SPECIAL MEETING
NOVEMBER 12,2002

CALL TO ORDER: Vice-Chairperson Jack Hatfield called a special meeting of the
Board of County Commissioners to order at 1:40 p.m.
COMMISSION MEMBERS PRESENT: Commissioners Jack Hatfield, Dorothea
Farris, Shellie Roy, and Mick Ireland
APPEAL BY RECOVERY SYSTEMS OF HOPKINS MINNESOTA OF BID
AWARD FOR A BALER AT THE PITKIN COUNTY SOLID WASTE CENTER
TO ROSE WASTE SYSTEMS—MOTION TO DENY THE APPEAL
Staffs memorandum and all other documents associated with this matter are
contained in the 9OCC special meeting packet for November 12,2002.
After a review of the record and a discussion with the representative from Recovery
Systems and staff it was the consensus of commisssion members that they were
comfortable with staff s recommendation to award the bid for a new baler at the solid
waste center to Rose Waste Systems.
Commissioner Farris moved to confirm the award to Rose Waste Systems and deny

the appeal by Recovery Systems. Commissioner Ireland seconded the motion.
Motion passed with four yea votes. Commissioner Clapper absent.
ADJOURNMENT: Commissioner Hatfield moved to adjourn the special meeting at
2:20 p.m. Commissioner Farris seconded the motion. Motion passed unanimously.
