GROUP MEMBERS FOR THE ASF:VISION PUBLIC OUTREACH PROCESS
RESOLUTION NO. 6 -2019
RECITALS:
WHEREAS: Pursuant to Section 2.8.4(Actions)of the Pitkin County Home Rule Chatter
( 'I IRC"), all matters not required to be acted upon by ordinance or formal resolution may
be acted upon by tnformal resolution.
WHEREAS: Pitkin County has been advancing the development of a replacement
terminal and airfield improvements at the Aspen/Pitkin County Airport. The process
involves extensive coordination and vision to ensure any investments are reflective of the
needs of the local community, the air services markets, regulatory agencies, and the
airlines/air service providers. This process began prior to 2012 with an update to the airport
Master Plan and Airport Layout Plan. Airspace and industry trends have been studied since
2013 with the airport's Air Service Study. In 2015, the airport embarked jointly with the
Federal Aviation Administration (FAA) assessing the environmental effects of these
improvements and advancing the county's eligibility for federal funding and regulatory
approval of the project. The Aspen-Pitkin County Airport Improvements Environmental
Assessment received a Finding of Nu Significant Impact (PONS!) from the FAA in July of
2018.
WHEREAS: Pitkin County seeks to co-design and co-create the next phase of the project
with its community in an open, inclusive and transparent forum. This effort begins by re-
engaging the public through the development of the community's Vision for Aspen/Pitkin
County Airport.
WHEREAS: On October 9, 2018, the BOCC gay e direction to the Aspen/Pitkin County
Airport to begin advertising for four community advisory groups to provide salient
stakeholder perspectives and establish community priorities, as well as consider technical
information to help inform decisiommaking for the ASE Vision public outreach process.
WHEREAS: Pitkin County received 116 applications between October 25, 2018 and
December 14, 2018 electronically, by mail, hard copy delivery or by phone from a broad
cross section of the Roaring Fork Valley.
W HEREAS• On January 15, 2019 and January 22, 2019, the BOCC heard staff
recommendations on advisory group structure, make up and selections, as well as the
approach to meeting organization and management that will foster a 2 way dialogue
between the county and its communities on the future of Aspen/Pitkin County Airport.
WHEREAS. Between January 15, 2019 and January 22, 2019, staff provided, at BOCC
request,considerations for the size of the advisory groups, and evaluation of applicants'
previous airport committee experience, representation, expertise, and location, that
culminated in the assignment of applicants to each working group or the Airport Vision
Committee. For applicants not selected for an ads isory group, staff recommended
partnership(tenons to ensure an inclusive approach.
WHEREAS; Pitkin County is establishing the Airport Vision Committee, the Community
Characiet Working Group. the Technical Work ing Group, and the Airport Experience
Working Group to meet 6 times in 21)19 in order to understand Federal decisions that apply
to the Aspen/Pitkin County Airport. determine future air service needs and the trade-offs
associated with achieving it.consider the affordability of improvements and risks.and.
develop the Vision for the Airport that will help prioritize any improvements or
investments.
W HERI AS: In response to the strong community response to the advisory group
application process, Pitkin County is establishing issue specific locus groups to support the
work of the advisory groups. The focus groups will play a critical role in refining concepts,
translating complex topics and sharing information community-wide throughout the ASE
Vision effort.
WHEREAS: The Airport Vision Committee is the overarching committee that the
working groups report to, focused on overall project development. The Community
Character Working Group represents the gateway community perspective, and the
viewpoint of the airport's neighbors, and ensures the preservation of community character
and values. The Technical Working group is charged with distilling complex topics to
salient project infoimation for public consumption, and the Airport Experience Working
Group tepresents marketing, tourism,and the hospitality industry perspective and the
overall customer experience. Remaining applicants become members of the ASE Vision
focus groups that will be called upon throughout the year. similar to the advisory groups,
ensuring diversity in perspectives and open dialogue between the County and its public.
WHEREAS: The 13OCC has determined through thoughtful, transparent decision-making,
the assignment of applicants to each advisor y gtoup (as attached) and has established an
avenue for all applicants to be part of the ASE Vision Process.
WHEREAS' The ROCC I that ii is in the hest interests of the citieens of Pitkin County
to apps,me this Resolution.
NOW,THEREFORE, Bit IT RESOLVED by the Boaid of County Conumssioners of
Pitkin County, Colorado that it hereby adopts a Resolution approving appointments for the
community advisory group membership fol the ASE Vision Public Outreach Process and
authotizes the Chair to sign the Resolution and upon the satisfaction of the County Attorney
as to form,execute any other associated documents necessary to complete this matter.
