ALLOW THE STATE TO INVEST REVENUE COLLECTED BEYOND CURRENT
STATE LIMITS IN TRANSPORTATION, K-12 EDUCATION AND HIGHER
EDUCATION, ON THE 2019 GENERAL ELECTION BALLOT
RESOLUTION NO.6C6-

RECITALS
WHEREAS,Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter
("HRC"), all matters not required to be acted upon by ordinance or formal resolution may be acted
upon by informal resolution, and
WHEREAS, Colorado regularly ranks as the top economy in the country,but can't invest all the
money it collects for students, roads,bridges and transit because of current state spending limits
established in 1992; and
WHEREAS, Colorado ranks among the bottom states in the country for the quality of its
transportation infrastructure and K-12 public education investments; and
WHEREAS, Colorado's K-12 spending is ranked below some of the poorest states in the country,
and has a difficult time attracting and retaining quality teachers; and
WHEREAS, Colorado spends roughly $2,700 less per K-12 student than the national average, and
about half the amount of states like Wyoming and Vermont; and

WHEREAS,hundreds of bridges have been deemed structurally deficient and nearly 25% of roads
across Colorado are rated as being in"poor"condition; and
WHEREAS,40% of the money Prop CC raises for transportation will go to local counties and
municipalities,because they know the needs of their communities best; and
WHEREAS, Thousands of Colorado's business,public sector, and academic leaders agree that an
arbitrary cap preventing the state from investing with the revenue it already collects is not sound
fiscal policy; and
WHEREAS, Proposition CC will make community colleges and trade schools more affordable;
and
WHEREAS,by voting yes on Prop CC we have an opportunity to begin to repair the damage the
state's antiquated budget formula has done to our transportation infrastructure and our K-12 and
higher education systems; and
WHEREAS,We can do it with no new taxes, and with unprecedented transparency and
accountability, including independent, annual, publicly available audits so Coloradans can see
where their money is going; and

WHEREAS, with this measure, voters will still be asked to approve future tax increases
WHEREAS, The BOCC finds that it is in the best interests of the citizens of Pitkin County
to approve this Resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it hereby adopts a Resolution in Support of Proposition CC, to
allow the State to Invest Revenue Collected Beyond Current State Limits in Transportation,
K-12 Education and Higher Education, on the 2019 General Election Ballot and authorizes
the Chair to sign the Resolution and any other associated documents necessary to complete
this matter.
