Explain:
Golder Associates have been performing our ground water monitoring for many years, and they developed
recommendations for the well site and work to be performed. With their knowledge and documentation of
the site, they are the only contractor that would be able to complete the well installation in the timeframe
required to avoid any delays to the construction of the new maintenance facility at the solid waste center.

PITKIN COUNTY CONTRACT FOR PROVISION OF SERVICES
2019 WELL INSTALLATION AND ABANDONMENT
SERVICES
THIS CONTRACT, made February 28, 2018 by and between the Board of County
Commissioners of Pitkin County, Colorado, 123 Emma Rd., Suite #106, Basalt, CO 81621,
(hereinafter called the “County”) and Golder Associates, Inc., 44 Union Boulevard, Suite 300,
Lakewood, CO 80228 (hereinafter called the “Contractor”) to perform the following work: 2019
Well Installation and Abandonment Services (“Project”).
I. Term of Contract: The term of this contract is from April 18, 2019 to December 31,
2019. At the expiration of the initial term, the contract may be extended for an
additional term of one (1) year by the express written consent of both parties.
II. Contractor’s Obligations. Contractor shall provide well installation and abandonment
services to the County Solid Waste Center. The services include the following scope(s)
of work (further detail in Exhibit A):
1.The installation of a water supply well and abandonment of two existing wells at
the Pitkin County Solid Waste Center.
III. Compensation and Expenses, Invoicing, Payment and Offset. The County shall
compensate Contractor for its services in accordance with the Project Budget and
Schedule set out in Paragraph II. It is expressly understood and agreed that in no event
will the total compensation and reimbursement to be paid hereunder exceed the sum of
Forty-Four Thousand Five-Hundred Eighty-Two dollars and Zero cents ($44,582.00)
for all services rendered. By contract or amendment, the County and Contractor may
reallocate the budget among project tasks if the total budget amount remains
unchanged. Contractor shall invoice for the project monthly based on hours worked,
with payment expected within thirty (30) days of invoice. Any payment by the County
may be offset by any amount the Contractor owes the County for any reason.
IV. County’s Exclusive Ownership of Work Product. Drawings, specifications,
guidelines and other documents prepared by Contractor in connection with this contract

shall be the property of the County. However, Contractor shall have the right to utilize
such documents in the course of its marketing, professional presentations, and for other
business purposes. Contractor assigns to County the copyrights to all work prepared,
developed, or created pursuant to this contract, including the right to: 1) reproduce the
work; 2) prepare derivative works; 3) distribute copies to the public; 4) perform the
works publicly; and 5) to display the work publicly. Contractor shall have right to use
materials produced in the course of this contract for marketing purposes and
professional presentations, articles, speeches and other business purposes.
V. Pitkin County’s Obligations. Pitkin County shall administer this contract through a
County Representative. Cathy Hall, Solid Waste Manager will manage the project as
the County’s Representative. In the event that Cathy Hall is not available, Jed Miller,
Assistant Solid Waste Manager shall assume the County Representative’s duties. The
services provided and products delivered by the Contractor under this contract will be
subject to review by the County’s Representatives, or a designee, for compliance with
Contractor’s obligations prior to final payment.
VI. Termination Prior to Expiration of Contract Term. The County has the right to
terminate this contract, with or without cause, by giving written notice to the Contractor
of such termination and specifying the effective date thereof. Such notice shall be given
at least ten (10) days before the effective date of such termination. In such event all
finished or unfinished documents, data, studies and reports prepared by the Contractor
pursuant to this contract shall become the County’s property. Contractor shall be
entitled to receive compensation in accordance with the contract for any satisfactory
work completed pursuant to the terms of this contract prior to the date of termination.
Notwithstanding the above, Contractor shall not be relieved of liability to the County
for damages sustained by the County by virtue of any breach of the contract by the
Contractor.
VII. Independent Contractor Status.
A. The parties to this contract intend that the relationship between them contemplated
by the contract is that of independent contractor. Contractor, and any agent,
employee, or servant of Contractor shall not be deemed to be an employee, agent,
or servant of Pitkin County.
B. Contractor is not required to offer his services exclusively to Pitkin County under
this contract. Contractor may choose to work for other individuals or entities during
the term of this contract, provided that the basic services and deliverable products
required under this contract are submitted in the manner and on the schedule
defined under this contract.
C. Contractor warrants that all work produced will conform to all applicable industry
standard of care, skill and diligence in the performance of Contractor’s obligations
under this contract.

