RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF PITKIN COUNTY, COLORADO,
CHANGING THE ELECTION PRECINCT BOUNDARIES
RESOLUTION NO 03 S - 2002
RECITALS
1. C.R.S. 1-5-101(1) directs the County Clerk and Recorder, subject to approval by the Board of County
Commissioners, to divide the county into election precincts.
2. The Supreme Court has submitted the final reapportionment plan for the state senatorial and state
representative districts. Previously, Pitkin County was divided into 2 state house of representatives'
districts; by statute each precinct had to be wholly contained within a state house of representatives
district. In the current, adopted plan, Pitkin County is in one senate district and one state house of
representatives' district. Consequently, we do not have to comply with this additional, limiting criteria.
3. 1-5-101(1) establishes a maximum allowable number for each precinct to be between 1200 and 1500
active voters. Our precincts have historically been much smaller than allowed by state law. We have
approximately 9500 active voters. The Pitkin County Clerk and Recorder has intentionally reduced
the number of precincts for several reasons:
(a) The office has experienced major difficulty in recruiting judges for the polling places.
(b) By November, the plan is to have optical scan voting machines in each precinct. We will need
fewer machines if we have fewer precincts. A reduction by 6 precincts @ roughly $7,000 per
precinct will save the county approximately $42,000.
(c) For non-general elections, we are allowed to, and usually do, combine precincts. This causes
some complications and confusion and if precincts are bigger, the clerk would not usually
combine for these elections.
4. The numbering of the precincts shall be in accordance with 1-5-101.5. The number of active voters in
the table below is based on a match of 98% with the voter registration and GIS systems. We are a
couple hundred active voters off; they will be distributed throughout the precincts once we isolate the
problems and determine what precinct they are in.

confluence with an intermittent stream that flows from Richmond Hill near Ute Rock; then
southerly along the centerline of the intermittent stream to the eastern ridgeline of
Copper Gulch; then southerly along the eastern ridgeline of Copper Gulch to Aspen
Mountain Road (County Road #14); then westerly and northerly along the centerline of
Aspen Mountain Road to the lowest switchback below Shadow Mountain (at

with federal lands intersect at the boundary between Township 8 South, Range 88 West
and Township 8 South, Range 87 West; then southerly, easterly and westerly along the
boundary of public lands to the intersection with Prince Creek; then southerly along the
centerline of Prince Creek to Thomas Lake; then southwest up a ridgeline to the east
peak of Mount Sopris; then southerly along the Ridge of the Elk Mountains to Snowmass
Mountain; then west along the county line between Pitkin County and Gunnison County;
then continuing northerly along the Pitkin County line on Huntsman Ridge to the point
where Pitkin County, Mesa County and Garfield County intersect; then east along the
boundary between Pitkin County and Garfield County to the Point of Beginning.
