HomeMy WebLinkAboutbocc.res.008.2019 l EMERGENCY RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS ('BOCC") OF PITKIN COUNTY, COLORADO,AUTHORIZING A TEMPORARY WAIVER OF THE PITKIN COUNTY POLICIES AND PROCEDURES MANUAL POLICY 3.10, RECRUITMENT AND SELECTION RESOLUTION NO. �O2, 2019 RECITALS: WHEREAS: Pursuant to Section 2.8.3 (Actions)of the Pitkin County Home Rule Charter ("HRC") official action by formal resolution shall be required for all actions of the Board of County Commissioners ("BOCC") not requiring ordinance power on matters of significant importance affecting citizens. WHEREAS: Pursuant to Section 2.8.5 of the HRC the Board is authorized to approve emergency resolutions, which shall become effective immediately upon adoption. WHEREAS: The second shutdown of the United States Federal Government :n 2018, which has continued into January 2019, began at midnight EST on December 22, 2018. WHEREAS: Because of the shutdown, approximately 800,000 federal employees that have been working for the affected agencies are on furlough. Job types affected are federal corrections officers. FDA food inspectors. NASA employees, TSA staff. Border Patrol staff,Census staff, National Park Service staff, and members of the Coast Guard and Federal Aviation Administration air traffic controllers. WHEREAS: On January 11, 2019, federal workers for agencies shutdown or furloughed, missed their first paycheck since the shutdown began. WHEREAS: The BOCC realizes the hardship for these federal workers and their families and would like to assist in helping a limited amount of the workers who reside in our local communities to obtain temporary On-Call employment fon a case by case basis}with Pitkin County, to assist them in being able to pay the cost of their mortgages and other etipenses. Any temporary job filled by a furloughed employee will not displace other employees currently working for Pitkin County and the temporary waiver will only be for a period of time until the government shutdown ends. WHEREAS: The BOCC finds that due to the federal shutdown and the immediate need to assist some federally furloughed workers that it is appropriate to temporarily waive Policy No. 3.10 Recruitment and Selection of the Pitkin County Policies and Procedures Manual, for qualified workers who can comply with the criteria as attached hereto in Attachment A. WHEREAS: The BOCC further finds that it is in the best interests of the citizens of Pitkin County and the outlying communities,to approve this Resolution. NOW, THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that it hereby adopts an Emergency Resolution Authorizing a"Temporary Waiver of the Pitkin County Policies and Ptocedures Manual, Policy 3.10, Recruitment and Selection. allowing the county to hire Federal employees furloughed during the Federal Government shutdown pursuant to Attachment A, and authorizes the Chair to sign the Resolution and upon the satisfaction of the County Attorney as to form, execute any other associated documents necessary to complete this matter.
