department EATS Personnel, thereby increasing the Co my's medical capability and expertise. This should also help defray Aspen Ambulance District costs thereby modestly decreasingftclure dependence on possible tnill levy increases to the taxxpayer. As well; two staffed ambulances in the District during Special Event coverage will effectively double our capability m the event of a disaster This Special Event coverage is with the understanding that the District have available resources for this coverage as determined by tlx Aspen Ambulance Director and that any staffed ambulance being used for this coverage eat be pulled for use at any!MISS casualty incident that might occur within die District.
