Box 1248 Aspen, CO 81612 Attention:Mr. Victor Gerdin Subject:Soils and Foundation Investigation Timing Structure Base of Aspen Mountain Aspen, Colorado Project No. GS05405-145 This letter presents the results of our soils and foundation investigation for the planned Timing Structure at the base of Aspen Mountain in Aspen, Colorado. The purpose of our investigation was to evaluate the subsurface conditions at the site and provide foundation and geotechnical engineering recommendations for the anticipated construction. Our recommendations were developed from da- ta obtained during our field exploration, laboratory testing, engineering analysis and our experience with similar conditions. Site Conditions The site is about 600 feet uphill from the Lift l A loading platform. The structure location is on a small path at the top of a small island of trees which separate two ski runs that end at the Lift l A loading platform. The ground sur- face is slightly sloped down to the south at the planned structure location with steeper pitched grades on adjacent ski slopes. A vicinity map is shown or oq,yoi Ill\11 1. AUG O1 206 Anticipated Construction CommunityDevelopment The structure will be a single-stor'y wood-framed building with footprint di- mensions of roughly 14 feet wide by 32 feet long for a total of approximately 450 square feet. No below grade construction is planned. The structure will not be equipped with plumbing or heat. A "deck" area will likely be located adjacent to the building for loading and unloading of snow- cats and for storage. Anticipated foundation loads will be less than 1,000 psf. Subsurface Conditions To investigate subsurface conditions, we observed the excavation of one exploratory pit (TP-1) at the approximate location shown on Figure 2. Excavation operations were directed by our laboratory and field manager who logged the soils observed in the pit and obtained samples. A graphic log of the soils ob- served in our exploratory pit is shown on Figure 3. Subsurface conditions observed in our exploratory pit consisted of 0.5 feet of clayey sand topsoil with roots and other organic matter underlain by natural sandy gravel with cobbles. The exploratory pit was excavated to a maximum depth of 5 feet deep. Our observations indicated the natural gravels were dense to very dense. Free groundwater was not encountered in our exploratory pit at the time of exploratory excavation operations. The exploratory pit was backfilled immediately after exploratory excavation operations were completed. A bulk sample of the gravel was obtained for laboratory testing. Gradation test results are shown on Figure 4. The gradation result is reflective of only the smaller par- ticle sized soils; the gradation does not reflect the larger cobbles or boulders. Earthwork Excavations can be accomplished using conventional, heavy-duty excava- tion equipment, such as trackhoes, Excavations will encounter large cobbles and very likely boulders. Sides of excavations that are more than 4 feet deep will need to be sloped to meet local, state and federal safety regulations. We expect the natural gravel in excavations will classify as a Type C soil based on OSHA standards governing excavations. Temporary slopes should be no steeper than 1.5 to 1 (horizontal to vertical) in Type C soils according to OSHA standards. The required excavation footprint area is relatively small and the depth is minor. However, the presence of cobbles and boulders will result in a larger than required excavation footprint and depth. The presence of large cobbles and boulders also renders the installation of drilled foundation elements and hand excavation not practical. The natural soils are appropriate to support footing foundations. The removal of larger cobbles and boulders will result in areas of over excavation and the need to place structural fill below footings. It is important to properly place and compact structural fill. Fill should be moisture treated and densified to reduce fill compression and excessive infiltra- tion of surface water. Letters\GS05405 146 Le.doc backfill, provided the soil is free of rocks larger than 3 inches, organics and de- bris. The reuse of the existing soils may not be practical because of the need to process the soil. Import of a manufactured aggregate base course or similar soil would be a good structural fill material. Structural fill should be placed in loose lifts of 10 inches thick or less, moisture treated, and compacted to at least 100 percent of standard Proctor (ASTM D 698) maximum dr·y density. Fill placed as foundation backfill should be placed similarly, but compacted to 95 percent of standard Proctor (ASTM D 698) maximum dry density. Foundation Based on our field observation, laboratory testing and experience with similar sites in the vicinity of the project, we believe a footing foundation with maximum soil bearing capacity of 3,000 psf is appropriate. Considering the rela- tively small size of the structure floor, it may be advantageous to construct a concrete mat that would be both the foundation and floor. The edges of the mat could be turned down and insulated to provide frost protection. We expect set- tlement on the order of about 1 inch for footing foundations supported by the natural gravel and structural fill for footings. Recommended design and con- struction criteria for footing foundations are presented below. We can provide recommendations for a frost protected shallow foundation, if requested. Footing on Natural Gravel or Structural Fill 1. The structure can be supported by footing foundations supported on the undisturbed, natural gravel soils and compacted structural fill soil. Soils loosened during the forming process for the footings should be removed or re-compacted prior to placing concrete. 