Main St., Suite 302 Aspen, CO 81611 Subject: Pitkin County Recreational In-channel Diversion (RICD) Project—Monitoring and Adaptive Management Program—2020 Extension Dear Mr. Ely, Please see the attached scope for extension of the monitoring, management, engineering, and hydrographic surveying services to Pitkin County for the Pitkin RICD project's Monitoring and Adaptive Management program. The US Army Corps of Engineers has extended the monitoring period for two additional years (2020 and 2021) due to this year's modifications on the project. The program will continue focusing on monitoring fish passage, boat passage, and channel stability in the project reach through hydrographic survey, photo documentation, hydraulic modeling, and community surveys. The program will follow the techniques and methodology agreed upon with Colorado Parks and Wildlife (CPW) in the project's Monitoring and Adaptive Management Plan, dated August 2016. The attached fee estimate includes engineering,permitting, and construction observation efforts recently completed as part of the winter 2020 modifications. This 2020 modifications work has, except for a couple hours, already been invoiced to the County and totals $28,896. The total estimated cost for the two extension years of monitoring and reporting is $62,784. For 2020 and 2021, RiverRestoration will monitor the site through the hydrograph,perform hydrographic survey, update hydraulic models and update the annual monitoring report for submission to USACE by December 31 st of each year. A detailed scope (Attachment A) and fee breakdown (Attachment B) for RiverRestoration's efforts are included as attachments. Thank for you for your continued support of the project and its success. These years are 2020 and 2021. The data collection, hydrographic survey,numerical modeling, and reporting listed in this scope of work will be performed as described in the Monitoring and Adaptive Management Plan, dated August 2016. Task 1—Design,Permitting and Construction Monitoring of 2020 Modifications This task covers worked performed in the winter of 2019/2020 to plan, design,permit and perform construction monitoring of the modifications to the whitewater park to improve high flow boat passage through the project reach. Task 2—Year 4 (2020)Monitoring,Analysis and Reporting The purpose of this task is to perform 2020 monitoring, analysis,reporting and adaptive management for the project reach. Items associated with this task include: ( Perform project management duties, including budget tracking and reporting. ( Perform high water hydrographic survey in May,June and July. o Conduct general observations of the project reach. o Survey water surface elevations on both sides of river through the project reach. o Generate high water surface profile. o Record estimated flow rates during site visits. ( Perform low water bathymetric survey in September/October o Conduct general observations of the project reach. o Survey water surface elevations on both sides of the river through the project reach. o Generate low water surface profile. o Record estimated flow rates during site visits. o Collect velocity information and develop velocity profiles. o Perform Cross Section Surveys—21 cross section locations total(13 through whitewater structures and 8 through geomorphic structures). o Perform Photo Monitoring at designated and monumented locations. ( Any adaptive management design modifications will need to be evaluated on a case-by-case basis and are not included in this scope of work. This work would,if required, likely include additional design,permitting, analysis, structural reworking, and multiple meetings/correspondence.
