PROJECT NAME: AIRPORT MINIMUM STANDARDS and RULES & REGULATIONS

The Financial Consulting Services Master Services Agreement (the “Agreement”) dated October 1, 2018
between the Board of County Commissioners of Pitkin County (the “County”) and Ricondo & Associates,
Inc., 20 N. Clark Street Suite 1500, Chicago, IL 60602 (the “Contractor”), shall include the following
services.
1.Contractor’s Obligations. Contractor shall assist with the updating the County’s previously adopted
Airport Minimum Standards for Providing Aeronautical Services to the Public (Minimum Standards)
and Airport Rules and Regulations at the Aspen-Pitkin County Airport (the “Airport”). The Contractor
will draft updates to these documents for consideration by the County through the following scope of
work:
a.Project Data Collection and On-Site Meeting
The Contractor is to conduct a three-day site visit for the purpose of data collection, defining
project goals and objectives, receiving copies of documents and other pertinent information from
the County, interviewing the County’s risk management and legal counsel, and conducting
interviews with key stakeholders (to be determined and scheduled by the County). Those
interviewed are to include, but are not necessarily limited to, general aviation stakeholders, pilots
or business users to determine feedback on general aviation services and facilities. During this site
visit, the Contractor will work in conjunction with the County to:
•Determine specific goals and objectives for updating its minimum standards and rules and

regulations.
• Develop an understanding of the current general aviation operating environment at the Airport
including:
• The types of aeronautical activities provided
• Land area occupied by operations
• Condition, ownership, and size of buildings
• Equipment utilized in the delivery of service
• Qualifications of personnel
• Daily operating hours
• Research operational data for Airport including traffic volume, nature of operations, and
based aircraft
• Review available property/parcels available to support aeronautical activities
• Review environmental and/or other regulatory concerns or constraints
• Review the current Airport Layout Plan
• Review current master plan documents for the Airport to understand future air and
landside improvements which may positively or negatively impact FBO and general
aviation activities.
• Develop an understanding of the needs of the County for updated Airport Rules and
Regulations; and
• Discuss with the County the possibility of adopting the Minimum Standards and Rules and
Regulations as standalone documents instead of being included in Title 10 of Pitkin County
Code.
The Contractor is to also review current applicable FAA Advisory Circulars, AIP grant assurances,
Transportation Security Administration regulations, State of Colorado regulations, and applicable
Pitkin County Ordinances. Prior to, or during the on-site meeting, the County shall provide
Contractor with printed copies of all existing lease documents related to general aviation activities,
FBOs, and any/or land leases for general aviation facilities. The County shall also provide the
Contractor its desired levels and types of insurance coverage for general aviation companies
operating at the Airport within sixty (60) days of issuance of a notice-to-proceed for this project.
b. Preparation of updated Minimum Standards and Rules & Regulations
Upon completion of Project Research and Inventory Phase, the Contractor will produce draft
documents and provide them to the County for review and comment. Upon receipt of comments
from the County, a teleconference will be conducted between the County and Contractor to discuss
this feedback and determine appropriate revisions. Rollout of the draft documents for review and
comment by airport users and stakeholders is to also be discussed during this call. Once agreed
upon revisions are incorporated into these documents a second draft of the documents is to be
produced by the Contractor and reviewed for accuracy by the County. This version is to be
circulated or presented for public review and comment if desired by the County. Feedback from
the public outreach effort is to be reviewed and discussed with the County and a final draft version
of the document submitted for publication and approval by the County. The Contractor will also
provide a recommendation on whether it is in the best interest of the County to continue to include
its Minimum Standards and Rules and Regulations in Pitkin County Code.
c. County Approval
The Contractor will attend up to three (3) meetings of the Board of County Commissioners to
present the recommended updated Airport Minimum Standards and Rules and Regulations.

2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of Sixty-Three Thousand Five Hundred
dollars and no cents ($63,500.00) for all services rendered.
3. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget
among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the
project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but
any payment by the County may be offset by any amount the Contractor owes the County for any
reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order E - 1 and Airport Minimum Standards and Rules and Regulations.

4. Pitkin County’s Obligations. Pitkin County shall administer this Task Order through a County
Representative. County Representative, Chris Padilla, Airport Controller, will manage the project as
the County’s Representative. The services provided and products delivered by the Contractor under
this contract will be subject to review by the County’s Representatives, or a designee, for compliance
with Contractor’s obligations prior to final payment.
5. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.
