PITKIN COUNTY, COLORADO, APPOINTING MEMBERS TO A CITIZEN
REVIEW PANEL FOR CHILD WELFARE SERVICES.
RESOLUTION NO. y -2019
RECITALS
WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter
("HRC"), all matters not required to be acted upon by ordinance or formal resolution may
be acted upon by informal resolution, and
WHEREAS, 19-3-211 C.R.S. requires each county to establish a Citizen Review Panel to
resolve disputes against the County Department of Human Services regarding child welfare
practices; and
WHEREAS, The Board created a Citizen Review Panel by Resolution 006-1998 on January
14 1998; and
WHEREAS, At least one member of the Citizen Review Panel needs to be the parent of a
minor child at the time of appointment; and
WHEREAS, The Board desires to make appointments to the Pitkin County Citizen Review
Panel as set forth below:
WHEREAS, The BOCC finds that it is in the best interests of the citizens of Pitkin County
to approve this Resolution.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin
County Colorado that:
1. The Pitkin County Citizen Review Panel shall consist of (3) members appointed
by the Board of Commissioners.
2. The following persons are hereby appointed as regular members of the Pitkin
County Citizen Review Panel, to continue until their replacements have been
duly appointed for a three (3) year term commencing on January 1, 2020 and
concluding on December 31, 2023:
Jackie Skramstad (Mind Springs Health, Clinical Operations Manager)
Txell Pedragosa (Response, Program Director) *(Active Parent of Minor
Child)
Shirley Ritter (City of Aspen, Kids First Director)
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it hereby approves a Resolution Appointing Members to a
Citizen Review Panel for Child Welfare Services and authorizes the Chair to sign the
Resolution and upon the satisfaction of the County Attorney as to form, execute any other
associated documents necessary to complete this matter.