D. Contractor shall not attempt to oversee or supervise the work or actions of any
Pitkin County employee, servant or agent in the course of completing work under
this contract.
E. Contractor is not entitled to any Workers’ Compensation benefits through Pitkin
County and is responsible for payment of any federal, state, FICA and other income
taxes.
VIII. Assignability. This contract is not assignable by either party. Any use of subcontractors
by the Contractor for performance of this contract must be accepted in writing by the
County.
IX. Severability. In the event that any provision of this contract shall be held to be invalid
or unenforceable, the remaining provisions of this contract shall remain valid and
binding upon the parties hereto.
X. Integration and Modification.
A. This contract represents the entire and integrated contract between the County and
the Contractor and supersedes all prior negotiations, representations, or contract,
either written or oral. This contract may be amended only by written contract signed
by both the County and the Contractor.
B. The County may, from time to time, request changes in the scope of services of the
Contractor to be performed hereunder. Such changes, including the increase or
decrease in the amount of the Contractor’s compensation, which are mutually
agreed upon between the County and the Contractor, shall be in writing and upon
execution shall become part of this contract.
XI. Indemnity.
A. The Contractor agrees to indemnify, hold harmless and, not excluding the County's
right to participate, defend the County, its subsidiary, parent, associated and/or
affiliated entities, successors, or assigns, its elected officials, trustees, employees,
agents, volunteers, and any jurisdiction or agency issuing permits for any work
included in the project, hereinafter referred to as indemnitee, from all suits and
claims, including attorney's fees and cost of litigation, actions, loss, damage,
expense, cost or claims of any character or any nature to the extent arising out of
the negligent acts, errors or omissions or willful misconduct in the performance of
the work done in fulfillment of the terms of this Contract or on account of any act,
claim or amount arising or recovered under workers' compensation law or arising
out of the failure of the Contractor to conform to any statutes, ordinances,
regulation, law or court decree. It is agreed that the Contractor will be responsible
for primary loss investigation, defense and judgment costs where this contract of
indemnity applies. In consideration of the award of this contract, the Contractor
agrees to waive all rights of subrogation against the County its subsidiary, parent,
associated and/or affiliated entities, successors, or assigns, its elected officials,
trustees, employees,

agents, and volunteers for losses arising from the work performed by the Contractor
for the County.
B. The Contractor further shall investigate, process, respond to, adjust, provide
defense for and defend, pay or settle all claims, demands, or lawsuits related hereto
at its sole expense and shall bear all other costs and expenses related thereto, even
if the claim, demand or lawsuit is groundless, false or fraudulent.
XII. Insurance. Contractor and subcontractors shall procure and maintain until all of their
obligations have been discharged, including any warranty periods under this Contract
are satisfied, insurance against claims for injury to persons or damage to property which
may arise from or in connection with the performance of the work hereunder by the
Contractor, its agents, representatives, employees or subcontractors.
The insurance requirements herein are minimum requirements for this Contract and in
no way limit the indemnity covenants contained in this Contract. The policies shall
include, or be endorsed to include, the following provision: On insurance policies
where the County is named as an additional insured, the County shall be an additional
insured to the full limits of liability purchased by the Contractor even if those limits of
liability are in excess of those required by this Contract.
The County in no way warrants that the minimum limits contained herein are sufficient
to protect the Contractor from liabilities that might arise out of the performance of the
work under this Contract by the Contractor, its agents, representatives, employees, or
subcontractors. The Contractor shall assess its own risks and if it deems appropriate
and/or prudent, maintain higher limits and/or broader coverages. The Contractor is not
relieved of any liability or other obligations assumed or pursuant to the Contract by
reason of its failure to obtain or maintain insurance in sufficient amounts, duration, or
types. Commercial General Liability Completed Operations coverage must be kept in
effect for up to three (3) years after completion of the project.
A. Coverage and Limits of Insurance. Contractor shall provide coverage with limits of
liability requirements provided that the coverage is written on a “following form”
basis.
1) Statutory Workers’ Compensation: Colorado statutory minimums
a. Policy shall contain a waiver of subrogation against the County.
b. This requirement shall not apply when a contractor or subcontractor
is exempt under Colorado Workers’ Compensation Act AND when
such contractor or subcontractor executes the appropriate sole
proprietor waiver form.

B. Proof of Insurance:
1) Each insurance policy required by the insurance provisions of this
Contract shall provide the required coverage and shall not be suspended,
voided or canceled except after thirty (30) days prior written notice has been
given to the County, except when cancellation is for non-payment of
premium, then ten (10) days prior notice may be given. Such notice shall be
emailed directly to Procurement@pitkincounty.com. If the insurance carrier
will not provide the required notice, the Consultant/Contractor and or its
insurance broker shall notify the County of any cancellation, or reduction in
coverage or limits of any insurance within seven (7) days of receipt of
insurers’ notification to that effect.
2) In addition, these Certificates of Insurance shall contain the following
clauses:
a. The contractor’s insurance shall be primary and non-contributory as to
the interests of the additional insured with any insurance or self-
insurance purchased by the County.
b. The insurance companies issuing the policy or policies hereunder shall
have no recourse against the County of Pitkin for payment of any
premiums or for assessments under any form of policy.
c. Any and all deductibles or self-insured retentions in the above-
described insurance policies shall be assumed by and be for the
amount of, and at the sole expense of the Contractor.
d. Location of operations shall be: “all operations and locations at which
work for the referenced Project is being done.”
3) Certificates of Insurance for all renewal policies shall be delivered to
the County’s Representative at least fifteen (15) days prior to a policy’s
expiration date except for any policy expiring on the expiration date of this
contract or thereafter.

4) The County reserves the right to request and receive a copy of any
policy and any policy endorsement at any time during the term of this contract.
XIII. Exemptions and Preferences. All purchases of construction or building or any other
materials for this contract shall not include Federal Excise Taxes or Colorado State or local
sales or use taxes. Pitkin County is exempt from such taxes under registration numbers
98-02624 and 84-78000-5k.
XIV. Records. The Contractor shall maintain comprehensive, complete and accurate books,
records, and documents concerning its performance relating to this contract for a period
of three (3) years after final payment under the contract and the County shall have the
right within the three (3) year period to inspect and audit these books, records and
documents, upon demand, in a reasonable manner and at reasonable times, for the
purpose of determining, by accepted accounting and auditing standards, compliance
with all provisions of the contract and applicable law.
XV. Contract Made in Colorado. The parties agree that this contract was made in accordance
with the laws of the State of Colorado and shall be so construed. Venue is agreed to be
exclusively in the courts of Pitkin County, Colorado.
XVI. Attorney’s Fees. In the event that legal action is necessary to enforce any of the provisions
of this contract, the substantially prevailing party shall be entitled to its costs and
reasonable attorney’s fees.
XVII. Governmental Immunity. Contractor agrees and understands that Pitkin County is
relying on and does not waive, by any provision of this contract, the monetary
limitations or terms (presently $150,000 per person and $600,000 per occurrence) or
any other rights, immunities, and protections provided by the Colorado Governmental
Immunity Act, 24-10-101, et seq., C.R.S., as from time to time amended, or otherwise
available to Pitkin County or any of its officers, agents or employees. Further, nothing
in this contract shall be construed or interpreted to require or provide for indemnification
of the Contractor by the County for any injury to any person or any property damage
whatsoever which is caused by the negligence or other misconduct of the County or its
agent or employees.
XVIII. Current Year Obligations. The parties acknowledge and agree that any payments
provided for hereunder or requirements for future appropriations shall constitute only
currently budgeted expenditures of Pitkin County. Pitkin County’s obligations under
this contract are subject to Pitkin County’s annual right to budget and appropriate the
sums necessary to provide the services set forth herein. No provisions of the contract
shall constitute a mandatory charge or requirement in any ensuing fiscal year beyond
the then current fiscal year of Pitkin County. No provision of the contract shall be
construed or interpreted as creating a multiple-fiscal year direct or indirect debt or other

financial obligation of Pitkin County within the meaning of any constitutional or
statutory debt limitation. This contract shall not directly or indirectly obligate Pitkin
County to make any payments beyond those appropriated for Pitkin County’s then
current fiscal year. No provisions of this contract shall be construed to pledge or create
a lien on any class or source of Pitkin County’s moneys, nor shall any provision of this
contract restrict the future issuance of Pitkin County’s bonds or any obligations payable
from any class or source of Pitkin County’s money.
XIX. Notice. Any notice required or permitted under this Agreement shall be in writing and
shall be provided by electronic delivery to the e-mail addresses set forth below and by
one of the following methods 1) hand-delivery or 2) registered or certified mail, postage
pre-paid to the mailing addresses set forth below. Each party by notice sent under this
paragraph may change the address to which future notices should be sent. Electronic
delivery of notices shall be considered delivered upon receipt of confirmation of
delivery on the part of the sender. Nothing contained herein shall be construed to
preclude personal service of any notice in the manner prescribed for personal service
of a summons or other legal process.

shall not knowingly employ or contract with an illegal alien to perform work under this
Contract or enter into a contract with a Subcontractor that fails to certify to Contractor
that the Subcontractor shall not knowingly employ or contract with an illegal alien to
perform work under this Contract. Contractor (i) shall not use E-Verify Program or
State program procedures to undertake pre-employment screening of job applicants
while this Contract is being performed, (ii) shall notify the Subcontractor and the
contracting State agency within 3 days if Contractor has actual knowledge that a
Subcontractor is employing or contracting with an illegal alien for work under this
Contract, (iii) shall terminate the subcontract if a Subcontractor does not stop
employing or contracting with the illegal alien within 3 days of receiving the notice,
and (iv) shall comply with reasonable requests made in the course of an investigation,
undertaken pursuant to §8-17.5-102(5), C.R.S., by the Colorado Department of Labor
and Employment. If Contractor participates in the State program, Contractor shall
deliver to the contracting State agency, Institution of Higher Education or political
subdivision, a written, notarized affirmation, affirming that Contractor has examined
the legal work status of such employee, and shall comply with all of the other
requirements of the State program. If Contractor fails to comply with any requirement
of this provision or §§8-17.5-101 et seq., C.R.S., the contracting State agency,
institution of higher education or political subdivision may terminate this Contract for
breach and, if so terminated, Contractor shall be liable for damages.

WATER SUPPLY WELL AND ABANDONMENT OF TWO EXISTING WELLS AT THE PITKIN
COUNTY SOLID WASTE CENTER
Dear Cathy,
Golder Associates Inc. (Golder) is pleased to provide the Pitkin County Solid Waste Center (Waste Center)
with this scope of work (SOW) and cost estimate for the installation of a water supply well, the abandonment
of an existing water supply well that is no longer in service, and the abandonment of monitoring well MW-
9.
This proposal is organized into the following sections: 1) background, 2) scope of work, 3) health and safety,
and 4) schedule and cost estimate
1.0 BACKGROUND
The Waste Center plans to construct an operation and maintenance building in the northwest portion of the
site in 2019. Pitkin County is requiring a water supply well to support sanitary facilities in the new building
and to provide water for fire suppression and other facility needs. Pitkin County has also requested the
abandonment of two existing wells, referenced as “dump well” and monitoring well MW-9. The dump well
is located near existing monitoring well MW-10 and was historically used as a water supply well. The dump
well has not been operational since 2012 and is no longer used as part of site operations. Well MW-9 is
located near the northwest extent of the site and is being abandoned due to the construction of the proposed
operation and maintenance building.
2.0 SCOPE OF WORK
2.1 Well Augmentation Permitting
Golder will contract Quantum Water and Environment (Quantum) to prepare the Augmentation Plan for the
commercial well permit. The Augmentation Plan will consist of:
Analysis of stream depletions in terms of timing and volume.
Location of a source of augmentation water. In conversations with the Pitkin Solid Waste
Center, excess water rights are held by Pitkin County. This SOW assumes that the excess
water rights held by Pitkin County will be used as the source of augmentation water.
An expert report prepared by a qualified water resources expert, detailing the depletions,
modeling, and augmentation replacement to be filed with the Water Court Application. This
SOW assumes that Pitkin County will provide an attorney to file the Augmentation Plan
application with Water Court Division 5 (Colorado River).
To meet the late spring/summer deadline for well installation, a Substitute Water Supply Plan (SWSP)

will issue the permit within 30 days. Without a SWSP, the permitting process can take at least 6 months.
Please see Table 1 for the well augmentation permitting fees.
2.2 Well Installation and Abandonment
Golder will contract with Shelton Drilling Corp. of Basalt, CO (Shelton) for the water supply well installation
and for the abandonment of the dump well. Golder will provide a qualified professional for oversight of the
drilling operations and will have utilities located by the public service Utility Notification Center of Colorado
(Colorado 811) prior to site activities.
Geologic logs of subsurface materials will be prepared by Golder and shall be based on observations made
of drill cuttings. No geotechnical or environmental samples of subsurface materials will be collected during
drilling. Mancos Shale is expected to be encountered during drilling, with water bearing zones within the
shale being targeted for the well screen interval. Based on our understanding of groundwater elevations at
the site, it is assumed that groundwater will be encountered 40 to 50 feet below ground surface. Golder
proposes to drill up to 50 feet past the first occurrence of groundwater to investigate if additional significant
water producing zones are encountered. The borehole may not be advanced the full 50 feet past the first
occurrence of groundwater if significant water production is observed. Golder will work with the drillers to
monitor well production using air lifting techniques. After drilling the borehole, a nominal 5-inch diameter
PVC well will be installed according to a well construction plan agreed upon by Golder and the drilling
subcontractor. A draft well construction plan from Shelton is provided for reference as Attachment A. It is
noteworthy that drilling costs are increased due to the use of sand filter pack around the screened interval
and the use of flush joint PVC as the well casing. The filter pack increases well quality and will help prevent
sedimentation of the well casing and borehole collapse around the screened interval. Flush joint PVC well
casing is recommended to avoid the potential introduction of solvents into the groundwater that could be
detected in the site monitoring wells.
Well development will follow installation in accordance with a well development plan agreed upon by Golder
and Shelton. The anticipated development method is surging the screened interval followed by airlifting.
Golder cannot guarantee that the well will produce sufficient water to meet site needs.
Golder recommends the collection of a groundwater sample for chemical analysis after the completion of
well development. Golder can order bottles and collect samples at no additional cost upon request from the
County. However, this SOW does not provide for sample shipment or analytical laboratory fees.
The existing dump well and monitoring well MW-9 will be abandoned in accordance with State regulations
for the abandonment of wells. The dump well has a pump and water level meter probe stuck in the well
casing which will not be retrieved. For abandonment, it is anticipated that the steel surface casing will be
cut off at the surface, and the existing PVC well casing will remain. Well abandonment reports (form GWS-
9) will be submitted to the CO Division of Water Resources within 60 days of well abandonment. For further
details on the drilling, well installation, well development, and well abandonment please refer to the Request
for Drilling Quote provided as Attachment B and the Driller Estimate provided as Attachment C.
A well installation letter will be submitted upon completion of field activities. The letter will summarize drilling
and well installation activities and will include geologic logs, well completion diagrams, and well
development records, the dump well abandonment report and a copy of the well permit. For costing
purposes, we have assumed that the report will be submitted electronically.
3.0 HEALTH AND SAFETY
Services provided under this scope of work will be performed under a project-specific work method
statement that will be prepared prior to the start of field activities. Golder will review the drilling
subcontractor’s health and safety plan, as well as conduct daily safety tailgates with all involved
personnel.

4.0 SCHEDULE AND COST ESTIMATE
Well installation and abandonment are expected to be performed in the Summer of 2019 (May through
August), but we will be flexible to accommodate the County’s schedule. Golder proposes to conduct this
work on a time-and-materials basis. Pitkin County reserves the right to stop work on the project if the project
is cancelled. In the event of termination, Golder shall be paid for services performed up to the termination
notice date plus any demobilization costs if fieldwork is on-going at the time of termination. Additional costs
due to unexpected delays (e.g. weather, unexpected drilling conditions, etc.) cannot be estimated, but Pitkin
County will be advised of any of these conditions, especially unexpected drilling conditions, so that contract
change orders can be approved in a timely manner if necessary. In the event of unexpected delays, Pitkin
County will be notified and a request for additional budget will be submitted. Golder’s estimated cost to
perform the scope of work outlined above is $44,582. A detailed breakdown of these estimated costs is
provided in Table 1. A drilling cost breakdown is provided as Table 2 and is supported by the Driller Estimate
(Attachment C). The total approved cost estimate for the project will not be exceeded without prior approval
from Pitkin County.

REQUEST FOR BID – DRILLING AND WELL INSTALLATION, PITKIN COUNTY SOLID WASTE CENTER,
SNOWMASS VILLAGE, COLORADO
Dear Bidder:
This document is a request by Golder Associates Inc. (Golder) on behalf of Pitkin County for a proposal to drill
and install one water supply well at the Pitkin County Solid Waste Center (the Site), approximately 9 miles north of
Aspen, Colorado. The purpose of this drilling and well installation program is to log geology, identify the first
occurrence of groundwater, and install a water supply well in the borehole. Additionally, one existing water supply
well will be abandoned.
1.0 SPECIFICATIONS
1.1 Drilling
The drilling locations can be safely accessed with a two-wheel drive drilling rig. The specifics of the drilling are
summarized as follows.
• Based on water level data from existing monitoring wells at the Site, we anticipate the first occurrence of
groundwater to be between 40 and 50 ft below the ground surface (bgs). The well boring shall be
advanced 50 feet past the first occurrence of groundwater for an estimated total depth of 100 feet.
• The borehole diameter and well casing diameter shall be recommended by the drilling contractor and
appropriate for a water supply well.
• The drilling method selected should accommodate continuous sampling of drill cuttings throughout
borehole drilling. Previous boreholes on site have been drilled using air-rotary methods.
• The drill rig should be equipped to perform air lifting of drilling fluid (if used) and encountered
groundwater. Air lifting the borehole dry and then monitoring well recovery will be directed during drilling
to test potential well yield.
• The rig and downhole equipment (augers and/or rods) shall be clean (i.e. free of potential contaminants)
upon arrival at the site and prior to the start of drilling.
• Lubricants for the drilling pipe and fittings must be hydrocarbon free (no hydrocarbon-based grease or
oils).
A Golder representative will observe the drilling and well installation and will prepare a geologic log of the
borehole. A geologic log for a nearby boring has been provided as Attachment A for reference. Work shall be

completed in a detailed manner and in cooperation with the Golder representative so that the data can be properly
recorded. Because subsurface conditions may differ from expectations, the drill rig shall be equipped with
sufficient tooling to drill beyond 100 ft bgs. It is recommended to be equipped with a minimum of 150 ft of tooling.
1.2 WELL INSTALLATION
After drilling the borehole, a water supply well will be installed as detailed below and in accordance with State
Regulations. Any variations to the materials specified below must be approved by a Golder representative prior to
mobilization to the site. The specifics of the installation are summarized as follows:
• Well casing and screen shall be Schedule 40 polyvinyl chloride (PVC) and each joint shall be flush-
threaded with sealing o-rings. Solvent glued casing joints will not be permitted. Well casing diameter shall
be recommended by the drilling contractor and appropriate for a water supply well.
• Well shall have 2.5 to 3.0 ft of stick up above ground surface.
• Well screens shall be machine slotted with a slot size appropriate for a water supply well. The driller shall
specify the screen slot size in their bid.
• Because subsurface conditions may differ from expectations, the driller shall be equipped with sufficient
well construction materials to complete a well beyond 100 ft bgs. It is recommended to be equipped with
a minimum of 150 ft of well construction materials.
• The screen length shall be appropriate for a water supply well given the encountered geology. The driller
shall be prepared to install at least 50 feet of screen.
• Flush-threaded end caps with sealing o-rings shall be placed on the bottom of each newly installed well.
• Sand pack appropriate for the screen slot size shall be used. The driller shall specify the sand pack
gradation in their bid.
• The sand pack shall extend 2 to 4 ft above the top of the well screen.
• A minimum of 2 ft of bentonite chips shall be placed above the sand pack and, if above the water table,
hydrated for a minimum of 30 minutes before well installation progresses. If the bentonite seal is installed
below the water table, time release bentonite pellets shall be used and the pellets shall be allowed to
hydrate for a period of time equivalent to the time required for the pellets to begin hydration (e.g. if 30
minute time release pellets are used, 30 minute hydration time will be required). As such, both bentonite
chips and pellets shall be available for each monitoring well installation.
• The annular space above the bentonite pellets or chips shall be filled with appropriate impermeable
material in accordance with State regulations. The bid shall specify the proposed method of
bentonite/grout placement.
• Sand pack and bentonite chips/pellets shall be placed using tremie pipe.

• The well shall be completed to allow future pump installation and accompanying plumbing. Surface
completions shall be constructed at the driller’s discretion and in accordance with State Regulations.
Please describe the surface completion plan in the bid.
Water for drilling, equipment decontamination, and well installation will not be available on site. The drilling
subcontractor will need to provide a water truck or supply tanks as necessary to transport water from an approved
potable source to the site. The drilling subcontractor shall provide all the required equipment and supplies to
complete the scope of work outlined above.
Other assumptions to consider for your bid are as follows.
• Disposable latex or nitrile gloves shall be used to handle all downhole equipment and materials including
but not limited to well casing and other construction materials (e.g. filter sand, bentonite chips/pellets, and
bentonite grout).
• Drilling subcontractor shall provide a weighted tape measure to determine total depth of boreholes and
depth to well materials during construction.
• Drilling subcontractor is responsible for clean-up of the drill area; drill cuttings can be spread finely on the
ground surface. No waste will be permitted to be left on site, including but not limited to construction
material bags, sleeves, boxes, etc.
• Drilling subcontractor is responsible for providing and transporting water from an approved potable source
for drilling.
• Decontamination water does not need to be collected and containerized. It can be allowed to run onto
and infiltrate the ground surface
• Personal Protective Equipment, at a minimum, shall consist of level D protection (e.g., steel toe boots,
hard hat, safety glasses, work gloves, and hearing protection).
• Drillers shall perform utility locates prior to commencing drilling activities. Copies of utility locates shall be
provided to Golder prior to mobilization.
1.3 WELL ABANDONMENT
One existing well on site will be abandoned in accordance with State regulations. The well to be abandoned is
installed to a depth of approximately 200 ft bgs, the well construction report has been provided in Attachment B.
The well to be abandoned has a pump and water level meter probe stuck in the well casing that will not be
retrieved. For abandonment, it is anticipated that the steel surface casing will be removed, and the existing PVC
well casing will remain. The well shall be filled with clean sand or clean gravel to the static water level which is
estimated at 70 feet below ground surface, then grouted to within five feet of the ground surface. The top five feet
of the hole shall be filled with materials less permeable than the surrounding soils that are adequately compacted
and/or mounded to prevent settling. Golder will submit the well abandonment report (form No. GWS-09).