2. Footings constructed on the undisturbed, natural gravel can be sized using a maximum allowable bearing pressure of 3,000 psf. 3. Footings should have a minimum width of 16 inches. Foundations for isolated columns should have minimum dimensions of 24 inch- es by 24 inches. Larger sizes may be required depending upon the loads and structural system used. The use of hand or small equipment excavated pits and placement of shafts using sona tube can be used however, may be difficult from a constructability perspective. The bearing capacity would be the area of the shaft multiplied by 3,000 psf. 4. Foundation walls should be well-reinforced. We recommend rein- forcement sufficient to span an unsupported distance of at least 10 feet. We recommend the bottom of footings be constructed at a depth of at least 48 inches below finished exterior grades. The Aspen/Pitkin County building department should be consulted regarding required frost protection depth. Surface Drainage Surface drainage is critical to the performance of foundations. Ground surfaces should be sloped to direct runoff away from the structure. Backfill adja- cent to the addition should be moisture conditioned and compacted as recom- mended in the Earthwork section. The ground surface surrounding the structure should be sloped to drain away in all directions. Backfill around the exterior of foundations should be placed as described in the Earthwork section. Increases in the moisture content of the backfill soils after placement often results in set- tlement. Settlement is most common adjacent to north facing walls. Concrete Concrete in contact with soil can be subject to sulfate attack. Our experi- ence is that water-soluble sulfate concentrations in the area are negligible to mi- nor and constitute Class 0 exposure to sulfate attack for concrete in contact with the subsoils, according to the American Concrete Institute (ACI)Guide To Dura- ble Concrete (ACI 201.2R-01).For this level of sulfate concentration, ACI indi- cates any type of cement can be used for concrete in contact with the subsoils. In our experience, superficial damage may occur to the exposed surfaces of highly permeable concrete, even though sulfate levels are relatively low. To con- trol this risk and to resist freeze-thaw deterioration, the water-to-cementitious material ratio should not exceed 0.50 for concrete in contact with soils that are likely to stay moist due to surface drainage or high water tables. Concrete ex- posed to freezing and thawing should have a total air content of 6% 1 1.590. Limitations Our exploratory pit was located to obtain a reasonably accurate picture of subsurface conditions below the site. Variations in the subsurface conditions not indicated by our pit will occur. This investigation was conducted in a manner consistent with that level of care and skill ordinarily exercised by geotechnical engineers currently practicing under similar conditions in the locality of this project. Sincerely, Pitkin County Debbie Jessop JUL 2 4 2015 Permits Section WATER QUALITY CONTROL DIVISION Community Development XC:Permit File ASPEN +SNOWMASS Stormwater Discharge Management and Erosion Control Plan Updated June 1, 2014 Introduction and Overview Tliis Stormwater Discharge Management Plan has been prepared for construction activities at 4 mountains owned operated by Aspen Skiing Company in compliance with the requirements of the State of Colorado Stonnwater Discharge Permit application. It covers the approved construction activities expected to occur at Aspen Skiing Company until the year 2008. This plan will be amended annually. Aspen Skiing Company believes that the U.S. Forest Service's regulations and guidelines supersede those of the State of Colorado on Forest Service land, however, it is our objective to be in compliance with the Colorado Water Quality Control Act and the Federal Water Pollution Control Act so that State staff is informed of those activities and has a high confidence level that appropriate actions are being taken in regard to revegetation, dust control, erosion and other storm water issues. The Federal land use approvals necessary for these actions to take place are contained in various USFS Records of Decision (ROD), based on several Environmental Impact Statements (EIS) and Environmental Assessments (EA) for various NEPA reviews ASC's 4 mountains. The decision incorporated all the mitigation and monitoring requirements in these documents and they will be adhered to in regard to the construction activities covered by the ROD. The Forest Service has committed to a high level of review by its staff to ensure that all mitigation measures will be performed to the highest standards. An additional Forest Service employee, cooperatively funded by USFS and Aspen Skiing Company, will be overseeing constr·uction activities. In addition, the requirements from the USFS will be overseen by a full-time Aspen Skiing Company representative, the Summer Construction and Trails Supervisor on each mountain, whose responsibility it is to ensure that all activities are in compliance with all measures represented within this permit application. Construction Activities Continuous and ongoing construction activity and main ground disturbing activities include snowmaking pipe installation, lift installation, pond construction, critical trail grading, facilities, trail maintenance, and trail construction. Sequencing of Prolects Projects that involve ground disturbing activities will be