HUTS FOR VETS CAMPGROUND

RECITALS
L Huts for Vets("Applicant")has applied to the Pitkin County Board of County Commissioners("BOCC")
for Special Review approval pursuant to Sections 2-30-30(h)(2), 2-40-20(c), 4-30-40(f) and 7-20 of
the Land Use Code to maintain a small campground on the western flank of Light Hill, private
property owned by Light Ranch LLLP.
2. The proposal is to use an area of the property for a tipi based campground, in the summer only, from
late June through mid-September. The base camp will consist of three tipis, a portable camp kitchen,
an outdoor solar shower, a vault toilet and a small parking area. The campground is intended to be a
starting point and end point for six separate programs that utilize the 10' Mountain Huts for
recreational program purposes. A typical sized group at the site will be twelve participants and four
support staff. It is proposed that no more than twelve nights per summer will be used for camping.
3. The campground is located on private property located within the Capitol Creek Valley,and access to the
campground is off of East Sopris Creek Road,more specifically described in Exhibit A and B.
4. The properties are zoned RS-30 and contain approximately 54.46 and 57.5 acres respectively.
5. The BOCC heard this application at a duly noticed public hearing on April 24,2019,at which time
evidence and testimony were presented with respect to this application.
6. The BOCC has determined that the proposed use complies with the criteria established in Sections 2-30-
30(h)(2),2-40-20(c),4-30-40(f),and 7-20 of the Land Use Code.
NOW THEREFORE BE IT RESOLVED by the Pitkin County Board of County Commissioners
that it does hereby grant Special Review Use Approval to Huts for Vets to provide a campground for
participants in the Huts for Vets program, for the summer season only, subject to the following conditions,
which shall run with the land and be binding on all successors in interest:
1. The Applicant shall adhere to all material representations made in the application and in the public
hearing.
2. The use of the campground shall adhere to the standards of review found in Section 2-30-30(h)(2),2-
40-20(c), 4-30-40(f) and 7-20 of the Code. Specifically,the campground is occupied no more than 20
nights per season.
3. The number of campers shall not exceed 20 campers per night.
4. The Applicant shall work with the Environmental Health Department to address the sewage issues
related to the site prior to the beginning of the 2019 summer season.
5. The Applicant shall remove the canvas from the tipis at the end of each season as well as all other
temporary structures except for the frames of the tinis and solar shower.

6. No operation is permitted at the campground from December Pt through March 31St
7. The Applicant shall submit an annual report to the Community Development Department no later
than December 1 of 2019. The annual report shall address the disposal of waste and the number of
participants and use of the campground.
8. The Special Review approval shall be granted for a term of three(3)years to include this present
year.
9. The Applicant shall work with Roaring Fork Fire Rescue to implement the recommended wildfire
hazard mitigation measures prior to the use of the campground this season:
• Remove 50%of brush and grass an additional 10-20 feet around the full perimeter of site
• Add some additional fire suppression capabilities; i.e. a couple of industrial fire extinguishers
• No smoking or campfires will be allowed.
• Post a map of the escape route to the Gateway access point on Light Hill Road
10. Trash shall be removed on a daily basis.
11. Parking is prohibited on County roads. Emergency access shall not be blocked.
12. The Special Review Use approval shall expire after any continuous twelve(12)month period of non-use.
13. The Applicant shall be required to obtain new Special Review Use Approval should the current approved
thresholds or any other material changes in the operation take place during the three(3)year time period
of this approval. Renewal of the Special Review Use permit may be completed through the
Administrative Review process with public notice(mailing and posting)and referrals to typical entities,
including the Snowmass-Capitol Creek Caucus.
14. Failure to comply with the conditions of approval may result in revocation of this permit.
