However, it was noted that an inconsistency in the Pitkin County Zoning Code would allow a private tennis club under special review in the R-30 zone, but such a use was not allowed in the R-15 zone.The Planning Commission felt that since such inconsistency was present in the Code, that a variance should be requested from the Board of Adjustment for such use.In addition, the Planning Commission voted unanimously to recommeiid approval of the variance request provided the following conditions are met: 1. A drainage plan shall be approved for the con- struction area. 2. A soil condition report be submitted to show suitability for construction of tennis courts, and proof shall be presented that said soil reports are taken into consideration in the construction design of all courts and structures. 3. Provisions for dust control of the roads provid- ing access to the tennis club. 4. A time limit be set for full completion of the building project. 5. A landscaping plan shall be approved for the area. 6. A map should explain the relationship of access to the tennis club with existing City streets. In our opinion, the existing fill should be removed beneath slab-on-grade floors if structural floors are not used. The cost of removing the existing fill beneath spectator seating and courts could be saved but there is high risk df future seating and court rdpair if part or all of the man-made fill is le-ft below them. We believe there is some risk of surface subsidence caused by collapse of the shallow tunnel and Molly Gipson Shaft at the site.A detailed assessment of this risk was beyond the scope of the attached report. (JOCC20 -2- ENGINEERING AND GEOLOGIC INVESTIGATIONS SMUGGLER RACQUET CLUB ASPEN, COLORADO INTRODUCTION The proposed Smuggler Racquet Club will be constructed in Aspen, Colorado, near the site of the abandoned Smuggler Mine. We made our study to assist in determining the best types and depths of foundations for the buildings and the design criteria for them.This report presents results of our engineer- ing and geologic investigations and consultations.Data for our investigations are summarized on Figures 1 and 2.No laboratory tests were performed, nor in our opinion, were any necessary. SITE The racquet club site is the area around an abandoned mine. The natural topography has been changed by a man-made fill (mine tailing and debris mixed) cover. A shallow swale crosses the site from northwest to southeast.The existing fill west of the swale forms a rounded hill 301 feet high. The fill east of the swale rises gently forming a rolling topography.The site was sparsely grassed with a few groves of aspen trees.The abandoned Molly Gibson Shaft is located beneath tennis court number 4. Water was flowing from the shaft at approximately 100 gpm into a drainage ditch and across the site.No bedrock outcrops were CHO (21 WOODWARD-CLEVENGER & ASSOCIATES, INC. observed on the site. PROPOSED DEVELOPMENT Development includes regrading the area by establishing berms and flat areas for construction of five outdoor tennis courts, one practice court and one volleyball court, along with a clubhouse, a swimming pool and a large building housing three indoor tennis courts. The courts will be concrete slabs-on-grade.The clubhouse will be a light two-story, wood frame, non-basement building ad the swimming pool will be reinforced concrete.The indoor tennis court cover will be a rigid frame building. One of the outdoor tennis courts will be located in the hill west of the swale.Present plans envision excavation of a bowl (removing the hill center) and building concrete specta- tor seats on the bowl sides. Bowl slopes of 1.7:1 (horizontal to vertical) are planned. The Molly Gibson Shaft will be capped in a way to allow flow of the water from beneath court number 4 and in a stream across the club area.We also understand the club area will be landscaped and irrigated. The approximate locations of the various facilities are shown on Figure 1 and the proposed floor and court levels are C:]C)(J;22WOODWARD-CLEVENGER & ASSOCIATES, INC. - -2- shown on Figure 2.If completed designs vary appreciably from our understandings or assumptions, we should be advised to permit re-evaluation of our conclusions. SUBSOILS Our test pits showed 1 to 10 feet of existing man-made fill consisting of mine tailing, grading from clay and sand sizes up to cobble rock size, metal, cinders, brick, organic materials, and other debris over dense sandy cobbly gravels, including localized pockets of medium dense silty sands and occasional boulders. The existing debris and organic-laden fill is dry and appeared non-uniform and erratic in density.Although the fill is old and probably stabilized under its own weight, we believe decay of debris in the fill and irrigation of the dry fill mater- ials might cause it to settle additional unpredictable amounts under its own weight.Placing load on the fill might also cause additional settlement.Our comments pertinent to the im- pact of the existing fill on the proposed facilities are pre- sented below. The natural sands and gravels have high strength and should provide excellent support for lightly loaded foundations. Free water was found in three of the sixteen test pits WOODWARD-CLEVENGER & ASSOCIATES, INC. -3- excavated at depths of 10 to 11 feet or 5 to 7 feet below the bottom of the existing fill at the test pit locations. We have no data on ground water fluctuations in this area. This should be checked.In the absence of better data, we suggest a 3 foot rise in water level, during wetter seasons or wetter years, be assumed for design and engineering cost esti- mates.It appears the ground water will have little influence on design and construction, except in the area of the swimming Pool.No free water was found in the test pit excavated near the pool location.However, ground water was found in nearby test pits at elevations above the proposed pool bottom.Pre- cautions you may wish to take with respect to the pool are discussed below under SWIMMING POOL. EXISTING MINE The Molly Gibson Shaft, located within the club area, is one of a number of shafts associated with the abandoned Smuggler Mine.You have provided information indicating the Mdlly Gibson Shaft is approximately 900 feet deep.Several tunnels lead away from this shaft at various depths.The ones of greatest interest to the Racquet Club are the upper three tunnels at 50 foot, 100 foot and 200 foot depths.The informa- tion indicates the 50 foot deep.tunnel is about 8 feet by 8 feet C(]0/2/1 WOODWARD-CLEVENGER & ASSOCIATES, INC. -4- in cross section and runs approximately 300 feet due north opening up to a large mined out room which is beneath the area north of the club site.The 100 foot deep tunnel is about 10 feet by 10 feet in cross section and runs south beneath the indoor courts and off the site.The 200 foot deep tunnel is also about 10 feet by 10 feet in cross section and runs north- east off the site. We observed no evidence on the site of surface subsidence caused by collapse of the Molly Gibson Shaft or its offshoot tunnels or do we know if any of the tunnels have collapsed. We believe the risk of surface subsidence at the site caused by collapse of the tunnels below 100 feet is low.The surface effects which would be caused by collapse of the 50 foot deep tunnel would likely be minimal because the tunnel is small. However, you should be aware there is risk of damage to the courts over the 50 foot deep tunnel if it collapses. We believe collapse of the Molly Gibson Shaft should shaft bracing fail presents the greatest risk of surface subsidence. It would be expensive to stabilize these old mine shafts to lower the risk of future problems.We have made no detailed study of the problems associated with the existing WOODWARD-CLEVENGER & ASSOCIATES, INC. -5- mine as it was beyond the scope of this report. We believe some additional study of this problem is needed to better define your risks involved. BUILDING FOUNDATIONS General We have considered several types of foundations for the proposed buildings, including: (1) spread footings on the natural soils, structural fill, and combination thereof; (2) dril- led piers and (3) driven piling. Driven piling would be comparatively expensive due to their short length and could be difficult to drive through the debris and rock-laden fill. Drilled, belled, or unbelled piers bottoming on the sands would be an excellent alternative.However, their cost could be high due to difficult drilling through the existing fill, difficulty in belling the fills or natural materials, and the mobilization costs for pier drilling equipment.We believe, considering safety, economy, and the ever present risk of foundation move- ment involved in any foundation type, that spread footings are a reasonable foundation alternative for support of the proposed buildings.We have presented the criteria for spread footings below and would be happy to present criteria for drilled piers or driven piling if desired. f h jUL •6•U WOODWARD-CLEVENGER & ASSOCIATES, INC. -6- Spread Footinos The existing man-made fill is not, in our opinion, satis- factory to support spread footings. The existing man-made fill and topsoil should be removed beneath footings and replaced with structural fill or footings lowered to the natural sands and gravels.Structural fill beneath footings should be constructed of sands or sands and gravels with 100% finer than 6 inches, placed in 8-inch maximum loose lifts at the optimum moisture content for compaction and compacted with heavy tractor- towed vibratory rollers to 98% of maximum density (ASTM 01557). The existing fill and stockpiled materials should be suitable for constructing structural fill if the organic materials, cinders, debris, etc. are removed.We should observe structural fill placement. Designing spread footings resting on structural fill constructed as discussed above, natural soils or a combination thereof, for a maximum soil pressure of 4,000 psf should result in normal footing settlements.Foundation walls for continuous footings should be well reinforced, both top and bottom.We suggest a minimum amount of steel equivalent to that required for a simply supported span of 10 feet be used as a guide. D 000027 WOODWARD-CLEVENGER & ASSOCIATES, INC. -7- BUILDING FLOOR SLABS, COURTS, AND SPECTATOR SEATING At planned elevations, building floor slabs, courts, and spectator seating will be ·on existing man-made fill or new fill overlying variable thicknesses of the existing fill.The risk of settlement of existing fill, even under light loads as discussed above under SUBSOILS, is, in our opinion, high, especially in the light of future site irrigation.This risk could be minimized by removal of man-made fill beneath floor slabs, courts and spectator seating and rebuilding of site to desired subgrade levels.Structural fill constructed as described above under FOUNDATIONS could be utilized beneath building floor slabs, courts and spectator seating, except that it would need to be compacted to 95% of maximum density (ASTM 01557). In our opinion, the method above should be utilized beneath building floor slabs. Initial cost savings could be realized by leaving part or all of the existing fill beneath spectator seating and courts. This would result in high risk of future high maintenance and possible repair costs.The risk should decrease as the depth of existing fill removed beneath facilities increases. We suggest slab-on-grade floors, courts and spectator seating be reinforced. Reinforcement should be continuous through CocensWOODWARD-CLEVENGER & ASSOCIATES, INC. -8- slab joints.8uilding floor slabs and interior courts should be separated ffom bearing members and placed as late in construction as possible to minimize the differential movement that will occur between