sequenced iii the following manner: 1 ) identify project and area of ground disturbance, 2) establish project in the mountain specific Summer Construction Plan, 3) identify site specific Stormwater Management BMP's, 4) install all structural sediment controls, 5) grub and clear the site of surface vegetation, strip topsoiI if available for replacement, 6) conduct/complete grading activities, 7) iiistall topsoil and/or conduct final surface preparation activities, 8) apply seed and fertilizer at the prescribed quantities, 9) install and crimp mulch as necessary, 10) imigate as necessary to achieve satisfactory growth. Total Site Area The Aspen Skiing Company is a permittee under a Special Use Permit by the US Forest Service for the following acreage at each mountain. These areas are primarily used for winter recreation, downhill skiing/snowboarding, and a variety of summer activities. * Snowmass Mountain - 5,400 acres * Aspen Mountain - 1,250 acres * Aspen Highlands- 1,560 acres * Buttermilk Mountain - 950 acres Area of Disturbance The specific amount of ground disturbance will vary each construction season on each mountain. Soils Description Soils descriptions are included in the Natural Resource Management Plan, specific to each mountain, which describe and map the soil units at the specific sites and assess the erosion potential and limitations. Vegetation Description Vegetation on the mountains is classified into ten different groups; alpine, mixed conifer, lodge pole pine, aspen, natural grasslands, man-made openings, shrubs, riparians, open water, talus/non vegetated. Receiving Waters The receiving waters for Snowmass Mountain are East Snowmass Creek, Snowmass Creek, East and West Fork Brush Creek, Spring Creek, and they all flow into the Roaring Fork River. The receiving waters for Buttermilk Mountain is Maroon Creek which is also flows into the Roaring River. The Roaring Fork River is a tributary to the Colorado River. BEST MANAGEMENT PRACTICES (BMP) The Aspen Skiing Company Erosion Control Plan is based on the Colorado Department of Transportation (CDOT) Stormwater Management Plan and is designed to protect the natural resources in the project areas. The plan consists of, for the most part, two measures. The first is the use o f erosion and sediment control devices/practice during construction activities. The second control measure is an aggressive revegetation program described in the Revegetation Plan. Seeding and mulching will r be enacted within ten days after the completion of the soil disturbing or construction activity. The specific erosion control measures are detailed on the CDOT SMP.. Other erosion control measures will be used throughout the area as needed. One specific measure is water bars. They will be installed at appropriate intervals along cleared ski slopes and roads to limit distance that sheet runoff can flow unchecked. The water bars will divert runoff into the adjacent uncleared forest whenever possible. Where appropriate, energy dissipating structures I i.c., rock, hay bales, or slash piles will be installed to prevent erosion in the forested areas receiving the diverted slope runoff. The U.S. Forest Service assists in the designation of additional control measures, if any are needed. These measures may include, but are not limited to silt fencing, sediment basins, check dams. berms, mulching. revegetation, or natural materials will be used to decrease energy and reiiiove silt. ASC has a long history of successful revegetation efforts. The knowledge learned over the years on site will be applied to all aspects of this project. Revegetation ofthe disturbed sites will have four primary goals: (1) prevent soil loss and siltation of drainages as a result of removing forest cover: (2) establish vegetation that is compatible with existing native vegetation in appearance. composition. and permanence; (3) creating habitat that will support use by native wildlife; and (4) to provide quality skiing terrain. These goals will be accomplished by planting native grasses or species adapted to the area and using mulch to reduce soil loss and enhance the establishment ofseeding. Iii areas with steep skwes and shallow or erodible soils, much will be used in combination with an erosion control mat or netting to provide further protection of soils and seedlings. Follow-up measures, such as additional seeding and/or fertilization. will be applied as needed. The native seed mixes listed below have been selected to provide visual diversity, prevention of soil erosion and ensure that a variety of feed materials are available throughout the growing season. All supplied seed will be free of noxious weed seeds. A signed statement certifying that the seed furnished is from a lot that has been tested will be made available. Seed which has become wet. moldy or otherwise damaged in transit or in storage will not be used. Dut-ing the process of clearing sites, both rubber-tired and tracked equipment will be used on slopes of 30 percent or less. On steeper slopes, only tracked equipment will be used. Damaged areas will be regraded to appropriate smoothness and patched with soil material. if necessary. Seed bed preparation will consist of leaving a rough, irregular soil surface. This will include removing large rocks. Regardless of the mix of seed used. seed will be planted by broadcasting or drill seeding within ten days after soil disturbing activity has ended. Toward the end of the construction season all areas will be evaluated and additional revegetation measures will be implemented as needed. Planting during early fall will allow the seed to be fully moistened