Brief Description: The Farm Collaborative is hosting an Earth Day/Easter Celebration free to the
public (at the FarmPark at Cozy Point). Event will include an all-natural Easter Egg Hunt, Earth
Day crafts and activities, and farm tours. Venue capacity: 300 people or less, including 9 staff, 14
volunteers.

In consideration of the issuance of a Special Event Permit pursuant to Section 4-30-50(j),
Special Events, in the Pitkin County Land Use Code, the Applicant agrees as follows:
The Applicant hereby agrees to indemnify and hold harmless the County, its officers, agents and
employees, from any claim, loss, liability, damage or cost sustained by any person or property, to
the extent any such loss, liability, damage or cost rises from any activity associated with or related
to the special event set forth in this permit or the use of County-owned equipment, supplies or
property associated with the special event.
The Applicant hereby guarantees to ensure financial responsibility for the payment of all bills,
repairs, damages and otherwise ensure performance of all conditions of approval to Pitkin County.
The Applicant hereby agrees that Applicant shall comply with all other applicable provisions of
the Pitkin County Code and all other obligations and conditions set forth below.

1) GENERAL
a) This application was referred to: Pitkin County Sheriff’s Office, Aspen Ambulance
District, Aspen Fire Protection District, Pitkin County Engineer, Pitkin County
Environmental Health, Pitkin County Chief Building Official, City of Aspen (COA),
Colorado Department of Public Health and Environment (CDPHE), and Brush Creek
Metro District. Comments were received from COA, CDPHE, Pitkin County Chief
Building Official, and Brush Creek Metro District.
2) SAFETY/SECURITY/EMERGENCY SERVICES
a) Safety/Security Plan: The FarmPark (Cozy Point) has numerous exits and will have onsite
staff announce emergency plan over speakers should the need to alert all event attendees
arise. All staff members will be available to contact the appropriate authorities should a
safety issue occur.
b) Onsite security staff member Gabe Riley, FarmPark & Orchard Manager can be reached at
970-948-1714.
c) Medical & Emergency Plan: All staff members will be available to contact the appropriate
authorities should a medical issue occur. Medically certified staff will be onsite for minor
incidents. If a serious medical incident occurs EMT will be contacted.
d) Medical Contacts: Onsite medical point of contact Dr. William Mitchell Jr, MD practices
through Aspen Pediatrics and can be reached at 970-544-1300. Another onsite medical
point of contact Lisa Kohlhepp, Program Director can be reached at 970-485-5637. She is
the interim CPR contact onsite as well.
3) ALCOHOL
a) No alcohol will be served at this event.
4) TRAFFIC/TRANSPORTATION/PARKING
a) Applicant will provide parking onsite for approximately 200 vehicles and will encourage
carpooling.
b) No parking is allowed on Juniper Hill Road or Highway 82. Cones and temporary signage
shall be placed along Juniper Hill Road to prevent parking on the road. This restriction
shall be specified on all signs, flyers and emails for the event.

c) Jakob Moe, Cozy Point Ranch Manager will oversee parking during the event and can be
reached at 970-315-2140. There are two areas accessed from Juniper Hill Road that can be
used for parking. Mr. Moe will direct the public to use the second lot for event parking. If
the parking lot capacity is full on the second lot, the first lot will be utilized for parking as
well.
d) Brush Creek Metro District expressed concerns with the intersection of Juniper Hill Road
and Highway 82, and with management of a secondary Ranch access point off of Highway
82 during the event.
e) The Applicant shall place signs and ensure that there is no vehicular access during the event
from the secondary Ranch access point off of Highway 82.
5) SANITATION/SOLID WASTE/RECYCLING
a) Applicant has contracted and committed to providing two portable toilets and two
handwashing stations, which meet requirements for this event.
b) Water will be available to the public from water dispensers filled onsite.
c) Applicant has contracted with Mountain Waste and Recycle for trash, recycling and
composting year round at the FarmPark (Cozy Point).
6) FOOD SERVICE
a) No food will be served at the event.
b) Per CDPHE no food permit is required for this event.
c) CDPHE expressed concern with raw eggs at the event. Raw eggs shall be stored at or below
45 degrees should anyone want to take the eggs home to cook them. A fully intact-shelled
hard-boiled egg that has been air-cooled does not need temperature control for safety.
7) NOISE
a) Applicant will comply with the applicable Pitkin County noise regulations that limits noise
to 55 dBA during the day (7:00AM to 7:00PM) measured at the property line. Per Pitkin
County Environmental Health no noise variance is needed for this event.

a) No tents or canopies will be erected for the event; therefore, no permit is required.
9) ACCESSIBILITY
a) The FarmPark at (Cozy Point Ranch) is accessible to all, including ADA accessibility.
10) RISK MANAGEMENT
a) Pitkin County Community Development received a Certificate of Insurance on April 9,
2019, from the Applicant, demonstrating adequate General Liability Coverage acceptable
to the standards of the Risk Manager (and naming Pitkin County as an Additional
Insured).

Liability insurance coverage must be provided for Special Events. If your event includes alcohol, liquor liability coverage
must also be included. Commercial general liability insurance is required in the following minimum amounts: $1,000,000
each occurrence; $2,000,000 aggregate. At least one week prior to the event, a certificate of insurance must be
submitted to the County. The certificate shall name Pitkin County as an additional insured and coverage must be