slabs and bearing members.Backfill in utility trenches beneath all slabs should be well compacted. SWIMMING POOL We believe the swimming pool should be founded as discussed above under BUILDING FOUNDATIONS.We suggest the pool be pro- vided with a subsurface drainage system consisting of a minimum of 6 inches of free-draining sand and gravel beneath the pool bottom and carried up the pool walls, connected to a positive gravity outfall or a pumped sump.Such a drainage system would provide a means to reduce hydrostatic uplift pressures on the pool when it is empty should ground water be present. The natural soil or structural fill replacing the existing man- made fill should be suitable to support the swimming pool bottom. Lateral load on the pool walls will be dependent upon the type of backfill, the degree of compaction, and the tolerable movement of the pool walls.We have assumed the concrete swimming pool will be a rigid structure and pool walls will be unable to deflect a sufficient amount to mobilize the internal „„„rl,/a fi, jul·-J WOODWARD-CLEVENGER & ASSOCIATES, INC. -9- \ strength of the backfill soils.We, therefore, suggest the pool walls be designed for "at rest" soil pressures, utilizing 60 pcf equivalent fluid pressure, plus hydrostatic pressure and surcharge where applicable to estimate lateral soil pressures on pool walls. SITE GRADING Current plans envision maximum cuts of the order of 20 feet and fills of the order of 10 feet, to achieve the desired site grading.Examination of the existing man-made fill pile shows its side slopes to be fairly stable and of the order of 1:1 (horizontal to vertical). We expect this is near the natural angle of repose for these materials and suggest permanent exist- ing fill slopes in the developed areas be flattened to 2:1 (horizontal to vertical) for increased safety. The existing fills should stand on temporary construction slopes of the order of 1:1 with a minimum of sloughing or sliding. We suggest permanent structural fill slopes or cut slopes in natural materials be made 13:1 (horizontal to vertical) or flatter.It is often difficult to establish landscaping on steeper slopes.We believe the natural soils will stand on temporary construction slopes of the order of 1:1. If it is decided to construct the spectator seating on existing man-made fill. we SUQQest the bowl slopes be made no WOODWARD-CUVEGER 8, ASSOCIATES, INC. 000030 -10- steeper than 2:1 (horizontal to vertical) in the interests of slope stability. We suggest a slope no steeper than 13:1 be used for bowl slopes in structural fill. WETTING OF FOUNDATION SOILS Wetting of foundation soils always causes some degree of volume change in the soils and should be prevented during and after construction.Methods of doing this include compaction of impervious backfill around the building, provision of an adequate grade for rapid runoff of surface water away from the building and discharge of roof downspouts and other water collection systems well beyond the limits of backfill, in addi- tion to other precautions which may be indicated during design and construction.Provision of pavement adjacent to structures will provide excellent protection against wetting of foundation soils, provided it is properly sloped and maintained. CONCLUSIONS (1) Man-made fill (mine tailing-debris mix) overlies dense to medium dense gravels and sands.Free water was found below the existing fill at depth 10 to 11 feet in three of the sixteen test pits excavated. (2) Founding the proposed buildings and swimming pool with spread footings on the natural soils or structural fill replacing the existing fill should involve normal risk of foundation movement.Existing fill should be removed beneath building floors and swimming pool bottom and re- placed with structural fill or structural floors supported by the foundation system utilized. WOODWARD-CLEVENGER & ASSOCIATES, INC. 000031 -11- (3) There is high risk of floor or court movements for slab-on-grades supported on the man-made fill.Normal risk of court and spectator seating could be realized by removing existing fill beneath them.The risk of damage to facilities over existing fill is high due to the likeli- hood of additional settlement of the existing fill. GENERAL INFORMATION The exploratory data presented herein were collected to help develop designs and cost estimates for this project, and thus have limited value for indicating underground conditions for contractor bidding or construction.If it is necessary to portray underground conditions well enough to enable contractors to more accurately evaluate conditions for bidding and execu- tion of work, then we recommend considering exploratory work designed for that purpose, after the affected designs are essen- tially finalized. Professional judgments on design alternatives and criteria are presented in this report.These are based primarily on evaluations of technical information gathered, partly on our understanding of the characteristics of the facilities being planned, and partly on our general experience with subsurface conditions in the area.We do not guarantee the performance of the project in any respect, only that our engineering work and Judgments rendered meet the standard of care of our profession. The test pits excavated for this investigation were WOODWARD-CLEVENGER & ASSOCIATES, INC. La,ul.u,6 -12- spaced to obtain a reasonably accurate picture of subsurface conditions for design purposes.Variations from the conditions portrayed which were not indicated by test explore- tions frequently occur.These variations are sometimes sufficient to necessitate modifications in the design.Thus, it is important that we observe the subsurface materials exposed in excavations to take advantage of all opportunities to recognize differing conditions and minimize risk of having undetected conditions which would affect the performance of the facility.