and worked into the soil by natural processes prior to germination in the spring, for sonic species, over wintering enhances germination by weakening the seed coat. Seeding rates will vary because of seed size, method of seeding and site requireinents. Seeding rates of 50 to 250 seeds per square foot, depending on seed size, will be used on most sites, Available plant nutrients are a necessity for any aggressive revegetation progrant that restores and maintains soil productivity resulting in healthy, vigorous vegetation. Generally, all vegetation responds favorably to the addition of nitrogen and phosphorous fertilizers. A mixture of 20-20-10 or Biosol will be used as a supplement to assist revegetation. An application rate of 50 to 250 seeds per square foot. followed by a second application of equal amount later in the growing season or the following growing season has been demonstrated to be most effective and efficient. Following seeding, slopes with a steepness less than 2: 1 will be mulched with approximately 1,500 pounds per acre of straw. Tliis straw or hay will provide the cover needed while still allowing sunlight to penetrate the mulch, warming the soil and enhancing plant growth. Application is done either by hand placing or mechanically blowing the mulch. The straw will be crimped into the soil and, in areas subject to wind erosion, they may be anchored with a tackifier. Areas with a steepness grea:er than 2:1 will be further stabilized by using plastic netting or mat. Based on the specific mitigation and monitoring plan set forth the USFS Aspen District Ranger and Forest Service personnel, Aspen Skiing Coinpany will be conducting evaluations to ensure quality resource protection. A standard of 70 percent ground cover after the second growing season or the amount equal to the adjoining undisturbed areas, if less than 70 percent will be used to determine reapplication. modification. or fertilization. The Forest Service will also monitor ASC's compliance with the :evegetation specifications contained in the annual Summer Construction Plan. The Summer Trails Director for each mountain, will be responsible for ensuring revegetation for this pi·oject is successful. Reclamation Areas that will be reclaimed are building sites. structure placements, and land forms that will be moved, replaced. or abandoned. Reclamation will consist ofininor disturbances from grading the previously developed areas into the natural contours and revegetating. These areas will be reclaimed as the construction schedule allows or requires. Appropriate and revegetation will occur within ten days after construction activities on site have been completed. OTHER CONTROLS Fullitive Dust Control Plan Construction Activities This plan addresses dust control during and after earthmoving activities. Preventive measures applied during construction are more economical and effective than corrective measures. DUST CONTROL FOR UNPAVED ROADS ON SITE Chemical Stabilizers On unpaved roads on areas where traffic is heavy, approved chemical stabilizers, such as magnesium chloride. will be used. Speed Control Speeds shall be limited to a 15-mph maximum on mountain roads and 5 mph near residential dwellings. Road Surface The surface of the existing roads is comprised of rock. a combination of compacted soil, and gravel. Maintenance of roads is accomplished with gravel, grading and application of water/chemicals when necessary. Other Low permeability fences will be used in area where wind erosion or additional dust control measures are needed. Low penneability fences will be installed near the base area where the road passes by private homes. DUST CONTROL FOR DISTURBED SURFACE AREAS Watering Areas to be disturbed shall be watered on an ongoing basis. Chemical Stabilizers Chemical stabilizers will not be used on graded areas where future revegetation is required. Speed Control Speeds shall be limited to a 15 mph maximum on mountain roads and project sites. Minimiziniz Disturbed Area Areas of disturbance will be minimized. Revegetation of disturbed areas will occur as soon as possible after disturbance occurs. Due to construction sequencing ofactivities, all of the disturbed sites will not be exposed at the same time. Furrons Due to the nature of wind above 9,000 feet. the use of furrows has little value. Compaction Soils will be managed to prevent accumulations of loose dirt. Wind Breaks Low permeability fences will be used in area where wind erosion or additional dust control measures are needed. Steep Slope Covering The steep slopes on the project ( road cuts, ski trails) will be revegetated (seeded and mulched) within ten days of final grading. Netting will be used on sites requiring additional measures to hold the mulch in place. PREVENTION OF MUD AND DIRT CARRY OUT INTO PAVED SURFACES Prevention Gravel transition zones will be established between mountain roads and paved public roads. Cleanup of paved area Cleanup of carry out will be accomplished by washing down the pavement as needed. The gravel transition zones will be maintained to ensure proper performance. OTHER PROVISIONS Helicopter Staging Area Helicopter staging areas will be watered whenever necessary to prevent excessive dust. INSPECTION AND MAINTENANCE Record Keeping A number of supervisors will keep a log book of all dust control, erosion control and revegetation measures taken during the course of the project, and shall make this log book available for inspection by appropriate personnel as requested. Documentation of the construction activities will be bi monthly noting the amount and type of disturbance, location. and protective measures.
