The Provision of Program Management Services for the Aspen Pitkin County Airport Capital
Improvements Project(the"Contract") dated August 23, 2018 between the Board of County
Commissioners of Pitkin County, Colorado (the "County") and Kimley Horn and Associates,
Inc. (the "Contractor"), is hereby amended as follows:
Description of Change: This change order is to extend the Task Order end date of Community
Outreach and Stakeholder Communication Coordination Services for the Airport Capital
Improvement Project. This contract is extended until May 31, 2020 with no additional funds in
this change order and all other terms and conditions remain the same. See attachment for further
details.
Reason for Change: Time extension.

RE: Extension of 2019 Work Orders under Contract 052.2018
Dear John,
As 2019 comes to an end, there are a few financial and contract items we would like to bring to your
attention.
The three largest work orders approved to date under our Program Management Services Contract
(052.2018)are scheduled to end on December 31, 2019. For each of these work orders, our actual billings
have been under budget. We respectfully request the County consider extending the date of the existing
work orders with no change to existing budgets to accommodate completion of ongoing tasks, described in
more detail below. Amount expended as of December 2019 of the subject work orders is as follows:

Additional work in early 2020 is anticipated to support the conclusion of the ASE Vision Process. Supporting
the work of the County, Airport and Airport Advisory Groups between January through March of 2020 is
anticipated to develop final recommendations to the Pitkin County Board of Commissioners (BOCC) on the
future of the Aspen/Pitkin County Airport, concluding the ASE Vision Process. Based on our efforts to date,
and conversations with leadership at the County and Airport, we believe the remaining budgets in each
work order will be sufficient to carry the Kimley-Horn team through May 31, 2020.
With your concurrence, we propose the County extend the end date for each of these to May 31, 2020
under their current terms. Should the Airport need additional support beyond that period, we can prepare
a new work order to cover a new scope, schedule and budget based on your needs once a decision and
plan is adopted by the BOCC for the Aspen/Pitkin County Airport.
As always, feel free to contact me if you have any questions regarding this request or any of the work we
are completing under our Program Management Services contract. We look forward to continuing to serve
Pitkin County in 2020.

Unless you tell us otherwise in accordance with the procedures described herein, we will provide
electronically to you through your DocuSign user account all required notices, disclosures,
authorizations, acknowledgments, and other documents that are required to be provided or made

inadvertently not receiving any notice or disclosure, we prefer to provide all of the required

To request paper or electronic copies from Pitkin County
To request delivery from us of paper or electronic copies of the notices and disclosures
previously provided by us to you electronically, you should request those documents from Pitkin
County under the Colorado Open Records Act by contacting the Pitkin County custodian who
sent you the document for signature. .
To withdraw your consent with Pitkin County
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check-box indicating you wish to withdraw your consent, or you may;
ii. send us an e-mail to susan.sullivan@pitkincounty.com and in the body of such request
you must state your e-mail, full name, Postal Address, telephone number, and account
number.
