HomeMy WebLinkAboutbocc.res.027.2019 RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS ("BOCC") OF PITKIN COUNTY, COLORADO,APPROVING THE ADDITION OF A PHOTOVOLTAIC SYSTEM TO THE SOUTH FACING SHED ROOF OF THE AMBULANCE FACILITY LOCATED AT 403 CASTLE CREEK ROAD ON THE CAMPUS OF THE ASPEN VALLEY HOSPITAL RESOLUTION NO. 01 -2019 RECITALS WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter ("HRC"), all matters not required to be acted upon by ordinance or formal resolution may be acted upon by informal resolution, and WHEREAS,Pursuant to City of Aspen Ordinance No. 09 Series 2018, Pitkin County was granted Major Public Project Review and related land use approvals for the Pitkin County Ambulance District Facility located at 403 Castle Reek Road on the campus of the Aspen Valley Hospital, and WHEREAS, Since the adoption of Ordinance No. 09 Series 2018 by the City Council, Pitkin County staff requested an amendment to the ordinance to install photovoltaic panels on the south facing shed roof. The request was to complete a system designed and pre- constructed for the addition of solar, based on the Pitkin County Climate Action Plan and affordability. Further, staff requested that this process be reviewed as a Public Project pursuant to Chapter 26.500.030 of the City of Aspen Land Use Code, and WHEREAS, City staff determined this addition allows for administrative review as an Insubstantial Amendment to the Planned Development and requested a supporting resolution from the BOCC, and WHEREAS, Pitkin County entered into a change order with FCI Constructors to formally bid the solar addition and select a reputable company to install the system using appropriated owner contingency funds, and WHEREAS, FCI selected Aspen Solar to provide the information on a flush mount system that keeps the height under the maximum established by City County Ordinance No. 9, Series 2018 Section 4(2) and, WHEREAS, Pitkin County staff and Aspen Solar met with Twin Ridge HOA and the owner of Mountain Oaks Subdivision on February 26, 2018 and found no objection to proceeding with the project, and WHEREAS, Upon BOCC approval staff will approach Holy Cross Energy to purchase the Renewable Energy Credits generated during the first twenty (20) years after the system first becomes operational via an upfront payment to the Aspen Ambulance District, and WHEREAS, The BOCC finds that it is in the best interests of the citizens of Pitkin County to approve this Resolution. NOW, THEREFORE, BE 1'1' RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that it hereby adopts a Resolution Approving the Addition of a Photovoltaic System to the South Facing Shed Roof of the Ambulance Facility Located at 403 Castle Creek Road on the Campus of the Aspen Valley Hospital and authorizes the Chair to sign the Resolution and upon the satisfaction of the County Attorney as to form, execute any other associated documents necessary to complete this matter.
