Melissa Jackson (hereafter, the "Applicant") has applied to the Director for approval of Special Event Permit to conduct a benefit fundraiser on August 3rd, 2018 at the Aspen Ski Company owned Buttermilk Parking Lot. The event will consist of dinner, music, and a fundraising benefit for the Aspen Art Museum and will be held from 6:OOPM to 10:30 PM. A maximum of 650 people will attend the event throughout the evening. The Applicant has also proposed using the Pitkin County owned Stapleton parking lot adjacent and west of the subject site for parking for event participants on the evening of the event. The Stapleton parking lot will not be used for construction staging. The Applicant has obtained a Right of Way permit for use of the lot from Pitkin County Public Works. 3. The Pitkin County Sheriff's Office, County Engineer, Communications Department, and the Aspen Ambulance District have all been made aware of the event. No comments in opposition were received. 4. The Applicant has provided proof of liability insurance naming Pitkin County as an additionally insured. The event will use the "Bumps" restaurant liquor license for the serving of alcohol, and food will be served from the "Bumps" restaurant which has secured a food license from the Pitkin County Environmental Health Department. 5. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. We will have an ambulance staged for the event. The EMT will be onsite from 6 PM - 11 PM. Once an emergency is detected we will contact the appropriate provider, either 911, hospital, police or fire department. We will request assistance by calling the appropriate personnel; either onsite personnel (EMT or security) or off site personnel (fire department, police, and ambulance) and explain the problem and ask for help. If we have a medical emergency we will have an EMT there and we will call 911 for additional help if needed. If we have a fire emergency we will call the fire department and vacate everyone out of the tents and escort them to Buttermilk entrance plaza until it is safe to return. We will have fire extinguishers in every tent • 5 fire extinguishers in the auction • 6 fire extinguishers in dinner tent • (see site plan in section 2 for locations of extinguishers) o We will have three generators that will power all of the tents. o See attachment for safety plan o We will have multiple exits in all of the tents and attendees will be able to vacate through them and follow staff to safety • 3 entrances/exits in the auction tent- 1 emergency exit • 3 entrances/exits in the dinner tent and 3 emergency exits Our inclement weather contingency plan is to keep guests in the tents unless it is determined that we need to move guests into Buttermilk Mountain Lodge. The event poses no risk to participants. No the event does not occur in the wilderness, swift open water or mountainous terrain. No we will not be using a fixed wing or rotor aircraft. These shuttles will run from the AAM (637 E. Hyman Ave.) to Buttermilk. They will from 5:45 pm to 8:00 pm; and then again from 10:30 pm until the conclusion of the event. Shuttles will drop guests off at the tent structures via the parking lot and Owl Creek Road. Signage will be placed in key locations to direct traffic. If guests take a taxi or limo to or from the event they will be dropped off/picked up at Buttermilk parking lot. If guests arrive by bus they will walk from the bus stop. Objective - To have all guests arrive and depart the event in an organized, safe and timely manner. All staff will be prohibited from alcohol and drugs. No need for a family friendly seating area. Yes we will have alternatives beverages besides alcohol. We will not let drivers who are intoxicated pick their car up from the valet parking, we will arrange a ride instead. Accessibility Plan: Yes there will be a clear path for travel throughout our event venue. There will be ramps leading to all tents. Yes we have developed a parking and transportation plan for disabled attendees. We have also provided a shuttle service that will be able to transport a disabled person from the tent site to Belly Up for the after party. Yes, there will be portable restroom trailers, one will be accessible. Yes all food and beverage areas will be accessible. All tents will have entrance ramps and multiple entrances and exists. Yes all signage will be placed so it's not affected by pedestrian flow. Yes we will have adequate egress lighting so that our event can operate beyond dusk.
