stalls, a toilet, washing machine, and sink.
Operational Status: After repairs were made as a result of the inspection the system appeared to be functioning as
designed. Tanks were pumped and root intrusion was repaired and resealed. All tanks were in good, water-tight
condition after repairs. An effluent filter was observed in the outlet of the tank serving the barn. The field area did not
show any signed of failure such as surfacing effluent. Observation ports that were damaged were repaired as part of the
inspection.
Inspector Recommendations: Add effluent filter to outlet of second tank serving the home.
Department Recommendations: Continue maintenance as needed.
Issuance of this OWTS Use Permit is based solely on the conditions observed and reported by the inspector to the Department on the date of the inspection(s) and
on Department records at the time of permitting. The issuance of this permit does not constitute a guarantee, warranty, or representation by the Department
that the system will operate properly or will not fail or that the system will not be subject to future enforcement action to correct non-compliant conditions.
Estimated capacity of the system has been listed on the permit and we recommend that you monitor and/or meter water use to prevent overuse and possible
failure.

As requested, CBO Inc. performed an Onsite Wastewater Treatment System (OWTS) Use Permit
inspection at 6855 Capitol Creek Road, Snowmass, Colorado on April 19, 2019. The legal description of
the 151.4-acre property is provided in the enclosed Parcel Detail Information from the Pitkin County
Assessor's website.
The permits and record drawings were provided by Pitkin County Environmental Health Department
(Parcel ID #2647-231-00-010). The subject OWTS consists of one 2500-gallon concrete septic tank
followed by a 1000-gallon concrete septic tank. Effluent gravity flows a soil treatment area (STA)
consisting of 12 rows of 10 `Standard' Infiltrator® chambers in a bed configuration. Individual Sewage
Disposal System Permit 00064 documents this system. The system was sized to accommodate 5
bedrooms in the main house and 4 horse stalls and a toilet and lavatory in the barn. The permit
received final approval on January 30, 2001. Additional plumbing, including a washing machine,
sink, and drinking fountain was later added to the barn. Individual Sewage Disposal System Permit
02101 was issued after installation of a 1000-gallon, two -compartment concrete septic tank and 10
`Standard' Infiltrator® chambers were added to the STA. The permit received final approval on
12/20/2002.
A clean out is located to the northwest of the barn. This clean out is broken and should be repaired. The
septic tanks are located to the northeast of the barn. Four feet of risers bring all lids to grade. All inlet
and outlet tees were present. Liquid levels in the septic tanks were normal at the time of our inspection.
We gauged the solids in the tank and while there was no scum later, there was a heavy sludge layer at
the bottom of the tanks. The system has seen minimal use since installation in 2000 and the tanks have
not been pumped. We recommend pumping the septic tanks.
An additional septic tank is located to the east of the driveway, just west of the STA. Both lids on this
septic tank were brought to grade with 3-feet of risers. There is no rubberneck between the risers. A
tree root has entered between the tank and the first riser and a large root ball has formed. The liquid
level in the septic tank appeared normal at the time of our inspection. We recommend removing the root
ball and the root. The tree growing on top of the tank should also be removed. The inlet tee is cocked
up. This could indicate settling of the pipe outside of the septic tank. The effluent filter was present and
was very clean. We believe, from the permit language and from our observations on site, that ONLY the
drinking fountain, a washing machine that is no longer present, and a sink (we are not sure which sink)
are tied to this septic tank. We were unable to run any fixtures in the barn that appeared to be connected
to this septic tank.
The STA is located to the east of the structures. Inspection ports were present at both the beginning and
end of each row. Some snow cover was present over the STA at the time of our inspection. We walked
the STA and found no evidence of surface saturation or failure at the time of our inspection. This
evaluation is not a guarantee of future system performance. This inspection is good for one year.
Recommendations:
• Repair clean out between house and septic tanks.
• Pump septic tanks.
• Install effluent filter on either outlet tee to prevent solids from migrating to STA. If installed, this
filter should be cleaned annually, or as needed.
• Explore sewer line between the barn and the septic tank that was installed in 2002.
• Remove root ball from 2002 septic tank. Remove tree growing over septic tank.
• Replace any broken caps on inspection ports in STA.
We performed this inspection for the prospective buyer of the property. If this report will be used to
obtain an OWTS Use Permit, the following repairs from the recommendations listed above are
necessary and repairs must be documented:
• Pump septic tanks (2500 gallons and 1000 gallons serving the main house)
• Explore sewer line between the barn and the septic tank that was installed in 2002 to
assure it is not broken outside of the septic tank.
• Remove root ball from 2002 septic tank. Remove tree growing over septic tank.
An OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health
Department. Applications must be submitted to Pitkin County Environmental Health Department

Within the application, you must attach the Inspection Form where "Pitkin County Inspection Form" is
requested, the OWTS Inspection Packet where "Site Plan" is requested, and Floor Plans where "Floor Plans"
are requested. Floor plans may be hand drawn and must represent number of bedrooms or potential
bedrooms in the residence.

Disclaimer. This inspection is intended only as an evaluation of the present condition of the OWTS
based upon what was observed and the Licensed Inspector's expertise in onsite wastewater technology.
The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any
period of time in the future. Because of numerous factors which may affect the operation of an OWTS,
as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this
report shall not be construed as a warranty by the Inspector that the system will function properly for any
particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.

I just wanted to clarify that some of the recommendations were completed and documented. The repairs that were
completed are as follows:
• Pump septic tanks.
• Explore sewer line between the barn and the septic tank that was installed in 2002. (this was replaced just before the
tank)
• Remove root ball from 2002 septic tank. Remove tree growing over septic tank.
