RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY,
COLORADO, APPROVING THE ASPEN HIGHLANDS SKI AREA MASTER PLAN MINOR
AMENDMENT TO CONSTRUCT THE GOLDEN HORN SURFACE LIFT

RECITALS
1. Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter ("HRC"), all matters not
required to be acted upon by ordinance or formal resolution may be acted upon by informal
resolution.
2. Aspen Skiing Company (hereafter "Applicant") has applied to the Board of County Commissioners
(`BOCC") for a Minor Amendment to the Aspen Highlands Ski Area Master Plan to construct the
Golden Horn Surface Lift.
3. The Golden Horn Surface Lift will cross Parcel Nos. 273514300011, 273514300012, in an area known
as the Golden Horn ski run at the Aspen Highlands Ski Resort. The lift will be located on skier's right of
the Golden Horn ski run between the top station of the Five Trees lift below the top terminal of the
Thunder Bowl lift.
4. The subject parcels are within the SKI-REC zone district.
5. The Applicant proposes to utilize a "Spring Box" assembly as compared to tow lifts with detachable
hanger assemblies in order to reduce the footprint of the lift, and the associated disturbance and visual
impacts.
6. The application was referred to the Maroon Creek Caucus, Pitkin County Attorney, United States Forest
Service. No comments were received.
The current Master Plan for the Aspen Highlands Ski Area was approved in 1997 pursuant to BOCC
Resolution No. 97-199. This Master Plan identifies short and long term plans for the ski area. The
Master Plan lists "Uses Allowed by Right all Year." An Allowed Uses by Right all Year includes, "Lift
removal, construction, renovation and upgrading to the extent that no significant increase in either the
bulk of top drive or return terminal stations beyond that required to accommodate advances in lift
technology as required or that no increase in capacity is accomplished as a result of such work beyond
those capacities listed herein."
The Applicant has obtained approval from the U.S. Forest Service for the portion of the lift crossing
U.S. Forest Service land as provided in the U.S. Forest Service Decision Memo dated September 2018.
9. The BOCC considered this application at a duly noticed public hearing on October 23, 2019, at which
time evidence and testimony were presented with respect to the application.
10. The BOCC finds that the proposed Golden Horn surface lift complies with the applicable provisions
of the Land Use Code and will not change the use of the proposed development or the basic character of
the land, is consistent with action taken during the original review, does not increase the allowable floor
area, and will not endanger the public health, safety or welfare.

11. The BOCC further finds that it is in the best interests of the citizens of Pitkin County to approve this
Resolution.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Pitkin County,
Colorado that it hereby approves the Aspen Highlands Ski Area Master Plan Minor Amendment, subject to
the following conditions, which shall run with the land and be binding on all successors in interest, and
authorizes the Chair to sign the Resolution and upon the satisfaction of the County Attorney as to form,
execute any other associated documents necessary to complete this matter.
The Applicant shall adhere to all material representations made in the current or prior applications or
in public meetings or hearings, and shall consider those representations to be conditions of approval,
unless amended by other conditions.
2. The Applicant shall obtain all appropriate County permits prior to commencement of any work
associated with the surface lift.
The Applicant shall comply with the County's Noxious Weed Management Plan.
4. All plants used for landscaping and revegetation shall be native species. Areas disturbed by
construction shall be re -vegetated within one growing season of the project's completion.
Failure to comply with the conditions of this approval may result in revocation of this approval,
or any subsequent permit(s) or approval(s) related to this property, or vested rights associated
with this property.
