Application Type: ADMINISTRATIVE DECISION OF THE COMMUNITY DEVELOPMENT DIRECTOR OF PITKIN COUNTY, COLORADO, APPROVING A 3 YEAR SPECIAL EVENT PERMIT FOR THE POWER OF FOUR SKI MOUNTAINEERING RACE Administrative Decision No. -2017 RECITALS Pursuant to Subsection 4-30-50(i) of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director") may approve a permit for special events. The Applicant has requested a three (3) year special event permit in association with this application. 2. The Aspen Ski Company (hereafter, the "Applicant') has applied to the Director for approval of a Special Event Permit to conduct the Power of Four Ski Mountaineering Race. The 2017 event will occur on February 25'x', 2017 from 6:00 AM to 8:00 PM. 2018 and 2019 events dates and times have yet to be determined. The Applicant has represented that the event will bring approximately 180-200 racers. The Event will consist of a ski mountaineering race in which participants will skin uphill and ski down Snowmass, Buttermilk, Highlands, and Aspen Mountains. The route will be within ski area boundaries and outside ski area boundaries. The route is as follows: • Start in Base Village in Snowmass Village. • Skin up Snowmass to High Alpine via Fanny Hill, Green Cabin, Sheer Bliss, and Dikes to Elk Camp via Roberto's, Lower Ladder, and Sandy Park. • Skin/ski the ridge trail from Elk Camp to Buttermilk. • Skin up West Buttermilk Express. • Ski down Tieback to the parking lot. • From Tieback parking lot, ski across the Aspen Recreational Center bridge through the baseball field and along the bike path that parallels Maroon Creek Road to the base of Highlands. • Skin up the Thunderbowl to Golden Horn to the T Lazy 7 catwalk and continue up Wine Ridge and the Face of Oly until reaching Highland Peak. • Ski down Highlands Bowl past Deep Temerity to the Grand Reverse. • Ski down Congo trail to Castle Creek to Midnight Mine Road. • Skin up Midnight Mine Road to Richmond Ridge to the Sundeck • Ski down to the upper Gondola Plaza (finish line), to Copper Gulch, to Little Nell. 4. The Applicant has indicated that participants will be required to wear avalanche beacons and carry probes and shovels. 5. The Pitkin County Sheriffs Office, Public Works Department, Aspen Ambulance, Communications Department, the Maroon Creek Caucus and Castle Creek Caucus, were all referred on the application. No objections were received. Page 1 of 3 6. The Applicant has successfully obtained a United States Forest Service Permit for the event. No Open Space and Trails Department permit is needed for this race to occur. The Applicant has provided proof of adequate insurance covering the event. Dedicated ambulance service was not required by the Aspen Ambulance District due to the low number of participants in the event. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. 8. The Director further finds that the Power of 4 Ski Mountaineering Race has operated in compliance with all previous permits issued and does not create any public health, safety, or general welfare concerns to the community or public resources. The Director finds that pursuant to Subsection 4- 30-50(i) of the Land Use Code, the request for a three (3) year permit is acceptable and can be approved. THE DIRECTOR HEREBY APPROVES a three (3) Year Special Event Permit for the 2017, 2018, and 2019 Power of Four Ski Mountaineering Race, subjectto Applicant's compliance with each of the following conditions: 1. All material representations made by the Applicant in the application (which shall specifically include representations made in all related supporting documents, correspondence subsequently provided by the Applicant, and representations made by phone), shall be adhered to, and considered conditions of approval, unless superseded by specific conditions in this Decision. 2. The Applicant must demonstrate possession of applicable permits at all times during the permitted activity and present such permits upon request. 3. Approval to hold this activity does not imply that extra services will be provided nor does it place any additional liabilities on Pitkin County. 4. A new Pitkin County permit is needed in 2020. 5. For the duration of this 3 year permit, the Applicant shall notify the County 45 days before the event and provide Community Development Staff with proof of liability insurance naming Pitkin County as an additionally insured and identified as a certificate holder. This insurance policy shall be bound for the following amounts: • $2 million aggregate coverage; • $1 million coverage for "each occurrence" 6. The Castle Creek Road and Maroon Creek Road crossings shall be staffed with course marshals to aid in traffic control and assist participants across the Road. Participants shall wear helmets during the event, have avalanche beacons, shovels, and probes, and carry headlamps. 8. The Applicant shall pay $650 for the permit fee within 30 days of this approval. Page 2 of 3 9. The Applicant shall be responsible for assuring that all areas outside the ski area resorts have signage removed and garbage/debris removed after the event. 10. In the event of a significant emergency incident, the Pitkin County Sheriffs Office shall be notified immediately to manage the incident. 11. The Applicant shall be in regular contact with the Colorado Avalanche Information Center and shall reroute or cancel the event if there is a significant threat to the participants of the event. 12. Overall Status: Not Yet Reviewed E vent Category: Details and Documents: Event Summary: This is a ski touring race through each of the four Aspen/Snowmass mountains. It is part of the Power of Four series being launched that will also include a mountain bike race. We are expecting to get 180­200 racers and would cap registration at 230. Registration is open to the public and will be $250 per team of two. Spectator access will be free at the base of all mountains and for people hiking up the mountains. Spectators wishing to use the gondola or lifts as access will be required to purchase a gondola/lift ticket.  There will be approximately  40 staff members including Aspen Expeditions, ASC Ski Patrol, ASC events team and Aid station/support staff.  We are going to try to secure 10 volunteers at transition/aid stations.  WE ARE ALS O APPLYING FOR A 3 YEAR PERMIT ON THIS, PER OUR DISCUSSION WITH MICHEAL KRAEMER   Site Plan (and maps): Course Route  Snowmass  ­ Start in the base village area  ­ Skin up Snowmass to High Alpine via Fanny Hill, Green cabin, Sheer Bliss, and Dikes  ­ Ski/skin to Elk Camp via Roberto’s, Lower Ladder and S andy Park   ­ Ski/skin the ridge trail from Elk  Camp to Buttermilk   Buttermilk  ­ Skin up Red Rover’s to the top of the West Buttermilk Express  ­ Ski down Tiehack Parkway to the parking lot  Aspen Highlands  ­ From Tiehack parking lot the course goes over the ARC bridge and over to the Five Trees lift (aid station at the base of the lift, volunteer at street crossing)  ­ Skin the Five Trees lift line to Thunder Bowl, next to Golden Horn and to T­Lazy­7 catwalk  ­ Continue up Wine Ridge and the Face of Oly along the Bowl until reaching Highland Peak  ­ Ski the bowl past Deep Temerity to the Grand Reverse  ­ Take the Congo Trail down to Castle Creek Road (v olunteer at road crossing)  ­ Take Castle Creek Road to Midnight Mind Road  Aspen Mountain  ­ Take Midnight Mind Road up to the Sundeck  ­ Ski down to upper Gondola Plaza via Copper, Copper Bowl and Little Nell   Communication Plan: All event, timing, medical, aid station staff will have an ASC radio that uses the ASC repeater.
