FISHING IS FUN GRANT FROM STATE OF COLORADO (COLORADO PARKS AND
WILDLIFE) FOR THE ROBINSON DIVERSION MODIFICATION PROJECT AND IF
AWARDED ACCEPTANCE OF THE GRANT
RESOLUTION NO. 037-- -2019
RECITALS
WHEREAS, The Health Rivers Administrator for Pitkin County, submitted a grant application
to the State of Colorado (Division of Colorado Parks and Wildlife) for the Fishing is Fun (FIF)
grant opportunity in the amount of $77,817.00 for the Robinson Diversion Modification Project
("the Project"), and
WHEREAS, The primary purpose of the Project is to provide safer and more consistent passage
through this reach of the Roaring Fork River for recreational anglers, commercial fishing guides,
recreational boaters and commercial whitewater guides. It will also provide improved upstream
passage for resident aquatic species. A 220' long engineered riffle will provide 0.5 acres of
aquatic habitat. The project improvements will also reduce in-channel maintenance performed by
the ditch company,reducing impacts to the river and the riparian corridor associated with
operation of heavy equipment below ordinary high water, and
WHEREAS, the current state of the in-channel structure at the Robinson Diversion has created a
channel spanning navigation hazard in the river, impeding downstream passage of anglers and
upstream passage of aquatic species. The instabilities in the channel and banks at the diversion
point require annual maintenance activities in the river; including sediment and logjam removal
and repositioning of boulders and alluvium. These activities further degrade the aquatic and
riparian habitat of this reach of the Roaring Fork River, and
WHEREAS, The objectives of the Project is as follows:
• Safer boat passage
• Increased fish passage
• Improved bank and in-channel stability
• Reduced annual in-channel maintenance
• Improved head gate operations
WHEREAS, The BOCC strongly supports the Project and submission of the FIF Grant
Application.
WHEREAS, The BOCC finds that it is in the best interest of the citizens of the Roaring Fork
Watershed.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin
County, Colorado that:
1. It hereby adopts a Resolution of the BOCC supporting the application to the State of
Colorado for the Fishing is Fun grant for the Robinson Diversion Modification Project and
Resolution#My 2019

if awarded acceptance of the grant.
2. Subject to duly adopted future appropriation and obtaining the FIF grant, and third party
funding from the other sources, the BOCC authorizes expenditures of funds necessary to
secure and implement the FIF grant and fund the development of the Robinson Diversion
Modification Project to meet the terms and obligations of any grant awarded.
3. The BOCC Chair is authorized to sign the Resolution and upon the satisfaction of the
County Attorney as to form,the Chair or chair's designee is authorized to execute the grant
agreement with the State of Colorado and any other associated documents necessary to
complete this matter.
