Referrals outlined specific recommendations for approval, which are included as conditions below. b) USFS issued Peruvian Connection a permit. c) Although the photo shoots are more than three (3) days the photo shoots are not all in one location, therefore, Community Development has allowed Peruvian Connection up to five (5) days of photo shoots shall only occur between the hours of 7:OOAM to 7:OOPM or one (1) hour after sunset, whichever is later in different locations, no more than three (3) days in one photo shoot location. 2) COMMUNICATIONS PLAN a) Peruvian Connection will have scouting for photo shoots on June 2, 2019 and June 3, 2019. Peruvian Connection will provide a detailed schedule of their filming locations no later than June 3, 2019 to Community Development. b) At all locations the photo shoot team/crew will have communication via two-way handheld radios to communicate between the set, staging area and parking area, where the photo shoot team/crew will have access to working landline phones or cellphones. 3) SAFETY/SECURITY/EMERGENCY SERVICES a) The photo shoot team understands while doing photo shoots the locations are open to the public and they will ensure to work around any hikers or other members of the public. When the photo shoot is underway, crew will position their team on either side of the shooting location for pedestrian's safety. b) No wildlife shall be disturbed, chased harassed etc. during the photo shoot. If any wildlife are at location of a shoot and there is potential for conflict, operations shall cease until wildlife moves off. There is potential for wildlife encounters based on the locations provided especially with moose and bears. If any incidents occur, CPW shall be contacted immediately. The photo shoot crew will also have a hardline or radio available to contact emergency services. 4) ALCOHOL a) No alcohol will be served anytime during photo shoots. 5) TRAFFIC/TRANSPORTATION/PARKING a) The four (4) SUV's and one (1) RV will be parked in various locations. At Snowmass Falls Ranch, parking will be on the private property. When at Ashcroft the existing parking at the end of Castle Creek Road will be used. At Ruedi Reservoir parking in existing parking lot will be utilized. When at Independence Pass: Grottos, Lost Man Lake & Top of Summit the photo shoot team will park in existing parking areas, but there will be no RV (motorhome) at the location. When at T Lazy 7 Ranch parking will take place in existing parking at T Lazy 7 Ranch. b) When the photo shoot team are at Dan Bunta's property they plan on using existing parking at Dan Bunta's property and the road side pullouts along Little Annie Road for parking the RV (motorhome) if needed. c) Pitkin County Engineer was contacted by Jere Long (secondary contact) for permission to use the pullouts for the photo shoots in the area, on that given day at Dan Bunta's property. d) In two emails from the Pitkin County Engineer, Peruvian Connection photo team is allowed to use the pullout area near Ashcroft and next to Little Annie Road for staging an RV (motorhome) if needed. Per Pitkin County Engineer, this will have little impact to the public. 6) SANITATION/SOLID WASTE/RECYCLING a) No portable toilets and handwashing stations services required for the photo shoots. Using the facilities onsite or in the RV are sufficient. b) No waste and recycling services required for the photo shoots. Coverage must be maintained for the duration of the event including set up and dismantle dates. b) On May 17, 2019 Community Development received an email with three (3) letters attached from all three (3) private property owners: Daniel Bunta (Little Annie Road Bunta House & Cabin), Snowmass Family Snowmass LLC. We are requesting letters from all property owners from the Applicant, and they are in contact with all property owner's within Pitkin County. However, we have not been provided a detailed schedule of where the photo shooting will be each day. So, we will put conditions in the special event permit for the Applicant to contact each Caucus, HOA, and neighborhood, informing all the dates and times they will be in those areas. We have several major public projects underway in the valley this summer, and with the advent of e -bikes combined with ever greater traffic, we are becoming overwhelmed. This lack of discipline regarding requiring a reasonable amount of notice for these for-profit ventures just needs to come to an end. We have one commercial use in the valley and a non-profit which has expanded tourist use of the valley through their programming. All of these requests need to be viewed as what they are—commercial ventures on land that is not zoned for commercial use. These events by so-called non -profits fall into the same boat. People are using these events to make money for themselves regardless of the gestures that they make to non-profit aspects of their efforts. However, I must tell you that I consider all of the temporary commercial uses of land which are presently occurring on land in the valley which is not commercially zoned is a subject which needs to be discussed with the members of the Castle Creek Caucus. I believe that the caucus should recommend future limits on these types of uses as a part of the Master Plan update that is currently under way.
