Changes must be approved by this Department and the engineer prior to construction. As a result of a Use Permit Inspection it was found that the existing dosing chamber is no longer in functional condition and must be replaced. The existing dosing chamber must be pumped of effluent prior to being removed or crushed in place. A new “IM-540 Infiltrator Poly Tank” will be installed with a dosing siphon to dose the existing field area with approximately 95 gallons per dose. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the syst em by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE. The legal description of the 2.734-acre property is Lot 6, Block 3, Filing 1, Brush Creek Village Subdivision. The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID #2643-213-07-006). The subject OWTS consists of one 1000-gallon, two-compartment poly Norwesco® septic tank followed by a dosing siphon in a separate chamber. Effluent is dosed to four SB- 2 trenches (minimum 550 linear feet). Individual Sewage Disposal System Permit 87025 documents this system. The system was sized to accommodate 3 bedrooms. The permit received final approval on August 5, 1987. The septic tanks are located off the eastern corner of the residence. A clean out was present between the house and septic tank. One manhole lid on the septic tank was just below grade. Both inlet and outlet tees were present. The mid tank baffle was present and appeared to be in good condition, separating solids and liquids in each compartment. The level in the septic tank appeared slightly high prior to pumping. It was later determined the high level was likely due to the pipe from the septic tank to the dosing chamber not having enough fall. The septic tank was pumped at the time of our inspection on April 10, 2019 by Altitude Septic. The dosing siphon was not accessible at the time of our first visit. Additional work was done to uncover the chamber and we returned on April 17, 2019. The manhole lid was approximately 3.5-feet below grade. The top of the chamber was tilted, and the siphon inside the chamber was also tilted. We added water via a garden hose and did not get the siphon to activate. Altitude Septic returned and pumped the tank and attempted to repair the siphon; however, the chamber was damaged, and a repair was not feasible. A replacement of the siphon and chamber is required. We walked the approximate STA at the time of both site visits. The STA is comprised of four separate SB-2 trenches, each with different lengths. It is possible they could be connected via drop boxes, but Pitkin County documents do not make that clear. No inspection ports were present at the time of our site visits. We walked the cleared area and found no evidence of surface saturation or failure at the time of our inspections. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Required Repairs: • Install new dosing chamber and siphon. We have provided recommend chamber and siphon specifications. While the original dosing siphon had a 172 gallon dose, we recommend a smaller dose (95 gallons). Installation of the new chamber and dosing siphon must be done by a Pitkin County Licensed Systems Installer. An OWTS Construction Permit Application (tank only) must be submitted to the Pitkin County Environmental Health Department. Applications must be submitted to Pitkin County Environmental Health Department electronically.
