OF PITKIN COUNTY, COLORADO AUTHORIZING A GRANT
APPLICATION TO THE COLORADO DEPARTMENT OF HOUSING TO
SUPPORT THE BASALT VISTA HOUSING PROJECT,AND IF AWARDED,
AUTHORIZING ACCEPTANCE OF THE GRANT
RESOLUTION NO. 045 , 2019
RECITALS:
WHEREAS,Pursuant to Section 2.8.3 (Actions) of the Pitkin County Home Rule Charter
("HRC") official action by formal resolution shall be required for all actions of the Board
not requiring ordinance power on matters of significant importance affecting citizens; and
WHEREAS, The BOCC, Roaring Fork RE- I School District (the" District') and Habitat for
Humanity of the Roaring Fork Valley, Inc. (" Habitat"), have formed a joint venture the
Basalt Vista Affordable Housing Partnership, LLC) for the purpose of developing,
constructing and selling the Basalt Vista Affordable Housing Project the" Project); and
WHEREAS, The County has committed$3,008,679 to fund infrastructure and other elements
of the Project. In exchange for the County's contribution, 13 units (two 2- bedroom, eight
3- bedroom and three 4-bedroom) will be allocated to the County's qualifying
purchasers, and
WHEREAS, Habitat is the general contractor for the Project and is contributing funds and
services to encourage completion of the Project, and
WHEREAS, Currently the project has an overall cost of$15,411,000 and an overall funding
gap of 1,878,348 which is the Habitat commitment to the project the grant application is
targeting to reduce, and
WHEREAS, Community Development Block Grant (CDBG) applications made to the State of
Colorado, Department of Local Affairs, Department of Housing require formal action
from the Board of County Commissioners to apply for grants, and
WHEREAS, CDGB funding requires formal action of the Board of County Commissioners if
the grant is awarded, and
WHEREAS,The BOCC finds that it is in the best interests of the citizens of Pitkin County to
approve this Resolution.
NOW, THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Pitkin
County, Colorado that it hereby adopts a RESOLUTION AUTHORIZING A GRANT
APPLICATION TO THE COLORADO DEPARTMENT OF HOUSING TO SUPPORT THE
BASALT VISTA HOUSING PROJECT, AND IF AWARDED, AUTHORIZING
ACCEPTANCE OF THE GRANT and authorizes the Chair to sign the Resolution and upon the
satisfaction of the County Attorney as to form, execute any other associated documents
necessary to complete this matter.
