AMENDING CER TAIN SECTIONS ON AN ANNUAL BASIS
WITH REVIEW BY THE ELECTED OFFICIALS EVERY OTHER YEAR
AND THE OTHER AMENDED CHANGES AS
STATED IN THE ASPEN/PITKIN CO UNTY A FFORDABLE HOUSING
GUIDELINES AS RECOMMENDED BY THE
ASPEN/PITKIN COUNTY HOUSING AUTHORITY

RECITALS
NOW, THEREFORE, BE IT ORDAINED, the Board of County Commissioners of
Pitkin County, Colorado (hereinafter 'Board") and the City of Aspen, pursuant to number 7 of the
Third Amended and Restated Intergovernmental Agreement Housing Authority (hereinafter
"Authority") the duty to develop and recommend Affordable Housing Guidelines (hereinafter
"Guidelines"); and
BE IT FURTHER ORDAINED BY THE BOARD, the Authority has developed such
guidelines and has referred and recommended them to the Board for approval; and
BE IT FURTHER ORDAINED, the Board has reviewed the Guidelines and has found
that it is in the best interests of the community, its housing program in general, and its affordable
resident housing programs, specifically,to approve and adopt these Guidelines; and
BE IT FURTHER ORDAINED BY THE BOARD,that it does hereby approve an annual
update of the Guidelines of certain sections attached hereto and made a part hereof, with review of
the Guidelines every other year by the elected officials and as stated in the Third Amended and
Restated Intergovernmental Agreement; and
BE IT FURTHER ORDAINED BY THE BOARD, that by virtue of the adoption this
Ordinance that these certain sections of the Guidelines attached hereto, be updated on an annual
basis without further approval from the Board and that these specific sections adopted herein shall
supersede, to the extent inconsistent with the provisions of this Ordinance, all prior Ordinances of
the Board, and that every other year the Guidelines, as a whole,will be reviewed by the Board; and
WHEREAS, the Housing Board approved Resolution No. 2002-03, A Resolution of the
Aspen/Pitkin County Housing Authority Board Approving Amending Certain Pages of the
Aspen/Pitkin County Affordable Housing Guidelines in January of Each Year, on July 31, 2002,
allowing the Aspen/Pitkin County Housing Authority (APCHA) staff to do automatic updates of
certain sections, as specified below, of the Guidelines in January of every year;
WHEREAS, the Board approves all of the additional changes in the Guidelines and
delineated in RED;
BE IT FINALLY ORDAINED that the provision of resolutions pertaining to employee
housing guidelines shall remain in full force and effect to the extent not inconsistent with the
regulations and guidelines adopted herein.
WHEREAS, the Board hereby approves the APCHA staff to amend the sections stated
below on an annual basis, by using the consumer price index, as recommended by the Board of
Directors of the APCHA, and with the changes specified below:
