INTO A MUTUAL AID AGREEMENT TO PROVIDE
FOR PUBLIC SAFETY IN THE EVENT OF A
SIGNIFICANT MUD/FLOOD DEBRIS FLOW EVENT
RESOLUTION NO. D 3Y ,2019
RECITALS
WHEREAS, Pursuant to Section 2.8.3 (Actions) of the Pitkin County Home Rule Charter
("HRC") official action by formal resolution shall be required for all actions of the Board of
County Commissioners ("BOCC") not requiring ordinance power on matters of significant
importance affecting citizens, and
WHEREAS, Pursuant to Section 2.8.5 of the HRC the Board is authorized to approve
emergency resolutions, which shall become effective immediately upon adoption, and
WHEREAS, Due to the increased snow pack going into the spring of 2019, and the
increased impact to the Lake Christine burn scar, the BOCC has determined that it is
necessary to enter into a mutual aid agreement (attached as Exhibit A) with other
governmental agencies and officials to provide clear direction for the emerging incident
commander so that appropriate resources are ordered in a timely fashion to provide for
public safety in the event of a significant mud/flood debris flow event.
WHEREAS, The BOCC has further determined that a 24-hour mutual-aid period is
appropriate when responding to a mud/flood incident within the Roaring Fork, Fryingpan,
and/or Crystal River drainages.
WHEREAS, The BOCC finds that approval of this resolution is necessary for the
immediate preservation of the public health, safety and welfare of the citizens of Pitkin
County and therefore declares this resolution to be effective immediately pursuant to the
HRC Section 2.8.5.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it hereby adopts an Emergency Resolution Authorizing
Entering into a Mutual Aid Agreement to Provide for Public Safety in the Event of a
Significant Mud/Flood Debris Flow Event and authorizes the Chair to sign the Resolution
and upon the satisfaction of the County Attorney as to form, execute any other associated
documents necessary to complete this matter.

Intent:
It is the intent of this agreement to provide clear direction for the emerging incident commander
so that the appropriate resources are ordered in a timely fashion to provide for public safety in
the event of a significant mud/flood event.The undersigned acknowledge the increased snow
pack going into the spring of 2019 and the increased impact of the Lake Christine Bum Scar.
Mutual Ald Period:
Mutual Aid shall mean the period of response to a mud/flood incident from the time of initial
report ending 24 hours later.The non-reimbursable mutual aid period will also apply to any local
Incident Management Group(IMG)that may form to provide overhead to support such a
response.
Mutual Aid Resources:
The undersigned agency administrators hereby agree to a 24 hour mutual-aid period when
responding to a mud/flood incident within the Roaring Fork,Fryingpan,and/or Crystal River
drainages.The agencies are committed to working together in rescue,fire,EMS,infrastructure,
intelligence gathering, public works,engineering,and communications.During this 24-hour
mutual-aid period resources that can be shared will be with no expectation of reimbursement for
costs.
Cost Share Agreement
It is the expectation of this undersigned that a cost share agreement, if necessary, be crafted
and approved within the first 24 hours.
This agreement is revocable at any time by any of the undersigned,and this agreement for non-
reimbursable mutual-aid does not in any way require participation by the undersigned
organizations.