1.4 WELL DEVELOPMENT
Following well construction, the well will be developed by the driller. Development methods will be adapted to field
conditions. The following specifications are provided for planning purposes:
Well development will be performed a minimum of 24 hours after well construction is complete to allow the
bentonite to further hydrate and concrete pad to cure.
All equipment used for well development will be cleaned prior to use.
Preliminary development will be completed by surging with a surge block, bailer, or stainless-steel swab.
Preliminary development will be considered complete at Golder’s discretion, and will be limited to one hour.
Final development will be completed by overpumping.
The driller shall be prepared for a variety of methods for development.
The driller shall provide the required equipment and supplies to complete the scope of work outlined herein.
Samples of the purged water will be tested for pH, temperature, and specific conductivity. Purging will continue
until parameters stabilize and a minimum of three well volumes are removed. A well volume is defined as the
submerged casing volume plus the porous annular volume. Parameters are considered stabilized when three
consecutive readings of specific conductivity and temperature are within a ±10% change and pH readings are
within a ±0.2 pH units. A Golder representative will monitor and record these parameters.
Groundwater removed during well development can be discharged directly on the ground surface. Details of well
development will be recorded by Golder.
2.0 BID
The bid estimate for this work shall include the following:
1. A single mobilization and demobilization cost to and from the site;
2. Costs for drilling, monitoring well construction materials and abandonment shall be provided on a per-foot
basis.
3. The type of drill method to be used;
4. The size of borehole, well casing, well screen slot size, sand pack gradation, and surface completion to
be used;
5. The proposed well development method;
6. Availability in Spring 2019 (April through June);
7. An estimated time-frame to complete the work; and
8. The “notice to proceed” lead time needed to secure a start date.

Attached is our bid for your Pitkin County landfill water well. Attached also is a drawing of a proposed well design.
Our drilling sequence are as follows : Arrive at site and set up the drill rig and support equipment
Drill a 11” nominal hole to 40’ using air compressor and if needed air mist and foam
Install 40’ of 8 5/8” steel surface casing
Install 30’ of neat cement grout by installing from the surface
Drill 7 7/8” hole to hole TD using air compressor and if needed air mist and foam
Install engineer determined amount of 5” nominal id pvc plain and slotted casing
Install engineer determined amount of silica sand pack by pouring from the surface
Develop well by air lift and surging
I have listed several items for your consideration.
1. Well will be constructed at or above State minimum standards.
2. At this time we do not have the equipment available to tremie the sand ( a 1.25” annulus between borehole and
pvc casing should facilitate surface installation of sand)
3. PVC blank casing will be a flush joint 5” nominal id schedule 40 casing (120’ will be available)
4. PVC slotted casing will be a flush joint 5” nominal id schedule 40 casing with .040 machine slots (60’ will be
available)
5. Silica sand will be 8‐12 sized (40 x 50lb bags will be available)
6. The flush joint pvc and the silica sand are special order for us and as such may be subject to availability
7. These methods and materials are subject to your consideration and approval
It should be noted that this well design represents nearly a doubling of our normal cost to drill a well in this type of rock
formation as our normal well consists of a 7” surface casing, 5” solvent weld pvc casing and no sand pack.
