The legal description of the 2.0-acre property is Lot 8, Filing 1, Crystal View Heights Subdivision. Information provided by Pitkin County Environmental Health Department (Parcel ID #2649-044-01-007) included an evaluation of an existing OWTS conducted by Sopris Engineering in 2009 to justify sizing for a 3-bedroom residence. Sopris Engineering provided us with the Pitkin County Individual Sewage Disposal System (ISDS) Permit 93016. This permit documents the system was approved to accommodate a 3-bedroom residence. The permit received final approval on June 24, 1993. The subject OWTS consists of one 1000-gallon followed by a distribution box and a 21’ x 75’ gravelless chamber bed (according to Sopris Engineering report dated October 27, 2009). There is a clean out near the residence. The septic tank is located to the east of the residence, south of the driveway. The Sopris Engineering report notes an original 750-gallon septic tank. We ran water from the clean out and it entered the 1000-gallon septic tank in a short period of time. Additionally, there were solids in the first compartment of the 1000-gallon septic tank, including toilet paper. We do not believe the 750-gallon septic tank is connected to this OWTS; however, we have no documentation of the location or abandonment. The outlet side of the 1000-gallon septic tank was accessible from grade. The inlet side of the septic tank was approximately 2-feet below grade. The pipe entering the septic tank was missing the sanitary tee. The pipe enters the north side of the septic tank and is angled upward slightly. This pipe appears to run under the driveway and the upward angle indicates settling of the pipe. While wastewater is reaching the septic tank, we recommend the settling of the pipe be addressed. Altitude Septic pumped the septic tank and cleaned the effluent filter at the time of our inspection. After our inspection, Altitude returned and added risers to the inlet side of the septic tank and added a sanitary tee to the inlet pipe (see enclosed invoice). We walked the approximate soil treatment area (STA). The distribution box is described in the Sopris Engineering document as being 93-feet from the septic tank. The distribution box was not accessible at the time of our inspection and we were unable to assess the condition. Photos of the distribution box were provided from Sopris Engineering’s evaluation. We recommend the distribution box be located and brought to grade for future access and monitoring. We observed an inspection port at the end of the STA. The port was dry. We saw no sign of surface saturation or failure of the STA at the time of our inspection. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Recommendations: • Address settling of the pipe entering the septic tank. • Clean effluent filter annually, or as needed. • Locate and bring distribution box to grade for future access and monitoring. An OWS is in place to serve the needs for your existing 3- bedroom mobile home and your proposed pre manufactured replacement 3-bedroom home on site. The OWS is generally in compliance with State and County standards to accommodate the design flow from the proposed dwelling. It is our understanding that you are currently applying to Pitkin County for a building permit to allow demolition of the existing mobile home and construct a new replacement house on the site. Per County regulations the existing OWS needs to be evaluated for continued usage in adequately handling the sewage from the replacement home. We believe that the system is in fact adequate to serve the needs of the proposed 3-bedroom home replacement. We have located and performed inspections of certain OWS components,reviewed previous permit information and have observed the existing site conditions. Our evaluation and recommendations are based on our current knowledge of the site conditions with respect to information provided by others for use in supporting your application to Pitkin County. Our findings are in accordance with Pitkin County and the State of Colorado ISDS Regulations. A. Conclusions/Findings The existing OWS includes an existing septic tank assumed to be the original tank installed when the site was first developed is reported to have a 750 gallon capacity. The tank is situated north of the existing home in a small yard. The tank is accessed, for pumping through a pipe riser. It appears that this tank S' functions as the primary solids settling chamber with effluent discharge to the newer 1000 gallon tank. The tank was last pumped approximately 3 years ago. A new OWS to serve the 3-bedroom home was permitted and constructed in June, 1993 (Permit Number 93016). The new system consist of a 1000- gallon, double compartment, concrete septic tank installed down gradient and second in series below the original tank. The new tank appears to maintain a normal tank liquid level has a sanitary tee on the outlet. The effluent within the secondary compartment is relatively clean with some slight color, very minimal septic odor and no evidence of accumulation of sludge or scum was observed. The effluent from the new tank discharges to a 75' by 21' gravelless chamber absorption field through a distribution box. A 4" sewer pipe approximately 93 feet long connects the tank to the distribution box. Therefore the total horizontal absorption area is approximately 560 S.F as calculated given the exposed absorptive surface area of 15.5 S.F.per unit for a standard gravelless chamber. Each trench is installed with a minimum 6 foot separation of undisturbed earth. The depth of the trenches to the absorptive surface is approximately 4 to 4 feet. Rough field measurements from the distribution box to the cleanout along with surface observations support this field sizing and layout. The field is situated within a larger sun exposed area near the center of the lot off the east side of the driveway with a general surface slope at 2%toward the east northeast. The surface of the field area has a fair vegetative cover consisting primarily of dryland grasses with no evidence of intrusive shrubs or trees. The soil