The Financial Management Services (the “Agreement”) dated October 1, 2018 between the Board of
County Commissioners of Pitkin County (the “County”) and Ricondo & Associates, Inc. 1917 Palomar
Oaks Way Ste. 350 Carlsbad, CA 92008 (the “Contractor”), shall include the following services.
1.Contractor’s Obligations. Contractor shall provide the services listed below and described in more detail
in the attached project Scope of Work.
• Develop PFC Strategy and Draft Notice of Intent Materials
• Airline Consultation and Public Notice
• Submit PFC Notice of Intent and Air Carrier Notification
2.Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of fifty one thousand seven hundred fifty
dollars and zero cents ($51,750.00) for all services rendered. By Task Order or Task Order
Amendment, the County and Contractor may reallocate the budget among project tasks if the total
budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours
worked, with payment expected within thirty (30) days of invoice, but any payment by the County
may be offset by any amount the Contractor owes the County for any reason.

Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order A-2 and PFC Support Services. Invoices shall be sent electronically in
PDF format to jennifer.mitchley@aspoenairport.com.
3.Pitkin County’s Obligations. Pitkin County shall administer this contract through a County
Representative. Chris Padilla, Airport Controller will manage the project as the County’s
Representative. The services provided and products delivered by the Contractor under this contract
will be subject to review by the County’s Representatives, or a designee, for compliance with
Contractor’s obligations prior to final payment.
4.Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.

CONTRACT # 110.2018 BUDGET # 404.69.94799.82009 AIRPORT BUSINESS AND FINANCIAL CONSULTING SERVICES SCOPE OF WORK – TASK ORDER A-2PFC SUPPORT SERVICES
In accordance with its October 2018 Master Service Agreement for Services (Contract # 110.2018), the County of
Pitkin (County) has requested that Ricondo & Associates, Inc. (Ricondo) provide Passenger Facility Charge (PFC)
support services for the Aspen / Pitkin County Airport (Airport). In response to this request, Ricondo has prepared
the following scope of work for associated with the development and implementation of a PFC Notice of Intent in
accordance with Federal Aviation Administration (FAA) regulations.
In general, this task will include development of a PFC strategy, preparation and participation in up to three (3)
telephone conference call meetings with the FAA; development of the necessary documentation for the airline
consultation meeting and public notice; participation in the airline consultation meeting; preparation of all
documentation for the submittal of the PFC Notice of Intent; and preparation of the final notification to the airlines
upon approval by the FAA.
Ricondo proposes to provide the following services in conjunction with this task order:
1. DEVELOP PFC STRATEGY AND DRAFT NOTICE OF INTENT MATERIALS
Ricondo will meet with County staff to gather data, discuss a project PFC approach, determine projects to be
included in the Notice of Intent, review and discuss available information related to the identified projects and
confirm a project schedule. After the meeting, Ricondo will finalize, review, and confirm projects to be included in
the PFC Notice of Intent. During this on-site meeting, Ricondo and the County will conduct a conference call with
FAA Denver Airports District Office (ADO) staff to review the County’s proposed PFC Notice of Intent. Ricondo will
attempt to schedule this meeting during the on-site rental car workshop as described in Task Order B-1 (Rental
Car Services). If these meetings can be held during the same site visit, Ricondo will prorate its travel
expenses accordingly between the two (2) Task Orders.
Based on this meeting, Ricondo will prepare a draft of relevant information to be included in the PFC Notice of
Intent for review by the ADO staff prior to submittal of the final PFC Notice of Intent. This review will allow the FAA
to offer preliminary feedback on the eligibility of each project and the completeness of the draft PFC Notice of
Intent. While the FAA’s feedback is not binding, it will provide the County with a preliminary indication of what the
FAA’s Final Agency Decision (FAD) will be after its formal review.
The draft PFC Notice of Intent will include a preliminary 5500-1 form, Attachment H, and other relevant information
to allow the FAA to conduct a comprehensive review and to acknowledge that all PFC criteria and procedures are
being met or are being properly planned. Ricondo will assist the County in developing the project descriptions as
well as the justification, objective, cost detail, and any other supporting documentation required. Once the FAA
provides feedback on the draft Notice of Intent, Ricondo will incorporate the same into a final version. Ricondo will

2.AIRLINE CONSULTATION AND PUBLIC NOTICE
Ricondo will prepare the required consultation notice for distribution to the airlines and the public notice required
to be posted on the County’s website. Ricondo will attend (1 Ricondo staff member) and direct a PFC airline
consultation meeting at the Airport and ensure that the proper procedures are undertaken and documented.
3.SUBMIT PFC NOTICE OF INTENT AND AIR CARRIER NOTIFICATION
Ricondo will finalize the PFC Notice of Intent while awaiting airline comments, incorporating and responding to
airline comments that arise, and will submit the original and required copies of the PFC Notice of Intent to the
County for transmittal to the FAA. Once the PFC Notice of Intent is approved, Ricondo will notify the airlines as
required.
4.SCHEDULE
Assuming the County issues a notice-to-proceed in January 2019, the scope of work and schedule would be
undertaken within approximately six months and be concluded by July 2019, which includes submission of the PFC
Notice of Intent in May 2019. A proposed timeline is shown below; however, a delay in any task could delay
subsequent tasks.

spreadsheet.
3 Airline Comment period and Public Notice Comment period are 30 days, as required in the PFC Regulations (14 CFR § 158.23 and 14 CFR
§ 158.24).

Subject: Independent Fee Estimate for PFC Application
Aspen/Pitkin County Airport.
This Memorandum presents the results and key assumptions used to prepare an Independent Fee
Estimate (IFE) for a PFC Application for Aspen/Pitkin County Airport.
IFE RESULTS
The IFE was prepared using standard Kimley-Horn rates employed on other ongoing PFC Application
projects. The allocation of hours among staff categories represents a reasonable distribution of
budget among support, junior, mid- and senior-level staff. The total PFC IFE was calculated to be
$55,352, with the budget allocation among tasks, travel, and direct expenses shown in the table
below.

ASSUMPTIONS
The following key assumptions were used to complete the IFE:
The Scope of Work narrative appears to be complete
Travel (or person trips) was determined based on the scope of work, with judgements made
regarding the number of consultant staff attending meetings. Travel costs (2 discrete person-
meetings) were calculated based on an average cost per person trip of $1,710.
It is understood that Ricondo will leverage meetings associated with their Rental Car Task to
accomplish some of the PFC client meeting requirements
The Scope of Work includes appropriate amount of consultation with the sponsor, the FAA
and the airlines
The project schedule appears to be reasonable given how PFC are typically developed and
approved.
The complete excel file containing two tabs – one for labor, the other for expenses has been provided
via this transmittal.
