Changes must be approved by this Department and the engineer prior to construction. This permit is to replace the failed septic tanks serving the main residence. The existing septic tanks shall be abandoned properly and evidence of proper abandonment shall be submitted to this office as part of the final approval of this permit. Sewage will flow via gravity to a new ejector pump in a new fiberglass vault. The installation of the ejector pump vault will require a minimum of electrical and plumbing permits from the Pitkin County Building Department. Sewage will them be pumped to a new 1500-gallon two-compartment septic tank and effluent will then flow to a new 1000-gallon two- compartment septic tank with a screened pump installed in the second compartment. Both tanks must have traffic rated lids, risers, and manhole lids. Effluent will then be pumped to the existing distribution box and soil treatment area beds. The new tanks shall be a minimum of 5-feet to the residence and 50-feet to any well. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as-built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. The report, dated April 26, 2017 is enclosed. The inspection identified the need to replace the septic tanks currently serving the residence. The report also notes that “…replacement of the septic tanks in their existing location is not feasible due to lack of access and steepness of the slope.” The 37.599-acre property is located outside of Snowmass Village, in an area where OW TSs are necessary. The legal description of the property is Lot 6 (AKA Parcel 6) Droste/Pioneer Springs Ranch Subdivision - Unplatted. Parcel ID: 2643-292-00-009 SITE CONDITIONS A single-family residence consisting of 5-bedrooms and greater than 6000 square feet of living area is currently developed on the property. The residence is served by an existing OWTS. The subject OWTS consists of one 2000-gallon, single-compartment concrete septic tank followed by one 1250-gallon, single-compartment septic tank. Effluent is pumped to a distribution box, and then gravity flows to six gravelless chamber beds, each with imported sand filter material under two rows of 11 ‘Standard’ Infiltrator® chambers. Individual Sewage Disposal System Permit 99088 documents this system. The system was sized to accommodate 5 bedrooms. The permit received final approval on January 1, 2002. The property is served potable water by the Snowmass Water and Sanitation District. There is a well, used for irrigation, located on the pasture envelope to the west of the residence. This well is located greater than 50-feet from the proposed septic tank location. DESIGN SPECIFICATIONS The existing septic tanks must be properly abandoned in-place. Given the steepness of the slope and lack of access with large equipment, abandonment must be done with hand-tools and back-filling the voids left by the septic tanks may need to be done with a “flowable fill” that can be pumped into the voids. This office and Pitkin County Environmental Health Department must be consulted with a plan for the septic tank abandonment. 0018.2017.POWT Page 2 Design Calculations: 5 bedrooms x 100 GPD x 2 people/bedroom = 1000 GPD Septic Tank Capacity = 1000 GPD x 48 hour retention time = min. 2000 GPD Existing plumbing exits the east side of the residence, where access with large equipment and space is limited. We are recommending a fiberglass ejector vault and either a grinder or solids handling pump be installed in the ejector vault to transport wastewater to the new septic tank location. Specifications for the ejector vault and grinder or solids handling pump are not provided in this design. Verification of the depth of the sewer line exiting the residence is necessary. Upon verification, this office will work with the licensed systems contractor (installer) and parts distributor to determine the proper components for this portion of the system. The property is hardscaped and landscaped, creating obstacles for placement of the new septic tanks. We believe the least impact to hardscape and landscape would be to place the septic tanks in the non- snowmelt portion of the driveway in a turn-around area. Other options may be considered pending consultation with our office. Installation must include a 2-inch diameter pump line (min. Schedule 40) from the new ejector chamber to the new septic tanks. A new 1500-gallon, two-compartment concrete septic tank followed by a new 1000-gallon, two-compartment concrete septic tank must be installed. Both septic tanks must have H-20 rated lids to withstand traffic. Each manhole lid must be brought to grade with concrete, traffic-rated risers and covered with cast-iron manhole lids for access. An Orenco® Biotube Pump Vault and an Orenco® pumping system must be installed in the second compartment of the 1000-gallon, two-compartment septic tank. Elevation change and distance from the septic tank to the existing distribution box must be verified in order to specify the correct pump, pump line size, and float separation for pump dose. The control panel for the pump must be located within line of sight of the septic tank. We recommend Valley Precast out of Buena Vista be contracted for start-up of the pumping system. The existing distribution box must be located and access brought to grade. We recommend running water into the distribution box to assure the existing soil treatment area (STA) is accepting effluent. Given the complexity of this installation, we recommend the following steps prior to any excavation: • Verify elevation of sewer line exiting residence. • Obtain specifications on ejector vault and grinder or solids handling pump. • Locate distribution box. • Water test STA to assure it is accepting effluent. • Consult with electrician on electrical needs for both grinder or solids handling pump and effluent pump. • Verify elevation change and distance from new septic tank location to existing distribution box to obtain specifications on effluent pumping system. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. 0018.2017.POWT Page 3 PERMIT APPLICATION INSTRUCTIONS Applications for the OWTS Construction Permit must be submitted to the Pitkin County Environmental Health Department. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high-water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. 0018.2017.POWT Page 4 INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. All our pumps are constructed of lightweight, corrosion-resistant stainless steel and engineered plastics; all are field- serviceable and repairable with common tools; and all 60-Hz PF Series models are CSA certified to the U.S. and Canadian safety standards for effluent pumps, meeting UL requirements. Orenco’s Effluent Pumps are used in a variety of applications, including pressurized drainfields, packed bed filters, mounds, aerobic units, effluent irrigation, effluent sewers, wetlands, lagoons, and more. These pumps are designed to be used with a Biotube® pump vault or after a secondary treatment system. Using a Pump Curve A pump curve helps you determine the best pump for your system. Pump curves show the relationship between flow (gpm or L/sec) and pressure (total dynamic head, or TDH), providing a graphical representation of a pump’s optimal performance range. Pumps perform best at their nominal flow rate — the value, measured in gpm, expressed by the first two numerals in an Orenco pump nomenclature. The graphs in this section show optimal pump operation ranges with a solid line. Flow flow rates outside of these ranges are shown with a dashed line. For the most accurate pump specification, use Orenco’s PumpSelect™ software. Altitude Septic installed the system. All interior plumbing, ejector chamber, and solids handling pump was covered under Pitkin County Plumbing Permit 0101.2017.PPLM. Young Services, Inc. was the plumbing contractor that conducted the work on this portion of the system. The existing septic tanks were abandoned by being pumped and filled with flowable fill. Installation of new portions of the OWTS included a new 1500-gallon, two-compartment concrete septic tank followed by a new 1000-gallon, two-compartment concrete septic tank. Both septic tanks have H-20 rated lids to withstand traffic. Each manhole lid was brought to grade with concrete, traffic-rated risers and covered with cast-iron manhole lids for access. An Orenco® Biotube Pump Vault and an Orenco® PF3005 pump was installed in the second compartment of the 1000-gallon, two-compartment septic tank. The control panel for the pump is located on the east side of the residence near the new ejector chamber. Valley Precast personnel performed start-up of the pumping system. A plastic distribution box was installed at a high point in the pump line. A 4-inch diameter sewer line exits the plastic distribution box and effluent gravity flows to a new concrete distribution box that replaced the existing distribution box, in the same location. We tested the pumping system and found it to be functioning properly. Prior to installation of the new system, the existing soil treatment area (STA) was dosed with approximately 100-gallons of water and was found to accept it without any backflow or surfacing. Measurements include: • 78-feet from 1000-gallon septic tank to new, plastic distribution box • 22-feet from new, plastic distribution box to existing concrete distribution box We observed a group of tall bushes/trees in the approximate area of one of the chamber beds that runs parallel to the slope that falls to the east. It is possible there is a spring or water source of some kind that allows these trees to thrive. We did not observe any standing water in any of the inspection ports and we know that the beds are deeper than 4-feet below grade. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The legal description of the 37.599-acre property is Lot 6 (AKA Parcel 6) Droste/Pioneer Springs Ranch Subdivision - Unplatted. The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel ID #2643-292-00-009). The subject OWTS consists of one 2000-gallon, single-compartment concrete septic tank followed by one 1250-gallon, single-compartment septic tank. Effluent is pumped to a distribution box, and then gravity flows to six gravelless chamber beds, each with imported sand filter material under two rows of 11 ‘Standard’ Infiltrator® chambers. Individual Sewage Disposal System Permit 99088 documents this system. The system was sized to accommodate 5 bedrooms. The permit received final approval on January 1, 2002. We observed a clean out on the east side of the residence. The septic tanks are located to the east of the residence on a very steep hillside. The first septic tank in the series was uncovered and was ½ full. This septic tank has a mid-seam and is leaking and no longer holding effluent at appropriate levels. The second septic tank in the series has collapsed and is no longer functional. The cribbing wall built above and around the tank septic tank has also collapsed. It appears that a perimeter drain pipe was routed just above the septic tank and over time water from this drain pipe inundated the soils around the tank and undermined the supporting soils. These septic tanks must be abandoned. The control panel for the pumping system in the second tank is located in the mechanical room. The counter on the control panel was OFF at the time of our inspection and the counter read 21 hours. We walked the approximate soil treatment area (STA), which is located to the north of the residence. Inspection ports were observed in this area and all were dry. The distribution box was not accessible from grade and therefore, could not be inspected. We found no evidence of surface saturation or failure in the STA at the time of our inspection. Given the condition of the septic tanks and pumping system, we do not believe wastewater has entered the STA recently. Required Repairs: • Replace septic tanks. We recommend a qualified engineering firm be contracted for design of the tank relocation and connection to the existing STA, as replacement of the septic tanks in their existing location is not feasible due to lack of access and steepness of the slope. 0018.2017.POWT This report and a completed OWTS Construction Permit Application for replacement of both septic tanks must be submitted to the Pitkin County Environmental Health Department.