in the area is stabilized with no evidence of surface water ponding or erosion patterns. The 6-port concrete Distribution box was located and uncovered and appears to be well founded and level at a depth of approximately 2.75 feet below the existing surface grades. The concrete lid is intact and properly seated on the box. The soil from the surface to the box was dry and consist of clayey sand with gravels and some cobbles. Individual 4 inch distribution lines are assumed to connect to the head of each chamber trench. A single observation port is installed at the end of one of the chamber trenches. Visual observation of the trench surface below the port indicated dry soil without evidence of a developed bio mat. Only a very slight earthy odor was apparent. No evidence of previous seepage or other problems were observed. The existing system appears to function with regard to accepting the historic sewage and water usage. The septic tanks and the pipe and gravel absorption bed are adequately sized to handle the design flows from an equivalent 3-bedroom home. The replacement home will be a two story structure approximately 3000 S.F. Existing OWS Analysis The design flow for the existing system was based on an equivalent 3-bedroom house. OK System Improvement Recommendations During construction of the new home we recommend that certain improvements are made to the existing system to enhance the ability to provide routine maintenance, inspections and improve performance and treatment sustainability. The proposed replacement house will include construction of a new section of sewer line, installed at a minimum continuous slope of 2%,to route sewage to the septic tank. The new sewer line shall be installed with appropriate bedding and backfill with a minimum depth of cover of two feet. A two-way cleanout shall be installed on the pipe with an accessible treaded cap above the finish surface grade near the exterior wall of the home. If the tank is suitable for continued use appropriate improvements shall be made that include the installation of access riser(s) and lid(s) extending to the surface to allow for easy access and maintenance. Otherwise for a 3-bedroom capacity house the existing 1000 gallon tank is adequate for stand alone use. An effluent filter should be installed in the secondary compartment of the newer 1000 gallon septic tank at the sanitary tee outlet. The primary compartment access shall be excavated and fitted with water tight risers and lid extending to the surface to allow for easy access and maintenance. Both septic tank lids should be re installed at the surface by risers to provide easy access for maintenance and inspection. The area around the tank shall be graded to shed water away from the tank and prevent excessive buildup of vegetation around the access lid perimeter. All existing 4 " cleanouts should be recovered and/or repaired as needed to maintain protected access above or near the surface grades and should and fitted with a treaded cap. If the 750 gallon tank is removed or abandoned in place the tank needs to be thoroughly pump and backfilled with native soil. The 4" sewer pipe from the replacement structure shall be installed to by pass the abandoned tank and reconnect as feasible to the existing pipe installed to the 1000 gallon tank. An alternative may involve adequately crushing the existing tank lid, backfilling the void and installing new bedded pipe section to connect inlet pipe to the existing outlet pipe. Any installation of new 4" sewer pipe should be performed with appropriate bedding and backfill with a minimum depth of cover of two feet. Sewer line shall be installed at a minimum continuous slope of 2%. A cleanout shall be installed on the up gradient sewer pipe prior to a stepped grade break along the line. We recommend that all OWS components and pipe junctions be marked and protected from damage by vehicular traffic. The existing distribution box should be excavated and replaced with a new box that is installed with risers to extend the lid to the surface grade for easy access and inspection. A new capped pipe stub may be considered to accommodate the installation of an additional trench in the future if expanded usage may be requested or if future inspections indicate the need for more absorptive area. OWS Operation and Maintenance The system shall be inspected on a regular basis and be properly maintained. The responsibility for repair and maintenance of the system will remain with the Lot Owner. The owner or a service provider shall inspect the OWS and perform maintenance and repairs necessary to ensure that the system is operating properly. The effluent filter shall be maintained when the tank is pumped or as needed. Suitable component handles and extensions on the filter assembly will be installed to provide easy maintenance. We recommend a periodic inspection be performed every 6 months. The OWS system should require minimal maintenance. Several factors influencing the need for maintenance include: actual wastewater flows versus design flows, the volume of kitchen/domestic waste Ni./ Audrey Tom& Carla Ostberg SE Job No. 29236.01 October 27, 2009 Page 5 excluding human waste and toilet paper), excessive household chemicals and other toxic liquids. The tank, absorption field and other applicable treatment system components should be visually inspected bi- annually for debris, accumulation of sludge/scum layers, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped and inspected every 2 -4 years. The effluent filters should be cleaned every six months and at the time of pumping. Absorption fields should be maintained with suitable cover and kept free of root invasive plants. Positive surface drainage away from the absorption field should be maintained. Replacement of exiting distribution box. Neither of these things will require a permit through our Department, but you don't want just anyone replacing your dbox. I would like to see the box prior to burial because if that's not done correctly, your system won't work correctly. There should also be access from grade to the new dbox.
