RESOLUTION OF THE BOARD OF COI,NTY COMMISSIONERS ("BOCC")OF
PIT KIN COUNTY, COLORADO, AUTHORIZING SUBMITTAL OF A GRANT
APPLICATION TO THE STATE OF COLORADO DEPARTMENT OF LOCAL
AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE FUNDS. AND IF
APPROVED,TO ACCEPT THE GRANT FOR THE BROADBAND MIDDLE MILE
PROJECT
RESOLUTION NO. ei3( -2018
RECITALS:
I Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter
("HI2C"),all matters not required to he acted upon by ordinance or formal
resolution may he acted upon by informal resolution.
2. The State of Colorado Department of local Affairs earmarked$20 million in
Energy and Mineral Impact Assistance Funds (EIAF) to assist local government
investment efforts in middle-mile broadband infrastructure. As of March 2018,just
under 81 million remains.
3. In 2015, Pitkin County received $150,000 from the Department of Local Affairs
HAY Broadband Fund in 2015 to complete its middle-mile planning efforts and
develop a preliminary broadband middle-mule network design. In 2016,Pitkm
County was awarded $896,800 from EIAP for the i first phase of implementing the
broadband middle mile network— including the redevelopment of three
communication sites and a microwave backhaul loop.
4 Pitkin County is requesting GLAD funds from the Department of Local Affairs for
the second phase of the broadband middle-mile network. The purpose of the grant
request is to assist with funding the secondary towers and extending the deployment
of broadband from the mountaintop sites to the valley floors.
5. The HOC(' finds applying for this gram and acceptance or such grant, if awarded by
the Department of Local Affairs Energ) and Mineral Impact Assistance Program, is
in the hest interests of the citizens of Pitkin County to approve this Resolution.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County,Colorado that it approves a resolution authorizing Pitkin County to submit a
grant application to the State of Colorado Department of Local Affairs Energy and Mineral
Impact Assistance Funds, and if approved,to accept the grant for the Broadband Middle
Mile Project, and authorizes the Chair to sign on behalf of the county.
